Le systeme monetaire international est en train de traverser des crises periodiques. Cette situation instable du regime des paiements internationaux est essentiellement due a des lancunes que comportent le mecanisme de I' etalon change or. Notre etude commence donc par un examen analytique du mecanisme de ce regime de I' etalon change or, pour en degager les causes du mal. La premiere partie sera consacree au deficit de la balance des paiements americaine, ses consequences sur le plan monetaire. Les effets divers tels que les speculations entre les monnaies europeennes, ainsi que sur I' or font enstite I' objet de notre etude. La deuxieme partie est consacree a degager le lien particulier qui lie I, or au dollar. La liaison ri-gide entre ces deux, qui est la cause d' une situation anormale, provoquant des speculations effrenees sur le marche de I'or, est critiquee. La necessite de realiser la verite du prix de I'or, entre en contradiction avec la volonte de la part du gouvernement U.S.A. de maintenir son prix au niveau fixe il y a 37 ans. Tout ceci amene a etudier les differents efforts pour la recherche d' un nouveau systeme monetaire international, stable et credible. Un apercu rapide des theses contradictoires est ainsi fait; premerement, nous essayons de demontirer I'irrationalite de la these de Jacques Rueff et son retour a I'etalon. Ensuite, le droit de tirages speciaux, qui se place a I'opposition de la these de Rueff est etudie, sur le plan economique. Son caractere inflationniste est denonce, ainsi que I'injustice de son mecanisme. Troisiement, les theses, sur les taux de changes flottants, soutenues principlament par Milton Friedman sont presentees pour etre critiquees. Et nous concluons cette these en affirmant qu'un systeme monetaire international ne peut etre que ce qui est concu par la plus grande puissance economique du monde, a savoir le dollar. Mais I'Europe occidentale, devenue une troisieme force politique et economique, capable de concurrencer I'economie americaine, est appelee ajouer un plus grand role dans ce monde capitaliste.

l s'agit d'une etude de caractere prelimi-naire sur le Plan francais. Vu l'interet porte a ce Plan dans le monde il nous est paru necessaire de faire cette etude d'autant plus que la Coree est egalemment dotee d'un Plan economique. Mais cette etude, n' a pas le carractere comparatif. Elle est limitee a la presentation du mecanisme de la planification francaise. Ainsi, on a mis l accent sur l'esprit et l'organagrimme. Le'aspect proment technique de ce Plan est neglige sinon brievement evoque. Non qu il est negligeable mais qu il est trop complexe et important pour etre dans ce genre de travail. C'est pourquois nous nous contentons pour cette etude vue generale. Elle sera suivie d'une etude de caractere technique detaille.

1. The purpose and materials of the study Adam Smith is today considered the father of economics because he was above all a system builder. Smith's system combined a theory of human nature and a theory of history with a peculiar form of natural theology and some hardheaded observations of economic life. Narrowed to the economic sphere, his system featured the activities of agriculture, manufacturing, and commerce. Exchange in this system is facilitated by the use of money, and production is characterized by the division of labor. The three main features of his central analysis are the division of labor, the analysis of price and allocation, and the nature of econimic growth. Especially his book, The wealth of Nations, published in 1776, is undoubtedly the foundation work of modern economic thought. In the book he wrote, "the annual lafour of every nation is the fund which originally supplies it with all necessaries and conveniencies of life which it annually consumes.", and so the thesis has an object to study of the Labor Thought, taking Smith's stand on the fund of National Wealth. 2. The organization of the thesis The thesis is organized in the following order. Chapter one, the introduction of the thesis, dealt with the purpose and materials of the study as well as the composition of the dissertation. The second chapter made a survey of the Labor Thought of the pre-Smith, comprisiong the Holy Bible, mercantilism, and physiocracy. Chapter three analyzed The Labor Thought by A.Smith, quotiong his book, "An inqury into the nature and causes of wealth of nations, 1776.", in focusing on the mechanism of the division of labor, the labor vale theory, wage theory of labor, productive labor and capital accumulation. Finally, in the fourth chapter, the conclusion is presented along with recapitulation.
