본 연구는 소득불평등과 주민참여 간 관련성을 기초지방정부 수준에서 살펴보는 데 목적이 있다. 주민의 지역사회 공공문제에 대한 참여 정도가 해당 지역의 소득불평등 수준에 의해 일정부분 영향을 받을 것이라는 가설을 중심으로 주민참여의 유형을 사회참여와 정치참여로 구분하여 살펴보았다. 이는 참여공간과 공공문제의 직접해결방식에 있어 양자 간에 차이가 나며, 이에 대한 소득불평등의 영향 역시 상이할 것으로 보았기 때문이다. 더불어 정치참여에 대한 사회참여의 관련성도 검토하였다. 실증분석 결과, 지역 내 소득불평등 수준에 따른 주민참여 정도는 참여유형에 따라 차이가 있는 것으로 나타났다. 즉, 소득불평등 수준은 사회참여 중 봉사단체의 수와 긍정적(+) 관련성이 있으며, 정치참여 중 지방선거 투표율과 긍정적(+) 관련성이 있었다. 그리고 사회참여는 정치참여 중 지방선거 투표율과는 긍정적(+) 관계가 있었지만, 주민의 공직자접촉과는 통계적으로 유의미한 관련성을 찾을 수 없었다. This study examines the relationship between the income inequality and the citizen participation on the local government level. Based on the hypothesis that the degree of participation by citizens concerning public interests of the community will partially be influenced by the level of income inequality of the relevant area, the types of citizen participation were classified into civic engagement and political participation before examination. This is because there may be a disparity among both sides with regards to the direct solution methods of participation capacity and public interests, and the influence of income inequality regarding such may be different. Moreover, the relevance of civic engagement regarding political participation was examined. Our results show that the degree of citizen participation pursuant to the level of income inequality within the area was found to manifest a disparity depending on the type of participation. In other words, the level of income inequality had a positive correlation with the number of volunteer associations in terms of the civic engagement, and had a positive correlation with the turnout in the local elections in terms of the political participation. Furthermore, in terms of civic engagement, there was a positive relationship with the turnout in the local election concerning the political participation, but concerning the degree of citizen-initiated contact, a statistically meaningful result was not found.

본 연구는 지방정부 정책결정자의 행정이념과 지방정부 혁신에 대한 태도의 관련성을 밝히는데 목적이 있다. 이때 행정이념은 동기부여의 동인으로 작용하는 가치로서 혁신에 대한 지지도에 영향을 미칠 것이다. 단체장, 지방의회의장, 부단체장을 대상으로 설문지법에 의해 분석한 결과, 지방정부 정책결정자들이 정책결정시 가장 우선적으로 고려하는 행정이념은 능률성이었다. 또한 행정적 통제, 직접적 민주주의, 신공공관리적 개혁으로 세분화한 혁신에 대한 지지를 분석한 결과 민주 성향을 띤 정책결정자의 혁신에 대한 지지 정도가 가장 높게 나타났다. 이를 통해 지방정부 혁신의 차원에서 본다면 행정이념의 혁신 역량으로서 역할을 할 수 있음을 알 수 있다. The main purpose of this study is to determine the relationship between local government decision-maker's administrative ideology and attitude toward innovation. We focus on administrative ideology as values related to motivating forces, which thus have influences on the support to innovation. The results show that efficiency was the administrative ideology most pursued by those decision makers of local government surveyed with questionnaire. In the analysis of local governments' support to innovation which was subdivided into administrative control, direct democracy, and reformation of New Public Management, and the effects of administrative ideology on those innovation, the decision makers who put primary consideration on democracy showed generally higher support to innovation. The findings demonstrate that decision makers' administrative ideology the requirements for innovation of local governments can act as crucial innovative competency.
