본 논문은 우리나라 자치구의 재정격차가 전개된 과정을 파악하기 위하여 재정변수들의 장기적 수렴여부를 분석한다. 1995년~2008년 기간의 인구 및 소득, 그리고 지방세 수입 및 재정지출에 대하여 σ-수렴성 및 β-수렴성 분석을 실행한다. 분석결과, 자치구 인구와 일인당 소득수준의 격차는 대체로 확대되었다. 재정변수들의 수렴성에 관한 σ-수렴성 분석에 따르면, 지방세의 총액 및 일인당 지방세의 자치구간 격차는 확대되었다. 반면에 재정지출 총액의 수렴여부는 유의하지 않으며 일인당 재정지출은 유의하게 수렴하는 것으로 나타났다. 이는 β-수렴성 분석에서 대부분 재확인한다. 따라서 지역균형을 위한 정책적 노력에도 불구하고 자치구들의 재정수입 격차는 오히려 확대되고 있으므로 정책의 재검토가 필요하다. 또한 조세수입과 지출의 수렴성에 대한 상반된 결과는 중앙정부는 국고보조금 위주의 이전재원을 통하여 자치구들의 재정지출 격차를 형평화하는 역할을 수행함을 의미한다. This paper analyzes empirically whether government expenditures and tax revenues of Korean autonomous districts have converged over the period 1995-2008, We explain characteristics of Korean local finance and modify the conventional model of fiscal convergence. Main local revenue sources of population and income have diverged during the period. The σ-convergence analyses show that both total tax revenues and per capita tax revenues of autonomous districts are diverging, that per capita expenditures are converging and that total expenditures do not have a definite direction. The results are mostly confirmed with the β -convergence analyses. The results of tax revenue side imply that the government’s long efforts for local balance development are not successful. Also we present that the central government fiscal transfers play a role for the fiscal equalization among districts even though they do not intend the role explicitly.
