1. The most important problems of modern education in Korea are as follows: 1) Increase in educational population. By the increase in educational population, every teacher is to take charge of more than 60 pupils. 2) Increase in educational content. By increasing knowledge after the development of cybernetic science, the modern institution cannot be maintained in the school. 3) Lack of school teachers. The number of teachers is not increased so many as that of pupils. 4) Insufficiency of educational equipment. The school needs more equipment by the increase of pupils, but it cannot be maintained under the modern institution and finance. By these problems, our country faced to an age of educational crisis, and also they are the serious problems in the world. 2. To surmount the educational crisis in our country is to cultivate the Educational Technology. For cultivating it, the followings are found out through the study. 1) The developmental process of Educational Technology. 2) Definition of Educational Technology and relation to education and technology. 3) The background of philosophy in Educational Technology. 4) What is the system engineering which consists of theories on Educational Technology, and what is affected on education? 5) What is the educational display which is applied in the classroom depending on the theory of system engineering, and how is it used? 3. The theory of Educational Technology which is based on that of cybernetics developed in about 1940, began to study after 1960. The study on Educational Technology in our country began in 1970, when American prof. C. G. Screven insisted on it to solve our educational problems. Educational Technology is the science of studying the theory, technique and practice for educational optimization to attain the educational effect. Educational Technology, which is formed of the conception of education and technology, is not the mechanization of education. 4. The philosophy of Educational Technology is based on the behaviorism insisted by J. B. Watson, and it is not ideological philosophy but positive philosophy. Concrete technique and method in education based on positive philosophy must be studied at present instead of ideological philosophy in the past. Educational Technology based on positive philosophy does not negative human nature and make human mechanize. The important problem in Educational Technology is how humn beings to deal with it. 5. The basic theory of Educational Technology is system engineering, and the meaning of the system is a set of interrelated element. It is important to analyze educational element system in Educational Technology. It is found that how system engineering applied in Educational Technology through some illustrations analyzin geducational elements. Educational display is applied in the educational field based on the theory of system, so that it is examined what display is, how it is applied in education. Teaching matterials being used in Educational Technology up to date are Slide Projector, Film Projector, Teaching Machine, Video Tape Recorder, Computer Assist Instruction and etc. 6. The important problems in modern education will be solved by cultivating Educational Technology, but there will be the following problems in applying it in practical field in education, and some plan for them must be set up. 1) Arrangement of elemental system. 2) Inservice training of teachers. 3) Educational expenses. 4) Ideological conception of education. 5) Attitude to mechanical civilization.
