여성의 정치 참여 수준은 그 자체로서 여성 지위 척도의 하나이며, 정치 참여를 통해 여성의 권익 향상에 기여할 수 있기 때문에 더욱 중요한 의미를 갖는다. 중국은 계획경제시기 국가 주도 하에 많은 여성이 정치에 참여하였으나, 시장경제시기 진입 후, 모호한 법·제도, 국가의 보호기능 약화, 남성에 비해 상대적으로 낮은 여성의 교육수준, 경제적 역할 축소, 여성단체의 활동 제약 및 기타 개인별 요인의 지속적 잔존 등으로 인하여 여성의 정치 참여가 답보상태에 놓였다. 1995년 베이징에서 열린 유엔 4자 세게 여성대회에서 중국이 “어성할당제를 실시하여 2010년에 여성 정치 참여율 30%를 달성”한다는 내용의 ≪행동강령≫을 채택했지만, 중국의 의회적인 전국인민대회 여성의원 비율과 기층 선거에서 여성의 참여율은 제자리결음이다. 이와 같은 현상의 원인을 찾기 위해 본 연구는 중국 여성의 개인별 요인을 중심으로 연령, 학력, 직업, 출생지, 민족 등 요인이 중국의 여성 정치 참여에 미치는 영향을 여성주의 이론을 바탕으로 데이터를 통해 분석한다. The level of women’s political participation itself is one of the measures of women’s status and has more important meaning because it can contribute to the improvement of women’s rights and interests through political participation. In China, many women participated in politics under the leadership of the state during the planned economy, but after entering the market economy, women’s political participation was in a state of stagnation due to ambiguous laws and systems, weakening national protection, reducing women’s education levels, economic roles, and other individual factors. China adopted the Code of Conduct, which calls for “implementing a verbal quota system to achieve 30% women’s political participation in 2010” at the UN Four-way Women’s Competition in Beijing in 1995, but women’s participation in China’s parliamentary National People’s Congress and base elections is in place. To find the cause of this phenomenon, this study analyzes the effects of factors such as age, education, occupation, birthplace, and ethnicity on women’s political participation in China through data based on feminist theory.
