For the safety of railway, it should be evaluated for the running safety by measuring the derailment coefficient. Although railway has run the fixed and maintained rail, some of railway is derailed. This report shows the results that performed the static load test, wheelset manufacturing for test, main line running test on the basis of the derailment theory and experience. It is executed main line test to 120 ㎞/h for estimating the running safety of express train in Incheon International Airport. As the test results, could confirm the curving performance and running safety of Incheon International Airport EMU from the results of the wheel unloading, lateral force, derailment coefficient etc. Derailment coefficient was less than 0.8, and lateral force allowance limit and wheel load reduction ratio were enough safe.

With above viewpoint, general features of rail fastening system, domestic/international testing standards, main features of testing system, application plan, etc. are summarized.

This study deals with the Evaluation of track system, when Newly developed Korea High Speed Train(KHST) by KRRI and KTX trains are running pass curved track of conventional line. In order to evaluate stability of track and vehicle running safety, the effect of curve radius, the field tests were performed at sharply curved track.

Typical railway systems are composed of the various sub-systems, such as tracks, structures, electricity supplying systems, signal systems and vehicles. The roles of the sub-systems are clarified in the railway regulations in terms of their whole life cycle, as like design, operation and disposal stages. The regulations express clearly the basic specifications and requirements that need to accomplish their own performance and also state the standards and procedures for the normal operations and emergency conditions. In this paper the current railway regulation systems are analyzed and average revision periods are presented as the results of the analysis on revision history of railway safety regulations. This paper also presents the requirements for national safety standards based on Railway Safety Act and the necessity of application of system computer aided system engineering (CASE) tool for the improvement of legislation tasks. By exemplifying the cases of high speed rail system and Japanese cases that had developed softwares for supporing regulation revision management, the methodologies was studied for reconstruction of railway safety regulation system. As the results, it was presented such as the considerations for actual implementation and systematic safety regulation revision.

The process of determining whether, when, where and how to intervene, of deciding on optimum allocation of resources and minimizing the cost is a very complex problem: different track sections tend to behave differently under the effects of loading; decision-making processes for maintenance work are closely interrelated technically and economically; decision-making for maintenance plans is based on a large quantity of technical and economic information, extensive knowledge and above all experience. For that reason, It is considered very important to develope objective and computer-aided decision-making support system for track maintenance plan. On this paper, we made a survey of the state-of-art of decision-making support systems for track maintenance which were developed and used abroad and reviewed requirements of system and present the plan of develope decision-making support system for track maintenance appropriate to local condition.
