지속가능과학의 기초연구현황과 R&D 기회 창출 전략

한국연구재단 융합과학단에서는 지속가능과학의 중요성과 발전가능성을 예측하여 2011년도에 지속가능과학 전문분과를 추가로 할당하고 지속적인 사회 발전을 위한 과학, 공학, 인문학, 사회학 등이 융합된 신규분야를 지원하기로 하였다. 이에 따라 지속가능과학 관련 기초연구과제 수혜 현황을 분석하고 RB(Review Board) 지원분야 확대에 따른 효율적 R&D 추진전략과 수행 가능한 주제들을 제안하고자 한다. 2002년 이후 지속가능과학을 주제로 기초연구사업을 수행한 연구과제 58건에 대해 분석한 결과 개인연구과제가 47건이고 소규모 그룹연구를 포함한 집단연구과제가 11건이었으며 분야로는 공학기반 분야가 36건으로 가장 많았고 융합과학 분야 10건, 화학화공소재 분야 10건, 생명과학 분야가 2건이었다. 지난 10년간 지원추이를 감안할 때 지속가능과학 분야에서 기초연구를 수행하기에 적합한 분야는 지속가능 자원의 분배(Sustainable Resource Allocation), 지속가능한 에너지와 원자재 사용(Sustainable Energy and Material Use), 환경 과학과 지속가능성(Operations Management and Sustainability) 등의 분야로 사료된다. 그러나 지속가능과학 관련 과제가 해마다 증가하고 있고 연구 주제도 글로벌화 추세를 보이고 있어 보다 다양한 형태의 학제간 연구가 지속가능과학 범주에서 수행될 것으로 예상되며 특히 미래사회로의 지속적 발전을 위한 교육의 중요성을 감안할 때 지속가능성 교육(Sustainability Education) 분야의 비중도 증가할 것으로 기대된다.

한국의 사회적 지속가능발전 진단 연구

본고는 지속가능발전의 토착화를 위하여 지속가능발전에서 중심적 부문인 사회적 지속가능발전 진단을 목적으로 한다. UN, OECD가 제시한 지속가능발전의 사회 부문 지표를 검토하여 우리 현실을 고려한 분석틀을 제안하고 이를 근거로 사회적 지속가능발전을 진단하고 위협 지표 10개를 추출하였다. 한국 현실을 고려한 사회적 지속가능성에 대한 논의가 중요하다. 사회적 책임 관련 용어에 대한 우리말 연구

조직의 사회적 책임에서 중요한 목표는 지속가능한 개발에 기여하는 것이고, 이 지속가능한 개발의 목표는 전반적인 우리 사회와 지구 행성의 sustainability(지속가능성)을 달성하는 것이다. 이것은 특정 조직의 지속가능성 또는 ongoing viability(지속적 생존성)과 무관하다. 개별 조직의 지속가능성은 사회적, 경제적, 환경적 관점에서 holistic management approach(하나로 경영 접근방법)으로 취급하여 전반적인 사회의 지속가능성과 양립하도록 하여야 한다. 지속가능한 소비와 지속가능한 자원 사용, 지속가능한 생계는 모든 조직과 관련이 있으며 사회 전체의 지속가능성과도 관련이 있다. 여기서 우리는 사회적 책임에 대한 용어를 올바르게 해석하고 이해하여야만 조직이 추구하는 의사결정이나 활동이 조직의 지속적 생존성이 아닌 사회와 환경에 대한 조직의 책임과 관련이 있다는 것을 알게 될 것이다. 사회적 책임은 지속가능한 개발에 기여하는 것이고, 지속가능한 개발은 인류에게 공통된 경제, 사회, 환경 목표와 관련이 있기 때문에 조직의 책임있는 행위를 제대로 이해할 수 있도록 이 논문에서 우리말로 해석하고자 한다. ISO defines a standard as a document, established by consensus and approved by a recognized body that provides, for common and repeated use, rules, guidelines or characteristics for activities or their results, aimed at the achievement of the optimum degree of order in a given context (ISO/IEC Guide 2:2004, definition 3.2). SR(Social Responsibility} is the subject which has been discussed for a long time, but real preparations of the corporations begin recently. Several International organizations and global corporations have announced their own guidelines about SR. Many global organizations have established responsible departments in their organizations and spread the principals related social responsibility. ISO has launched International Standard as a guidance on Social Responsibility titled ISO 26000. This paper is a study of terms and definitions in Korean to avoid confusing original meaning that Social Responsibility contributes to Sustainable Development. In ISO/IEC Directives, Part 2, a recommendation is defined as an "expression in the content of a document conveying that among several possibilities one is recommended as particularly suitable, without mentioning or excluding others, or that a certain course of action is preferred but not necessarily required, or that (in the negative form) a certain possibility or course of action is deprecated but not prohibited." Terms and definitions that are not defined in ISO 26000, Clause 2 are used in the common sense of the word, assuming their dictionary meanings.

지속가능성 과학의 개념적 특성과 접근방법

지속가능한 발전에 대한 연구가 주제 및 범위 등에 따라 인문학, 사회과학, 순수과학, 공학 등에서 다양하게 다루어짐에 따라, 학계가 직면하는 지속가능성에 대한 복잡성 및 다양성이 심화되어가고 있다. 본 논문에서는 선진국과 개발도상국의 남과 북의 문제에서 지속가능성 과학의 위치 및 역할, 그리고 기초학문과 응용학문 사이에서 지속가능성 과학의 위치 및 역할 등에 대해 살펴보았다. 이를 통해 지속가능성 과학이 다루어야 할 핵심 주제로 첫째, 사회-생태 시스템에 대한 과학적 이해, 둘째, 지속가능성에 대한 목표, 셋째, 지속가능성 추진 전략 및 실행, 마지막으로 지속가능성 추진 전략 및 실행등으로 제시하였다. 또한 지속가능성에 대한 접근방법을 문제해결 방식과 비판적 이론으로 구분하여 제시하고, 지속가능성 과학의 8개 구성분야를 제시하였다. 결과적으로 지속가능성이 학계에 던지는 화두는 한 가지 학문분야가 아닌 다양한 학문범위에서 다제적이고 학제적인 접근을 통해 통합적인 접근으로 현상파악 및 문제해결을 해 나가야 할 것을 제시하고 있다. Since the notion of sustainable development has given impacts on different academic disciplines such as humanities, social science, natural science and engineering, the way of integrating the concept of sustainability into a variety of academic disciplines becomes very complex and multi-faceted. Recently, the sustainability science is emerged as a new discipline to embrace sustainability. This paper posits sustainability science in the North and the South as well as in basic and applied research. As key research themes, scientific understanding on society-eco system, goals and objectives of sustainability, and sustainability implementing strategy, are addressed for future directions. In addition, problem-solving and critical theory perspectives are applied to develop methodologies and approaches of sustainability science. Finally, eight academic disciplines and areas of sustainability science are addressed.

지속가능한 국가혁신체제를 찾아서

그 동안 환경보호를 위한 막대한 노력에도 불구하고 환경오염은 점점 증가해 오고 있다. 이는 기술혁신의 모순적인 효과 때문이다. 즉, 기술혁신은 긍정적인 측면에서 경제발전을 가져왔으나 부정적인 측면에서 환경오염을 발생시켰다. 특히 경제가 발전하면서 환경오염의 양은 대단히 증가하여 환경위기로 이어지고 있다. 이 점에서 환경오염을 저감하고 지속가능한 경제성장을 달성하기 위한 구체적인 전략이 필요하다. 기술혁신의 모순적 효과를 감안하면 지속가능한 발전은 기술혁신에서 출발하여야 할 것이다. 이에 따라, 본 논문에서는 지속가능한 발전을 위한 구체적인 방안으로서 “지속가능한 국가혁신체제”의 구축 및 운용을 강조한다. 지속가능한 국가혁신체제는 산-학-연-관의 다양한 주체들로 구성되어 있으나 특히 기업의 환경친화적 기업행위가 대단히 필요하다.

지속가능과학 인력양성을 위한 교육과정의 개발

지속가능과학은 지구와 인류의 지속가능성을 유지하기 위한 학문으로서 태동하였다. 지속가능과학을 통하여 지속가능 이슈를 다루기 위해서는 이 분야의 인재양성을 통하여 지속가능과학을 전파하고 지속가능한 세계를 구현할 수 있어야 하겠다. 이를 위하여 생태계의 수용 능력 안에서 미래 세대가 자신들의 필요를 충족시킬 수 있는 능력을 훼손하지 않으면서 현재의 필요를 충족시키기 위한 교육 과정을 수립하는 것이 필요하다. 본 논문에서는 문제해결 능력이 있는 인재 양성을 목표로 국내 대학의 학사과정, 석사과정, 박사과정 등으로 구분하여 교육과정을 개발하여 제안하고자 한다. Sustainability science came about as a new academic discipline to help maintaining the earth and the world. To deal with the sustainability issue through the sustainability science, it is necessary to develop human resources and let them spread the science and help realize the stainable world. For this purpose we are to establish the curriculum for the sustainability science to satisfy current needs for humanity without sacrificing future capacity for supporting next generations. In this paper we propose curriculums for undergraduate, graduate programs for the sustainability science for the purpose of training human resources with the problem-solving ability in this field.

지속가능한 소비사회문화 확산을 위한 소비자기반 지속가능과학 혁신체제모델 제안

경제성장의 외연 확대만으로 범세계적 문제를 해소하기엔 역부족이라는 인식의 확산은 경제적, 사회적, 환경적 측면이 상호연관성의 증대가 되어짐에 따라서 지속적으로 논의되어온 문제이다(OECD, 2008). 브룬트란트 보고서(Brundtland Report)로도 알려진 ‘우리 공동의 미래(Our Common Future)’의 등장 이후 지속가능한 사회모델 구현 (Environmentally Sound and Sustainable Development) 에 대한 범 세계적인 노력은 21세기 들어 지속가능과학(Sustainable Science)의 등장에 이르러 그 논의가 본격적으로 확산되기 시작했다. 본 연구는 지속가능한 발전이 이루어지는 사회구현을 위한 소비사회문화 인식 확산을 위해서, 최근에 활발하게 논의되어지고 있는 소비자(사용자)혁신 (User & Consumer Innovation)기반 과학기술정책과 통합적 혁신 정책 (Science & Innovation Policy Integration)을 중심으로 지속가능과학 혁신체제(Sustainable Science & Innovation System) 구현을 위한 기초적 자료를 제공하기 위해 고안 되었다. 녹색소비 트렌드와 지속가능 경영에 대한 사회이슈의 확대에 따른 지속가능확산 혁신체제(Sustainable Science & Innovation System)의 구현과 성공적 안착을 위해서는 체제 시스템 구성요소들 간의 실시간 갈등관리 및 공조협조 환경구현, 이슈에 대한 공동대응을 통한 구체적 합동 목표 설정, 제한적 공동자원에 대한 한계선 설정 등의 노력이 필요할 것으로 사료된다.

지속가능사회문화의 개념 정립과 발전 방향 제안

오늘날 인류가 직면한 난제를 해결하고자 하는 전지구촌적 노력으로, 물질적 성장중심주의에서 환경, 사회 및 경제가 조화와 균형을 이루는 지속가능발전(sustainable development) 중심의 패러다임으로의 전환이 이루어지고 있다. 최근 지속가능발전 전략의 일환으로 문화의 역할이 강조되고 있지만 발전과 문화에 대한 체계적 인식은 부족한 편이다. 이데 본 연구는 기존 문화연구의 검토를 통해 지속가능 발전과 문화의 관계에 대한 이론적 체계화를 시도하였다. 본 연구를 통해, 문화가 지속가능발전에 있어 환경, 경제, 사회 등 제 부분 간의 선순환을 돕고 각 부문들이 원활하게 기능할 수 있게 하는 윤활유로서의 역할을 수행함을 확인하였다. This paper presents a theoretic approach to a relationship between sustainable development and culture through reviewing advanced cultural studies. It is proved that socio-culture plays an important role for sustainable development by lubricating or connecting environmental, social, and economical pillars. Therefore, culture should become an infrastructure of sustainable development.

지속가능과학의 본질과 발전 모델

지속가능과학(Sustainability Science)은 지구 온난화, 빈곤, 복지 등 인류 생존과 직결된 전 지구적 문제 해결을 위한 자연과학, 인문 사회과학분야의 통섭적 접근을 하는 학문으로서 요구되었으며, 이러한 역할을 충실하게 수행하기 위해서 개념과 방법론이 구체화되고 있다. 지속가능과학은 농업, 어업, 임업, 물, 에너지, 경제학, 사회학, 경영학 등의 관련 학문 분야가 연결되는 다학제적(Multidisciplinary)이며, 인접분야 학문의 결합으로 구성되는 융합적(interdisciplinary) 학문으로써 본 연구에서는 지속가능과학의 학문적 본질과 개념 등을 살펴보고 협의 및 광의의 학계 및 산업계의 논의를 종합하고 그 발전전략을 세가지 분야에서 제시하여 지속가능 과학의 학문적 발전에 대한 대응방안을 제시하고 있다. Sustainability Science is a new academic discipline that is very imperative for maintaining the earth and the world. The purpose of this paper is to provide an overall introduction of sustainability science into Korea. A diffusion strategy and human resource development planning need to be developed. We studied the academic roots, definitions, and essence of sustainability science. And we defined this academic discipline in both broad and narrow meanings, and then investigated essential aspects of sustainability science. We surveyed academic and non-academic programs on sustainability science throughout the world. Research areas for the proliferation of sustainability science has been investigated. Several important issues on sustainability science are discussed and proliferation strategies are suggested. The results of this study can be used for the induction planning of sustainability science into Korea.

2011년도 『지속가능연구』의 연구동향과 향후 과제

본 연구는 지속가능과학회의 학회지에 대한 연례 평가를 통하여 그동안 게재되었던 학회 연구의 새로운 지평을 알아보고 이에 대한 학제적 의미를 새롭게 평가하기 위한 시도라고 할 것이다. 창간호에 이어 매년 학회지의 게재논문에 대한 요약과 평가는 학회지의 위상을 높이고 학회지에 게재된 논문을 정확하게 평가하여 지속가능한 논의가 보다 효율적으로 전개되기 위한 노력으로 평가받아야 한다. 비록 많은 논문들이 논의의 시작을 알리는 탐색적 연구 수준에 머물고 있지만 그럼에도 이들 연구들의 종합적인 비교 평가를 통하여 연구진의 적극적인 참여를 독려하고 보다 광범위한 연구결과의 확산을 홍보하며, 나아가 새로운 논의동향을 중심으로 학회지의 구체적인 성과를 다루고 있다. There have been diverse studies as well as in-depth analysis in the Journal of Sustainablity Research in 2011. Many of the articles are rather searching-issues stage of working paper level, while others open new horizon of the research area. As we specified, sustainability is an integrated study of diverse field of researches and methodological innovation. There has been clear description on the conceptual characteristics of sustainable development, sustainable businesses and environmental friendly management. All these efforts are well defined and comparatively improved from the previous studies through our journal. Even if the highly reputable papers are not pointed yet, still there are many possible candidates to lighten the future of our advance society and economy.
