사회구조가 산업화 도시화 핵가족화 되고 의료수준의 향상으로 국민들의 평균수명이 늘어남에 따라 우리사회는 고령화 사회로 진입하게 되었다. 따라서 본 연구는 고령화 사회를 대비한 중산층 신세대 노인들의 복지수요에 부응할 실버타운 조성과 활성화 방안을 연구하여 국내 실버타운의 건전한 육성 및 발전에 보탬이 되자 하였다. 이를 위해 실버타운에 대한 이론적 고찰을 통해 바람직한 실버타운의 모습을 그려보고자 하였으며, 외국의 실버타운 현황에 대하여도 함께 연구하였다. 그리고 한국의 실버타운 현황과 문제점을 파악하여, 이를 체계적으로 분석함으로써 그에 대한 정책적 대안을 제시하였다. 실버타운의 활성화를 위해서는 국가와 지방정부의 확고한 지원의지와 강력한 지원정책이 필요한데, 국가는 정책적인 면에서 재정, 세제, 법적인 지원을 아끼지 말아야 할 것이며, 재원마련을 위하여 첫째 사회복지공동기금모음, 둘째 국민연금의 수익성사업, 셋째 노인복지세 신설 검토, 넷째 금융지원, 다섯째 각종부담금의 할인 및 면제 등을 통하여 활성화 방안을 마련해 주어야 할 것이다. 그리고 지방정부의 입장에서는 첫째 실버타운 조성을 위한 기반시설지원, 둘째 지역사회 공동모금, 셋째 자원봉사자 모집, 넷째 행정적 지원과 홍보 등을 통한 지원을 강화하여 주어야 할 것이다. 한편 민간차원에서는 실버타운 건설에 참여하고자 하는 개인과 기업 그리고 사회복지법인, 공익재단 등에서 실버타운 활성화 방안을 마련할 필요가 있다. 이들 민간분야는 국가와 재정부담의 분담, 저렴하고 양질의 복지서비스 공급, 기업경영의 다각화, 복합경영의 일환으로 참여함으로써 21세기의 건전한 한국형 노인복지모형을 정립할 수 있다. 이와 함께 복지수요자도 복지에 대한 마음의 자세를 가다듬을 필요가 있다. 무엇보다 이들 복지수요자들의 복지에 대한 이해와 의식의 전환이 필요하며, 유료복지서비스에 대한 잘못된 인식과 오해 속에서 과소비와 같은 행위를 조장하고, 계층간 세대간의 갈등을 조장하는 행위가 없도록 각별히 유의 하여야 할 것이다. 또한 실버타운은 영리를 바탕으로 복지를 판매하는 시설로 규정할 수 있다. 따라서 실버타운에 있어 수익성과 복지증대는 동전의 양면과 같아 서로 떼어놓고 사업을 추진하는 것은 애당초 불가능하다. 결국, 양측을 모두 충족시키기 위해서는 국가나 지방자치단체의 지원이 불가피 한 것이다. 이와 함께 실버타운의 활성화를 위해서는 노인주거복지서설 건설에 따른 융자등 자금지원, 실버타운 건설을 위한 택지 확보 혜택 및 취득세, 등록세, 생활비에 대한 부가가치세, 임대소득세, 양도세 등의 세금상의 혜택이 조치되어야 할 것이다. Korea goes into aging society in accordance with increase of the average life span because of the advance in medical science, industrialization, urbanization, and the under family. Therefore, this research does much to help on developing the domestic silver town by delving into the constitution of the silver town and the activation programs to supply the demand of welfare for the middle class old people preparing for the aging society. This research expresses the model of the ideal silver town through a theoretical consideration also , researches into the foreign silver town's state. In addition, it presents policy alternative plans by analyzing systematically korean silver town's state and problem. Nation including the local government has to support powerfully the finances, the tax system, the laws. For arranging the finances, nation should support several programs. Those programs are following that, the first, gathering the common purses for social welfare, the second, the profitable projects of the state pension, the third, investigation about taxes of old people's welfare, the forth, financial supports, the last, reduction and exemption about charges of each kind, and, the local government supports that facilities for the silver town, gathering the common purses for the local society, registration of volunteers, administrative supports and publicity. On one side, the nation such as an individual and a juridical person, a business, a public corporation takes part in construction of the silver town. These private organizations can form the 21th true korean model of old people's welfare by taking part in the assignment of nation's finances, the supply of low-priced and good welfare services, the diversification of the business management and the mixed management. In this way, the user of welfare also needs to adjust oneself about welfare. first of all, the user of welfare needs understanding and changing of thought about welfare also, they concentrates on elimination of the act such as an excess spending and a feud in the wrong recognition and misunderstanding about charged welfare services. And then, the silver town can prescribe as facilities th sell welfare based on profit. The silver town's profits and increase of the welfare are equal to both faces of coins. So, it is impossible to promote programs on detaching profits and the increase of the welfare from the silver town. Therefore, nation and the local government has to support certainly to satisfy the both sides. Finally, for developing the silver town, it should arrange that the financial support to construct old people's welfare families, the benefit to secure building land and, the benefit in the tax such as an acquisition tax, a registration tax, a tax on vealer added, a transfer tax, a rental income tax.
