종교공동체를 통해서 본 한국 민주주의 원형: 초기 한국기독교 공회의 공론장 역할을 중심으로

한국 민주주의 원형을 어디에서 찾을수 있을까? 민주주의를 설명하는 데 있어서 대단히 중요한 의미를 갖는 공론장이 한국사회에는 언제부터 형성되었을까? 이질문에 대한 답을 찾고자 하는 것이 논문의 목적이다. 국내에서 해방 이전까지 공론장이 제대로 형성된 적이 없다는 게 일반적 의견이다. 이론의 여지없이 최초의 공론장 역할로 평가받는 것은 만민공동회 정도이다. 이 만민공동회는 독립협회가 운영하였고, 독립협회의 주요 인물들, 즉 서재필, 이상재, 이승만, 윤치호 등은 모두 기독교공동체의 구성원들이었다. 개화기, 구한말 당시에도 기독교공동체가 다양한 형태의 공회를 통해 민주적으로 운영되었던 것을 감안하면, 이들이 자연스럽게 기독교공동체 내에서 민주주의 훈련을 받았을 개연성은 충분하다 하겠다. 이런 전제에서 기독교공동체의 공론장 형성 가능성을 찾아볼 수 있을 것이다. (북)감리회는 1885년 (북)장로회와 함께 개신교 중 가장먼저 한국에 들어왔다. 1930년 남·북감리회가 조선감리회로 통합된 이후 지금까지 단일교단을 유지하고 있으며 당시부터 지속된 ‘공회’는 공론장의 가능성을 보여준다. 감리회가 주도적으로 참여해 발행한 <기독신보>의 창간 과정 또한 그 연장선에서 볼 수 있다. 연구진은 이에 공론장의 구성요건을 ‘평등한 참여, 자유롭고 합리적인 토론, 민주적 합의, 진정성, 지속성’ 등으로 규정한 다음, 이러한 특성이 실제발현되고 있는가를 분석했다. 이 연구를 통해 한국 민주주의 원형의 단초를 발견하는 계기가 마련되기를 희망한다. The ‘People’s Joint Association’ in 1898 is believed to be a first attempt of democratic politics in Korean society. Not only had the ‘Independence Club’ played a key role in organizing the meeting, interestingly, the majority were come from Christian community. This paper in this regard attempts to identify a prototype of Korean democracy by looking into those Christian assemblies in which all members were able to take an equal part in talking, sharing and making a choice. While borrowing the concept of ‘Public Sphere,’ it divides fundamental components of it into the following five categories like equal participation, free and reasonable discussion, majority consensus, abiding by communication ethics and institutionalization. The authors hope to shed a light on possible roles done by the Christian community in Korean democracy in way of restoring the Christianity.
MPEG-2 Codec에 대한 디지털 워터마크 삽입 및 검출 시스템 개발

This paper describes a study on developing an insert and detect system of digital watermark to the MPEG-2 coder and decoder. Digital watermark inserting system substitutes a coefficient among the DCT coefficients for new one. This replacement performs in MPEG-2 PS format. Watermark detecting system analyzes the input data stream of MPEG-2 and detect the probability of occurrence of a specific code or watermarking code. Our inserting system had very high invisibility and the PSNR of the results was 130 ㏈ around. And our detection rate of watermark was over 99% in digital format and over 85% in analog captured format according to the quality of contents

Background/Aims: Hepatic angiomyolipoma (AML) is a rare mesenchymal tumor of the liver and demonstrates a marked histologic diversity. HMB-45 is a promising immunomarker for this tumor and especially helpful to diagnosis of some AMLs with unusual morphology. The purpose of this study was to better define the variable histologic feature of hepatic AML. Methods: Eight hepatic AMLs were examined, and all of that were resection specimens. The diagnosis was confirmed by the presence of HMB-45 positive cells. Median age was 41.5 years old, and mean size of tumor was 8.94 cm. Results: Conventional mixed type was 5 cases which showed myomatous, angiomatous and lipomatous component, and 3 cases were myomatous predominant. Variable patterns including spider web cell morphology, solid sheet-like and trabecular pattern were identified on myomatous component and variable amount and patterns of inflammatory cell infiltration was identified. Conclusions: With only histologic features, it is difficult to distinguish hepatic AML from other hepatic tumor including hepatocellular carcinoma or inflammatory pseudotumor. A correct diagnosis of hepatic AML is possible by a close histologic examination with immunohistochemical stainings such as HMB-45 which is important to patient`s prognosis.

The basic bibliographical fact of Yunyaoji(云谣集) are as follows. 1. The roll of ‘云谣集’ are s.1441, p.2838 and p.3251, and none of Dunhuang Ci(词) poetry are same. 2. The period of manuscript is during AD. 910-997, when other types of Ci(词) poetry were flourishing. 3. The meaning of ‘云谣’ is the mutual song of emperor and empress, the festival song of yamen, and the song of woman. 4. The meaning of ‘杂曲子’ is the song other than Shi(诗) poetry, the various short song other Daqu(大曲). 5. Neijiajiao(内家娇) of p.2838 and p.3251 is different about 8 words, and we can suppose that p.2838 is earlier than p. 3251.

Digital watermark technologies conceal the information of video contents that presents who is the owner and/or who is the user. In spite of various attempts to insert watermark, trials to mark information of users or buyers into contents have not been successful. It is the reason that the rates of detection is decreased seriously if there are some attacks to the contents such as resizing or bitrate decreasing. In this paper, the algorithm to insert the coded watermarks of users into video contents and to detect them without original contents under attacks will be described.

There are so many CCTV in our streets, buildings and public places. Nevertheless, security methods for CCTV are rarely. This paper describes a study on developing a media crypto algorithm for anti-hacking into CCTV. H.264 codec is used to compress the video stream in CCTV systems. HIGHT algorithm provided by KISA is adopted as a crypto algorithm in our development. Other crypto methods except HIGHT could be selected by company’s security police. Only some bytes in VCL(Video Coding Layer) of H.264 are encrypted to improve the performance of limited platforms, such as CCTV, WebCam, smartphone. Very fast and light crypto algorithm was developed by our researches.

This paper presents an offset error compensation algorithm for the accurate phase angle of the grid voltage in single-phase grid-connected inverters. The offset error generated from the grid voltage measurement process cause the fundamental harmonic component with grid frequency in the synchronous reference frame phase lock loop (PLL). As a result, the grid angle is distorted and the power quality in power systems is degraded. In addition, the dq-axis currents in the synchronous reference frame and phase current have the dc component, first and second order ripples compared with the grid frequency under the distorted grid angle. In this paper, the effects of the offset and scaling errors are analyzed based on the synchronous reference frame PLL. Particularly, the offset error can be estimated from the integrator output of the synchronous reference frame PLL and compensated by using proportional-integral controller. Moreover, the RMS (Root Mean Square) function is proposed to detect the offset error component. The effectiveness of the proposed algorithm is verified through simulation and experiment results.
