We have prepared MnFe₂O₄ nanoparticles with polyol method. The crystallographic and magnetic properties were measured by using X-ray diffraction (XRD), vibrating sample magnetometer (VSM) and Mossbauer spectroscopy. The high resolution transmission electron microscope (HRTEM) shows uniform nanoparticle-sizes with 6~8 ㎚. The crystal structure is found to be single-phase cubic spinel with space group of Fd3m. The lattice constant of MnFe₂O₄ nanparticles is determined to be 8.418 ± 0.001 A. Mossbauer spectrum of MnFe₂O₄ nanparticles at room temperature (RT) shows a superparamagnetic behavior. In VSM analysis, the diagnosis of the superparamagnetic behavior is also shown in hysteresis loop at RT. Mossbauer spectrum at 4.2 K shows that the well developed two sextets are with different hyperfine field H<SUB>hf</SUB>A = 498 (A-site) and H<SUB>hf</SUB>B = 521 (B-site) kOe.

주민참여예산제도 활성화 및 참여의사에 미치는 영향요인

본 연구는 광역자치단체에서 시행하고 있는 주민참여예산제도 운영에 있어서 주민참여예산제도의 활성화 및 재정구조 이해도 향상에 미치는 영향요인, 그리고 주민참여예산제도와 재정구조 이해도가 향후 주민참여예산제도 참여의사에 미치는 영향 요인을 파악하는데 목적이 있다. 연구목적 달성을 위하여 Edbon & Franklin(2006)의 예산과정의 설계에서 하위 요인으로 분류하였던 주민참여 활성화 요인들을 독립변수로 구성하여 분석하였다. 분석결과, 우선 주민참여예산제도 활성화에 유의한 영향을 미치는 변수는 정책 인지도, 위원 대표성, 사업선정절차의 공정성, 예산사업의 지역발전 적정성, 예산배분방식으로 나타났다. 둘째, 재정운영구조 이해도 향상에 유의한 영향을 미치는 변수는 정책 인지도, 위원 대표성, 사업선정절차 공정성, 가이드라인 제시로 나타났다. 마지막으로 주민참여예산제도 참여의사에 주민참여예산제도의 활성화와 재정운영구조 이해도 변수가 유의한 영향을 미치는 것으로 나타났다. 그러나 본 연구의 한계는 연구대상을 제주특별자치도 주민참여예산제도 운영에 한정하였기 때문에 연구결과가 모든 지역을 대표하지 못한다는 것이다. The purpose of this study was to identify the influence factors on understanding the financial structure and activating of citizen participation budgeting system, which is implemented local governments. And Identify the factors that will influence participation intention of citizen participation budgeting system The activating citizen participation factors previously classified as sub-factors in the Edbon & Flanklin’s(2006) design of the budget process was constituted independent variables to accomplish research purpose. the results were as follows in summary. First, The significant affecting variables for activating the citizen participation budgeting system were found to the policy perception, the committee representation, the fairness of the selection process, the budget project adequacy for regional development, the methods of budget allocation. Second, The significant affecting variables for understanding financial structure were found to the policy perception, the committee representation, the fairness of the selection process, the guidelines given by the local government. Finally, The Activating citizen participation budgeting system and understanding financial structure also showed the significant variables to the participation intention. However, It was the Limitation of this study that it’s results did’t represent all regions because of operating citizen participation budgeting system in Jeju.

지방공무원의 직무관여가 조직성과에 미치는 영향

본 연구에서는 직접적으로 지역주민들과 대면 접촉하고, 행정서비스를 제공하고 있는 최일선의 읍면동사무소 지방공무원의 직무관여에 대한 태도가 조직몰입 및 조직성과에 미치는 영향 관계를 파악하고, 직무관여와 조직성과 간의 관계에서 조직몰입이 매개변수의 역할을 수행하는 여부도 파악하고자 하였다. 분석결과, 직무관여는 조직몰입에 직접적인 영향을 미치지만, 조직성과에는 직접적인 영향을 미친다고 할 수는 없다. 그리고 조직몰입은 조직성과에 직접적인 영향을 미치는 것으로 나타났다. 따라서 직무관여는 조직성과에는 직접적인 영향을 미치지는 못하지만 조직몰입을 통한 간접적인 영향을 미치는 것으로 나타났다. 즉, 조직몰입은 직무관여와 조직성과 간의 관계에 있어서 매개효과가 있는 것으로 나타났다. 본 연구의 시사점은 최일선에서 지역주민에게 서비스를 제공하고 있는 읍면동 지방공무원이 그들의 직무내용(민원접수 및 처리, 지역주민 복지서비스 및 봉사활동 제공 등) 파악과 직접적인 계획수립 및 집행에 관여할 경우, 직무관여에 따른 그 조직에 대한 애착심과 충성심, 그리고 자부심과 조직몰입을 향상시킬 수 있다는 것이다. The purpose of this study is the attitude of the job involvement of local community service center officials, directly face-to-face contacted with the local residents and offered them to the administrative service, to determine the impact relation to organizational commitment and organizational performance. And make sure that the organizational commitment is even perform the role of a parameter in the relationship between job involvement and organizational performance. Analysis showed that the job involvement had a direct impact on organizational commitment but it did not have a direct impact on organizational performance. And organizational commitment was found to have a direct impact on organizational performance. Therefore, Job involvement had not a direct impact on organizational performance, but had a indirect impact on organizational performance through the organizational commitment. The implications of this study, when local officials, directly face-to-face contacted with the local residents and offered them to the administrative service, involved in the planning and execution as well as more direct understanding of their job descriptions(received and processed the local residents complaints, (do things to serve the publics welfare and voluntary service to local residents, etc.), they can improve organizational commitment related to love their organization and loyalty in their organization, and pride in their organization.

제주특별자치도 행정계층구조개편 성과만족에 대한 평가 연구

본 연구는 국내에서는 유일하게 기초자치단체를 폐지하고 `구역의 광역화`와 `자치계층 단층화`를 실현했던 제주특별자치도의 경험이 향후 행정구역 개편 논의에 있어 매우 소중한 자료로 활용될 수 있다는 판단에 따라, 제주특별자치도 소속 공무원을 대상으로 행정계층구조 개편성과에 대한 만족도와 만족도에 영향을 미친 요인들에 대한 설문조사를 실시하였다. 분석결과, 제주특별자치도 소속 공무원들의 경우 행정계층구조 개편 성과에 만족하지 못하고 있으며, 행정효율성과 지역균형성을 높일 수 있는 방향으로 행정계층구조를 재편할 필요성이 있다고 생각하고 있음을 알 수 있다. 이는 최근 제주특별자치도가 추진 중인 행정계층구조 개편논의의 정당성을 보여주는 근거가 될 수 있다. 하지만, 기초자치단체를 부활한다고 해서 행정효율성과 지역균형성이 높아진다는 보장이 없는 상황에서 기초자치단체 부활만을 고려한 행정계층구조 개편논의는 기존의 실수를 다시 반복하는 것이 될 수도 있다는 점에서 보다 신중한 접근이 필요하다고 하겠다. In Korea, it has been argued that single-tier local government can improve efficiency in public sector and contribute to regional equity and so forth. But this expectation has never been clearly verified. However, Jeju-Special Self-Governing Province became the sole single-tier autonomous local government in Korea on July 1, 2006. So, it is very important to compare the outcomes before and after Jeju-Special Self-Governing Provinc`s birth. This study aims at investigating the degree of satisfaction (hereinafter "the degree") of public officials working in Jeju-Special Self-Governing Province by questionnaire survey and drawing the factors affecting the degree under the single-tier local government system. The factor analysis is used to find out those factors concerned with the degree of public officials in Jeju-Special Self-Governing Province. The results can be summarized as followings. First, most local government officials are not contented with the single-tier local government system`s outcomes. Second, it`s verified that the efficiency based on the cost of public services, and the equity among smaller administrative units are playing the key roles to grade the satisfaction of public officials. Third, most public officials working in Jeju-Special Self-Governing Province desire to change the present single-tier local government system into multi-tier system.
