The high speed railroad system in our country was changed to ETCS signal system for guarantee safety in the national railway station. ETCS is being used in Europe. In the current domestic G7 project the driving speed was achieved to 350㎞/h. And the target speed of the next generation high-speed railway development project is 400㎞/h. Therefore, This high speed vehicle that needs a reliable way to deliver information that is very important. Precisely, It is important to measure the transport response speed for telepowering during vehicle moves in high speed. The reliable informations are determined by distance between balise and antenna and level of Telepowering generation voltage. In this study, the development phase and testing phase to test the actual high-speed driving conditions is difficult and impractical. Therefore, it is practical to use laboratory measure equipment to measure the transport response speed plan is about to propose.
