시·도의 ‘교육재정부담금 전출 제도’가 교육재정 운용 효율화에 미치는 영향 분석

본 연구의 목적은 ‘교육재정부담금 전출 제도’ 시행에 따른 시·도 법정이전수입의 전입 변화가 시·도교육청의 안정적·효율적인 재정 운용에 미치는 영향을 분석하는 데 있다. 이를 위하여 본 연구는 예산의 이월액은 안정적·효율적 재정운용을 측정하는 하나의 지표가 될 수 있다는 점을 전제로 하여, 「교육재정부담금의 전출에 관한 조례」 제정·시행에 따른 시·도교육청 교육예산의 연도별 이월액 발생 현황을 분석하고, 이를 토대로 「전출 조례」가 시·도교육청의 안정적·효율적 재정 운용에 어떠한 영향을 미치는지 살펴보았다. 시·도가 「전출 조례」를 제정·시행한 결과, 다소 미흡한 수준이지만 시·도의 법정이전수입이 적기에 전입되는 모습으로 점차 개선되고 있었다. 또한 이 조례의 제정·시행이 시·도교육청 교육예산 이월액의 감소에 긍정적인 영향을 미칠 수 있는 것으로 보인다. 이에 시·도교육청의 안정적인 예산 확보와 원활한 사업집행·예산 지출을 통한 효율적인 교육재정 운용을 위해서는 「전출 조례」의 제정과 더불어, 시·도가 이를 성실히 이행하려는 노력이 뒷받침되어야 할 것이다. The purpose of this article is to analyse the relationship between setting up an ordinance about transferring educational finance allotment and managing stable and efficient finance of metropolitan and provincial offices of education. It’s based upon the premise that the carryover accounts of the budget is often barometers of managing stable and efficient finance. In order to achieve the purpose, we analysed change of year-on-year carryover accounts of educational budget of metropolitan and provincial offices of education according to setting up an ordinance about transferring educational finance allotment. Furthermore we examined how an ordinance affects managing stable and efficient finance of metropolitan and provincial offices of education. The results of study are as follows. The legal transfer income of local governments is transferred on time. It s improving gradually. And also, according to setting up an ordinance about transferring educational finance allotment, the carryover accounts of educational budget of metropolitan and provincial offices of education seems to be decreased. So, in order to secure a stable budget of metropolitan and provincial offices of education and to manage efficient educational finance through seamless business and budget spending smoothly, metropolitan and provincial offices have to set up an ordinance about transferring educational finance allotment and try to follow an ordinance faithfully.

해군잠수사의 폐환기능을 측정하여 이를 비잠수사와 비교검토하고자 잠수사 101명, 비잠수사 99명을 대상으로 본 연구를 시행하였다. 노력성호기곡선에 의한 폐기능검사를 최소한 3회 이상 실시하여 이중 최상의 결과에서 FVC, FEV0.5, FEV₁, %FEV0.5, %FEV₁, FEV200-1200ml, FEF25-75%치를 이용하였으며, 잠수군과 비잠수군의 일반적인 특성 및 폐기능검사성적을 비교한 후 흡연유무에 따른 차이와 잠수사의 잠수경력과 폐기능검사성적의 차이를 보았다. 또한 각 변수와 폐기능검사성적간의 상관관계를 보았으며 그 결과는 다음과 같다. 1. FEF200-1200ml는 잠수사에서 유의하게 높았다. 2. FVC, FEV0.5, FEV₁, %FEV0.5, %FEV₁및 FEF25-75%는 잠수사와 비잠수사 사이에 유의한 차이가 없었다. 3. FEF200-1200ml는 흡연잠수사에서 흡연비잠수사에 비해 유의하게 높았다. 4. %FEV0.5, %FEV₁는 잠수경력 1-2년 된 군에서 유의하게 높았으며 FVC, FEV0.5, FEV₁, FEF200-1200ml, FEF25-75%는 유의한 차이가 없었다. 5. 신장과 FVC, FEV0.5, FEV₁는 정상관관계(p<0.01), %FEV0.5는 역상관관계(p<0.05)를 보였으며 연령과 FEV0.5는 정상관관계(p<0.01)를 보였다. In order to compare divers with non-divers and to evaluate the Navy divers' pulmonary function, 101 divers and 99 non-divers have been tested for our study. At least, pulmonary function test based on forced expiratory volume curve have been tried 3 times, and the best results were used for evaluating FVC, FEV0.5, FEV₁, FEV0.5, %FEV₁, FEV200-1200ml, FEF25-75% and FEF25-75%. After the comparison of general characteristics and pulmonary function between diving and non-diving group, we check out the differences by smoking and diving career. And we find out the correlation among the study variables and the results were as follows: 1. The value of FEF200-1200ml was significantly higher in diving group than in non-diving group. 2. The values of FVC, FEV0.5, FEV₁, %FEV0.5, %FEV₁and FEF24-75% had no significant differences between diving and non-diving group. 3. Smoking divers had higer FEF200-1200ml than non-smoking ones. 4. 1-2 year diving group had high %FEV0.5 and %FEV₁values (p<0.05, p<0.01), and significant differences were not found in FVC, FEV0.5, FEV₁, FEF200-1200 and FEF25-75%. 5. There were significant correlations between pulmonary function and age and height.

The structure analysis explains that the gold-catalyzed reaction forms one benzene ring possessing an acetoxyethenyl and an acetoxy groups in 2 and 4 positions. Based on the X-ray analysis, we revised structures of all products reported previously in two papers. The proposed mechanism of this sequence is being revised with an evidence of gold-carbene intermediacy. The proposed gold-carbene intermediate was supported by the control experiment for enyne metathesis route.
