시민참여와 사회적 자본의 관계에서 공동체 의식의 매개효과에 관한 연구 : 춘천시 주민자치회 전환 지역을 중심으로

본 연구의 핵심적 목적은 시민참여가 사회적 자본에 미치는 영향을 분석하고, 이들 인과관계에서 공동체 의식의 매개효과를 분석하는 것이다. 이를 위해 시민참여, 공동체 의식, 사회적 자본 등의 주요 요인에 대한 이론적 논의를 통해 연구모형과 가설을 도출하였으며, 2019년에 주민자치회로 전환한 춘천시 8개 지역(읍과 동)의 주민 800명을 대상으로 실시된 설문조사 데이터를 통해 요인 간 인과관계와 공동체 의식의 매개효과를 분석하였다. 이러한 실증분석을 통해 다양한 사회 환경 변화 속에서 지속적으로 중요성이 높아지고 있는 시민참여와 공동체 의식이 갖는 시사점을 논의하였다. 시사점으로는 첫째, 시민참여와 우리 주변에서 발견할 수 있는 일상적 공동체 활동과 공동체 문제 관심 및 공유 등을 통해 지역공동체의 구성원 간의 신뢰, 강한 유대관계 또는 네트워크 등과 같은 사회적 자본을 형성할 필요가 있다는 것, 둘째, 공동체 의식은 시민참여와 사회적 자본의 관계를 매개하므로, 공동체 의식을 공동체의 협력적 문제해결의 주요한 요인으로 간주하여야 한다는 것, 셋째, 시민참여와 사회적 자본 간의 매개역할을 하는 공동체 의식을 함양할 수 있는 민주시민교육의 필요성과 민주시민교육의 장인 풀뿌리 민주주의의 기초가 되는 시민참여와 공동체 의식을 더욱 높일 수 있는 논의로 확대하는 것이 필요하다는 것을 제안하였다. The main purpose of this study is to analyze the impact of civic participation on social capital, and to analyze the mediating effects of community consciousness in this relationship. To this end, research models and hypotheses were derived through theoretical reviews of related factors such as civic participation, community awareness, and social capital, and survey data of 800 residents in 8 basic administrative areas converted into the residents autonomy council of Chuncheon-Si in 2019 analyzed causality and the mediating effects of community consciousness. Through this empirical analysis, we discussed implications of civic participation and community consciousness, which are continuously increasing in importance amid various changes in the social environment. The implications are as follows: First, it is necessary to form social capital such as trust, strong ties, or networks among members of the local community through civic participation and daily community activities and community issues that can be found around us. Second, community consciousness mediates the relationship between civic participation and social capital, so community consciousness should be regarded as a major factor in community collaborative problem solving. Third, it is necessary to expand the need for democratic civic education to foster a community consciousness that serves as a medium between civic participation and social capital, and to further enhance civic participation and community consciousness, which are the basis of grassroots democracy.

JDC의 윤리경영 사례연구: 전략 실행체계,성과분석

제주국제자유도시개발센터(JDC)는 국토교통부 산하 준시장형 공기업이다. 우리가 JDC에 주목하는 이유는 새로운 이사장의 부임과 함께 과거 윤리적인 이슈로부터 자유롭지 못했던 시기와 과감히 절연하고 윤리경영의 전략과 체계를 치밀하게 수립하면서 윤리경영을 정착시키는데 성공한 모범적인 사례를 보여주기 때문이다. 또한 윤리경영이 다른 일반 경영시스템과 마찬가지로 계획-실행-환류평가라는 일련의 과정에 입각해야 효과적인 실행이 담보될 수 있다는 점을 잘 보여주기 때문이다. 사례는 또한 제도가 체계적인 것도 중요하지만 구성원들의 자발적이고 적극적인 참여를 확보하는 것이 매우 중요하다는 것을 보여준다. 지금까지 윤리경영을 위한 JDC의 노력은 많은 수상 결과가 보여주듯 상당히 성공적인 것으로 평가할 수 있다. 그러나 향후 JDC의 윤리경영이 시스템과 체계를 넘어서 문화로까지 정착되기 위해서는 지속적인 실행과 노력이 필요하다. JDC(Jeju Free International City Development Center) is a semi-market public enterprise under the umbrella of the ministry of Ministry of Land, Infrastructure and Transport. Regarding ethical management, it draws our attention because it has succeeded in clearing all the unethical practices or relations, and established the strategy and systems for ethical management. This case also shows us that plan-do-see principle applies to the ethical management too. The last lesson we can learn from the case is that it is important to stimulate the participation of the employees to the ethics and social responsibility and make them more active on that matter. All the efforts of JDC seems to be very successful, shown by the long list of awards, but it still remains a long way to go for creating a natural and voluntary culture for the ethical management.

1829년 ‘七矣廛文書’를 통해 본 칠의전의 구성과 활동

조선후기 상업은 서울의 시전과 지방의 장시[5일장]를 중심으로 전개되었다. 장시는 18세기 후반에는 일상적인 교역기구로 자리잡았다. 서울의 시전은 육의전과 일반시전으로 나뉜다. 육의전은 상위 6개의 시전을 합쳐서 부르는 명칭이다. 시전 수가 7개, 8개로 바뀌면서, 칠의전, 팔의전으로도 불렀다. 육의전은 영업 독점을 침해하는 상행위를 금지하는 금난전권을 가지고 있었다. 금난전권의 적용 범위는 도성에서 10리 범위 이내였다 서울의 상업 · 도시의 발달에 따라 인접한 교통 요지를 중심으로 ‘교환의 場’ 이 발달하였다. 경기도 양주의 樓院店은 그 대표적인 곳이다. 함경도 지역의 魚物과 布物이 서울로 들어오는 요지에 위치하였다. 누원점은 旅店 기능을 하였지만, 이곳에는 장시가 없었다. 이곳 상인들은 장시를 개설하여 영업의 거점으로 삼으려고 했다. 18세기 후반 이후 여러 차례 장시 개설을 시도하였으나 시전[육의전]상인들의 반대로 실패하였다. 누원점은 鄕商과 시전상인이 충돌하는 공간이었다. 1994년 국립민속박물관에 있는 칠의전문서[訴狀] 1장이 공개되었다. 1829년 양주 지역민이 누원점에 장시를 개설하려고 하자, 칠의전상인이 양주에 가서 반대하는 청원서를 관에 올린 것이다. 칠의전이 직접 작성한 문서이고, 조직의 상급 직책과 상인 이름이 적혀 있는 일급 사료이다. 이 문서는 40여 글자가 훼손된 문제점을 안고 있다. 필자는 최근 훼손된 글자는 물론이고 내용도 보완해 줄 수 있는 다른 자료를 입수하였다. 두 자료에 대한 본격적인 연구는 아직 없다. 이 논문은 두 자료에 대한 최초의 본격적인 연구다. 두 자료의 검토를 통해 다른 상업문서 연구도 보완할 수 있다. 조각난 1829년 칠의전 사료의 퍼즐을 맞추기 위한 시도다. The commerce in the late Joseon dynasty revolved around shijeon (permanent markets) in Seoul and jangshi (regional market, five-day interval markets) in the provinces. Jangshi established itself as an everyday commercial institution in the late 18th century. The shijeon in Seoul is classified into Yukuijeon and general shijeon. Yukuijeon is a collective name for the six upper-level shijeon. As the number of shijeon increased to seven or eight, the collective name changed to Chiluijoen or Paluijoen. Yukuijeon possessed Guemnanjeongwon, the right to forbid commercial activities (by unregistered merchants) that violate their business monopoly. The applicable scope of Guemnanjeongwon included the entire area of the capital city and 10ri (equivalent to 4km) from the Hanyang fortress. With the development of cities as well as commerce in the capital city, "places of exchange" developed centering around major adjacent points. One of the representative places was the Nuwonjeom in Yangju, Gyeonggido province. These exchange places were located in major points through which fish and fabric-related merchandises from Hamgyeongdo province were brought into the capital city. Nuwonjeom functioned as a tavern, but there was no jangshi in these exchange places. Merchants in these places wanted to establish a jangshi and use it as their base for business. They made several attempts to establish jangshi in the late 18th century but failed because of the opposition by shijeon (Yukuijeon) merchants. Thus, Nuwonjeom was also a place where hyangsang (local merchants or regional merchants) clashed with shijeon merchants. In 1994, a piece of Chiluijeon document (i.e. a litigation paper) housed at the National Folk Museum of Korea was disclosed to the public. It was a petition opposing to the opening of a jangshi filed by a doso (a high-ranking merchant) of Chiluijeon to the legal authorities in Yangju when local people in Yangju attempted to open a jangshi in Nuwonjeom in 1829. This is a first-class historical source which was prepared directly by Chiluijeon and indicated the organization`s high-ranking position and a merchant`s name. This document is problematic in that more than 40 characters have been damaged. Fortunately, another historical material that may complement the content as well as the damaged letters of this document has been recently obtained by the researcher. There has never been a full-scale study on these two historical materials. This thesis, therefore, is the first full-fledged study of these historical materials. This study aims to piece together the fragmented Chiluijeon historical source from 1829. Through careful examination of these materials, it is expected that this study will supplement other researches on commercial document and suggest ways to improve problems in conducting related studies.

사회적 기업 성과분석에 관한 연구

본 연구는 사회적 기업의 경제적․사회적 성과를 평가하고, 사회적 기업의 특성과 지역 등에 따른 성과의 차이를 분석하는 것을 연구의 주목적으로 한다. 이를 위해 사회적 기업의 이윤과 사회적 공공성의 추구에 대한 의의와 정부의 관련 지원정책 및 사회적․경제적 성과평가에 대한 이론적 검토를 하였다. 실제 성과분석은 한국사회적기업진흥원의 2015년 경영공시 자료를 바탕으로 경제적 성과로서 성장성, 수익성 및 안정성을, 사회적 성과로서 고용창출효과 및 이윤의 사회적 재투자를 중심으로 이루어졌다. 성과분석 결과 전체적으로 일정 수준의 경제적 성과를 보이고 있으며, 사회적 성과로서 고용창출 및 사회적 재투자가 이루어지고 있으나 인건비에 대한 정부 지원금에 대한 의존도가 높은 것으로 나타났다. 또한 사회적 기업의 특성 및 지역에 따른 성과의 차이가 존재하였다. 연구의 시사점으로서 성과 지표 확대 방향 및 정부 지원 정책의 개선방안에 대해 논의하였으며, 이를 통해 지역경제 활성화, 지역사회 내 일자리 창출 및 사회공헌을 확대할 수 있는 정책적 시사점을 모색하였다. The main purpose of this study is to assess the economical and social achievements of social enterprises, and to analyze the difference of achievements according to the features and regions of social enterprises. For this, theoretical reviews were made on the significance of pursuing profits for social enterprises and social fairness, as well as for the support policies of the government and social and economical achievement assessment. The actual achievement analysis was made focused on growth, profitability and safety for economic achievements and job creation effects and social re-investments of profits for social achievements based on the 2015 management data of the Korea Social Enterprise Promotion Agency. The overall achievement analysis results showed a level of economic achievement, but for social achievements, while there were job creation and social re-investments, it was found to have high dependency on government support for wages. Furthermore, there was a difference in performance according to the features and regions of social enterprises. Implications of this study were discussions on the direction of expanding performance indices and improvement plans of government support policies. Through this, policy plans were examined to promote regional economies, create jobs within communities, and to expand social contribution.

Service De나dml 서비스 품질이 조직의 업무 효율성 증대에 미치는 영향에 관한 연구

This study is to guide to estimate service quality on ITSM operation based on ITIL(IT Infrastructure Library) ITIL v2 and v3 provide how to integrate framework of IT service and business process. It is widely used as ITSM operation base. As a latest IT trend, ITSM covers Hardware, Software, SaaS, Network, Call center Helpdesk, ASP portal and IT operation. Servicedesk is selected as target area where valid sampling is addressable and service change is rapid. Traditional Helpdesk was focusing on technical support to solve internal IT issues passively. But it was evolved into Service Desk which focus in process and provide integrated service from customer's business view point preventively and proactively. Accordingly outsourcing types business are normally performed by group of professional capability. Service quality is measured under the SLA(Service Level Agreement). This study utilized SERVQUAL model as service quality measuring tool developed by Parasuraman, Zeitaml and Berry to find critical factors to satisfy customer. And test was processed regarding effectiveness of IT organization and customer view point thru sampling. Though valid parameters can be changed by ITSM area under the SERVQUAL models, they naturally can be accepted as a index of service quality measurement after sampling test with acceptable significance. And I recommend to follow this study as a preparation before official SLA

소음 및 진동 저감을 위한 스크류콘크리트말뚝의 시공 중 소음과 진동 특성에 관한 연구

국내의 소음ㆍ진동규제는 점점 더 강화되고 있어 현재의 저소음ㆍ저진동공법보다 더 환경친화적인 공법이 필요하게 되었다. 이 연구에서는 소음 및 진동 저감을 위한 스크류콘크리트말뚝공법의 특징에 대하여 설명하였으며 국내 특정 현장에서 시험시공을 실시하고 소음과 진동을 측정하였다. 진동의 경우 측정진동은 7.5m 내에서 진동규제기준을 만족하였다. 소음의 경우 측정소음은 15.0m에서 소음규제기준을 2dB(A) 정도 초과하는 것으로 나타났으나 이는 국내에서 시공되고 있는 기존 저소음ㆍ저진동 말뚝공법의 측정치보다 5∼20dB(A) 정도 저감된 값이었다. Because the noise and vibration regulations in domestic areas are being tightened more and more, a more environmentfriendly method than the current low-noise & low-vibration methods is needed. In this study, the characteristics of screw concrete piles for reduction of noise and vibration were explained, and during pilot tests the noise and vibration were measured. The measured vibration value is satisfied with the vibration regulations at 7.5m distance from the source. The measured noise value is exceeded over about 2dB(A) at the 15.0m distance from the source but these values are about 5∼20dB(A) less than the measured values of the current low-noise & low-vibration method.

무소음ㆍ무진동 공법을 위한 환경친화적인 스크류콘크리트말뚝의 시공방법에 따른 연직하중지지거동 분석

국내의 소음ㆍ진동규제는 점점 더 강화되고 있어 도심지 근접시공을 위해 현재의 저소음 · 저진동 공법보다 더욱 환경친화적인 공법이 필요하게 되었다. 이 연구에서는 무소음 · 무진동 공법을 위한 스크류콘크리트말뚝공법의 특징에 대하여 설명하였으며 국내 특정 현장에서 시험시공을 실시하고 말뚝재하시험을 실시하여 시공방법에 따른 연직하중 지지능력을 연구하였다. 선행굴착방식으로 시공된 스크류콘크리트말뚝의 연직압축지지력이 선단분출형슈방식으로 시공된 스크류콘크리트말뚝의 그것보다 70% 이상 크게 나타났다. Because the regulation for a noise and a vibration in our country has been being reinforced more and more, a more environment-friendly pile construction method than a current low-noise and low-vibration method was needed for the close construction in the downtown area. In this study, the characteristics of a screw concrete pile method for noise and vibration-free method was explained, and it"s vertical bearing capacity was studied in the base of the static pile load test data of the screw concrete piles. Constructed by two methody; a pre-digging shoe type construction method and a toe-jetting shoe type construction method. The vertical load bearing capacity of a screw pile constructed by the former was more about 70% than that of a screw pile constructed by the latter.
