과거 개인항공기(PAV)에 대하여 연구기관과 일부 매니아층에서 여러 분야의 연구 및 개발이 진행되어 왔다. 하지만, `16년 1월 Ehang의 CES전시, 10월 우버의 Elevate를 발표, 분산전기추진 등 관련기술의 성숙화 등에 따라, 전 세계적으로 도심용 공중 모빌리티(Urban Air Mobility, UAM) 개발열풍이 불고 있다. 지난 `17.9월 20여개였던 비행체 개발자는 `18.2월 현재 50여개로 늘어났다. 전기동력 PAV 시장은 `17년 중반까지 수요대응형 모빌리티(On Demand Mobiiity, ODM) 시장을 중심으로 논의되다가 현재는 도심용 공중 모빌리티 개발 및 서비스에 집중하고 있다. 이런 배경에서 본 논문은 과거 PAV연구를 정리하여 UAM으로 집중하게 된 원인을 분석하고, 최신 UAM 개발동향을 살펴보고, 우리가 참고해야 할 시사점과 과제를 도출한다. Previous PAV R&D has been performed by research institutes and a part of aero-maina. However, nowadays urban air mobility (UAM) developments are worldwidely performed by start-ups to legacy airframers as well as research institutes, since Ehang exhibited at CES in Jan. 2016, Uber announced a service plan in Oct. 2016, and enabling technologies such as DEP were matured. There were about 20 developers in Sep. 2017, but more than 50 in Feb. 2018. Electric PAV market about ODM (On-Demand Mobility) was considered until mid-2017, however now focused more on the UAM market. Based on these background, this paper summarizes the previous PAV studies, the reasons why UAM are more focused, the status of UAM developments, and some challenges considering for the development.

Since the global economic crisis in year 2008, the world civil helicopter market has been growing recently. According to the market outlook in the next decade, the demand of civil helicopter will be driven by the demand of Private & Corporate, Oil & Gas, Off-shore and EMS(Emergency Medical Service) usages. On the other side, the demand of military market will be driven by the modification and upgrading for life extension or performance enhancement than the new helicopter development for replacing old models. To summarize these situations, the demand of MRO(Maintenance, Repair & Overhaul) market has also been on the rise because of the demand due to above several usages in civil side and the life-extension in military side. Through the MRO market analysis for characteristics, developmental trends and a supply chain, this paper describes that the potential of MRO business is considerably large as a propulsive power of domestic helicopter industry. And also, it proposes the construction direction of MRO network because the domestic industry must make the developmental awareness and reliability a stepping-stone towards own helicopter.

e-VTOL 항공기는 전기동력으로 인한 운용유지비의 절감, 친환경성, 수직이착륙으로 인한 도심운용, 자동화로 인한 조종의 편리성 등 미래 교통수단으로 향후 수요가 급증할 것으로 예상된다. 이에 전 세계적으로 활발한 연구 개발이 진행 중에 있으나 상용화를 위해서 필수적으로 요구되는 안전성 확보와 인증에 있어 기술적으로 해결해야 할 문제점들이 상존한다. 이러한 어려움으로 운송사업용 형식증명 및 표준감항증명을 받은 e-VTOL 항공기는 아직까지 전 세계적으로 없는 상태이다. 현행 항공기 감항기술기준에서 요구되는 안전도 수준은 상당히 높고 이를 입증하는 과정도 상당히 까다롭다. e-VTOL 항공기 인증도 현행 감항기술기준에서 요구하는 안전도 수준을 만족해야 하나 현행 기준의 적용성과 동등한 안전성 확보에 필요한 기술적인 한계와 문제점이 존재한다. 본 연구에서는 이러한 기술적 한계와 문제점들을 e-VTOL 항공기의 특징과 함께 제시하고자 한다. The demand for e-VTOL aircraft is expected to be increased rapidly in the future as a means of urban transportation due to operating cost reduction, eco-friendliness and convenience of vertical take-off and landing using pilot-aids automation system. However, there are many technical hurdles to be solved in securing safety and certification which are essential for commercialization and urban operation. So far, there is no e-VTOL aircraft that has received type certificate and standard airworthiness certificate due to the technical problems and safety requirement differences with conventional aircraft. The e-VTOL aircraft certification should also meet the equivalent level of safety required by the current airworthiness standards, but there are existing problems in securing safety and meeting current standards. In this study, the e-VTOL’s certification problems and technical limitations in satisfying the current standards are presented.
