The purpose of this study is to analyze the English test sections of the Cyber Home Learning System (CHLS) that has been developed since 2004 by the Korea Education & Research Information Service and sixteen provincial offices of education. The CHLS’s test items were categorized according to test types and test methods. The findings indicated that the English test sections of the CHLS were classified as achievement tests, criterion-referenced tests, formative tests, power tests, and low-stakes tests. Some test items were found to have characteristics of web-based testing. Next, the utilization of the test items was divided into three categories: (1) using test items as a part of learning content, (2) using test items of each lesson in a test sheet form as independent content, and (3) using test items from all lessons with the test item pool system. It turned out that the second and third categories of utilization of test items were not sufficient for helping students to take a test or check what they need to learn. On the basis of these results, related suggestions for increasing the use of the CHLS’s English test sections are provided.

The Ministry of Education, Science and Technology has announced an increase in the number of approved textbooks to meet social needs to promote social diversity and creativity. This analysis of Korean government documents related to textbook policy shows that seven out of twenty-four English textbooks became approved textbooks in 2010. Approved English textbooks are limited to special high schools, which makes it difficult for them to receive attention from ELT researchers and professional communities. In this study, as approved English textbooks, business English textbooks for high school learners were chosen and analyzed. It was found that these faithfully fulfilled the syllabus required by the national curriculum. However, the primary approach used by them to teaching and learning English seemed to be the knowledge-delivery method rather than language use and the activity-oriented method. To meet the social needs of using English practically, professional outcomes from ELT research on English teaching/learning methods and on English for specific purposes (ESP) need to be incorporated in approved English textbooks.

This paper analyzes a case study regarding the development of Cyber Home Learning (CHL) content for elementary school students’ English learning, In this study, a research team of three English education experts and one educational technology expert sought to answer the following questions: 1) What developmental strategy is used in newly developed CHL content? 2) What developmental process is evident in CHL content? and 3) What main issues and suggestions arise at each developmental step? To address these questions, three major developmental strategies were selected: (a) general education or e-Learning-related strategies, (b) English subject-specific strategies, and (c) quality control strategies. The findings suggested that the developmental process consists of analysis, planning, prototype development, writing and designing, content development, and content upload. The researchers found major developmental issues and topics at each step in investigating the meeting materials and minutes, developmental resources, and the final products of CHL. Based on these results, several suggestions and recommendations related to the three developmental strategies were made for the revision or subsequent development of future CHL content.
