By excessive energy caused by linearizing the existent of meandering low flow channel due to the progress of a water control project, the current river make a lot of problems. Therefore, this study draws any problems of current circumstances by analyzing the hydraulic characteristics according to the channel changes between before and now of the river improvement of the given basin, based on the concept of minimum stream power, the power by which a river forms its own river geometry. And in order to solve the problems, the stable channel drawin gwas laid out, based on the concepts of dominant discharge, regime theory, and dynamic equilibrium. The drawing of stable channel was divided into a linear stream channel that has trapezoid cross-section and slant surface and a meandering stream channel simplified by a triangle cross-section that has the transverse bed slope of topographical features caused by secondary flow. And water width, depth, and bed slope at the point where the minimum channel slope arises according to procedure of rationality by Chang, were determined as cross-section variables to generate a minimum stream power. By using SMS model, a two-dimensional hydrodynamic model that may reflect the characteristics of bend in the designed channel before and now of the river improvement, the researcher made calculation, comparison, and analysis of the velocity and stream power according to each measuring point. As a result of comparison between the channels before and now of the channel opening by applying 85cms, the 1.58-year-frequency discharge that used the concept of specified recurrence interval discharge among the concepts of dominant discharge, it was observed that velocity and stream power both represent the maximum values at the section of No.24~No.26 linearized after river improvement. And as a result of comparison between current channel and channels designed by theory, the velocity decreased at average 34%~37%. And in comparison between stream powers as well, there was a decrease rate of 80%~97%. It was observed that there was a decrease of maximum value at the section of No.24~No.26 that considered the meandering degree of topography proper to a river. It is judged that the findings drawn from this study may be conducive to the plan and design for restoring a river in the future and the maintenance and management as well. The researcher expects that more objective index could be developed through further application and analysis of various rivers.
