인도적 지원과 재난구호(HA/DR)에서 해군력의 유용성과 한국해군에 대한 함의

인도적 지원과 재난구호는 하드파워(군사력)를 이용하여 소프트파워를 향상하는 스마트파워 구현의 대표적인 형태로 전 세계 재난 발생이 증가함에 따라 많은 관심을 받고 있다. 2004년 인도양 대지진, 2011년 일본 대지진 등에서 알 수 있듯이 불확실성/제한된 정보/국가기반시설 파괴로 인한 대규모 피해와 같은 재난의 특징으로 접근성/신속성/융통성/중립성의 특성을 갖춘 해군은 인도적 지원과 재난구호에서 최초/주요 대응자로서 중요한 역할을 수행하고 있다. 지금까지 한국해군은 현존하는 위협, 특히 북한의 군사적 위협에 초점을 맞추어 전략을 발전시키고 전력을 건설해왔고, 인도적 지원과 재난구호와 같은 군사력의 비군사적 운용 분야는 부차적 임무로 여겨왔다. 전 세계 재난이 아시아 지역에 집중된다는 점을 고려할 때 아시아에서 책임있는 국가로서 인도적 지원과 재난구호 임무에서 한국해군의 역할이 증대될 것으로 예상된다. 따라서 이번 연구에서는 미 해군이 수행한 다양한 인도적 지원과 재난구호 임무를 통해 전력건설과 임무수행 측면에서 한국해군에 대한 함의를 도출했다. As a representative type of exercising smart power by using hard power(military power) to enhance soft power, Humanitarian Assistance and Disaster Relief(HA/DR) has aroused great interest from scholars as well as practitioners. As the Indian Ocean earthquake/tsunami in 2004 and the Great East Japan earthquake in 2011 show, natural disasters result in tremendous damages due to uncertainty, limited information, and destruction of infrastructures. In this case, as a first and main responder, naval power plays an significant role in HA/DR missions based on its inherent characteristics of accessibility/agility/flexibility/neutrality. The ROKN has developed strategy, policy and platforms by focusing on North Korea’s threats and has considered HA/DR as a secondary mission until now. However, considering that the occurrence of natural disasters in Asia has been increasing, the ROKN will be required to conduct more roles as South Korea becomes a more responsible actor in the world. This research, therefore, investigates HA/DR missions conducted by the U.S. Navy to draw meaningful lessons for the ROKN in the process of developing platforms and conducting HA/DR missions in the future.

강대국 간 국제정치 부활, 전통적 안보위협의 감소와 비전통적 안보위협 증가, 해양에 대한 의존성 증가 등 21세기 이후 안보환경의 변화는 해양에서 외부 위협으로부터 국가를 보호하는 해군의 전통적인 역할을 넘어 다양한 역할을 요구하고 있다. 이번 연구에서는 부스(Ken Booth)가 언급한 해군력의 세 가지 역할을 바탕으로 21세기 이후 안보환경 변화에 따른 한국해군의 역할 변화를 연구했다. 먼저 전쟁을 억제하고, 전쟁 시 승리를 보장하는 해군력의 군사적 역할은 해양에서 북한과 주변국 위협의 존재 및 다른 역할수행을 위한 초석으로써 중요성이 계속될 것이다. 또한 타군에 비해 외교에 특화된 해군력의 특징을 바탕으로 강대국 간 경쟁 심화, 국가 간 전면전이 감소되는 상황에서 해군력의 외교적 역할은 강조될 것이다. 뿐만 아니라 경제발전을 위한 해양 의존성 증대로 국가 간 해양에서 주권과 주권적 권리를 둘러싼 갈등이 심해짐에 따라 해군력의 경찰로서 역할도 증대될 것으로 예상된다. 마지막으로 재난, 질병 등 비전통적 안보위협이 국제정치의 핵심 이슈로 부각되는 상황에서 민사적 역할이 한국해군의 역할에 추가될 것이다. Based on the Booth(1979)’s three roles of navy, this study analyzes the roles of the ROK Navy with the changes of security environment, such as the resurgence of great power politics, the wane of traditional threats and the wax of non-traditional threats. First of all, the importance of military role of the Korean navy will be continued as a bedrock to conduct other naval roles as the external threats, including threats from North Korea and neighboring countries, have been and will be persisted. Second, based on the inherent characteristics of navy to conduct diplomacy, a diplomatic role will be more critical for the ROKN. Third, as the competitions over sovereignty and sovereign rights on the sea have been and will be intensified, a police role will be more significant. Lastly, a civic role will be added as a new role for the ROKN to respond to non-traditional threats, such as natural disaster and disease.
