정부의 부동산 대책이 아파트 가격에 미친 영향 -2018년 9.13 종합부동산세 강화를 중심으로-

본 연구는 헤도닉 모형을 기반으로 한 이중차이분석을 활용해 2018년 강화 부동산 대책 중 종합부동산세 강화 대책 발표 시점 전후 1년의 기간 동안 다주택자 비율이 높은 주택가격에 미친 상대적 영향을 분석하였다. 부동산 시장은 항상 정부 대책의 영향 아래 변동성을 보여왔다. 2018년 9.13에 발표된 부동산 대책 중 종합부동산세 강화는 특히 큰 영향을 미친 사례로 꼽힌다. 이 대책은 투기 억제와 주택 가격 안정화를 목적으로 종합부동산세 세율을 크게 상향조정하였다. 이러한 부동산 대책 변동이 다주택자들에게 어떠한 실질적인 영향을 미쳤는지, 그리고 이것이 주택가격에 어떠한 변동을 가져왔는지가 본 연구의 중심적인 관심사이다. 본 연구는 부동산 대책의 적용 시점을 이용하여 17~18년도 전월세 거래량을 기준으로 1,000세대 이상 아파트 단지 중 다주택자 비율이 높다고 추정되는 아파트 단지와 낮은 아파트 단지를 연구 대상으로 분석한다. 연구 방법으로는 STATA를 활용한 이중차분법을 사용하였다. 분석결과 다주택자 비율이 높다고 추정되는 단지에서 주택가격의 하락을 보였다. 특히, 2019년 1분기 이후 대책으로 인한 아파트 매매가격 변동이 확연하게 나타났다. 즉, 정부의 부동산 대책은 2019년 1,2분기 동안 다주택자 비율이 높은 아파트 단지의 매매 가격 상승을 억제하는 효과를 보였지만, 일시적이었다는 점을 시사한다. This study analyzed the relative impact of the ratio of multi-homeowners on high housing prices for a year before and after the announcement of comprehensive real estate tax reinforcement measures among reinforced real estate measures in 2018 using double difference analysis based on the hedonic model. The real estate market has always been volatile under the influence of government measures. Among the real estate measures announced on September 13, 2018, the strengthening of the comprehensive real estate tax is considered a particularly significant case. This measure significantly raised the comprehensive real estate tax rate for the purpose of suppressing speculation and stabilizing housing prices. The central interest of this study is how these changes in real estate measures have substantially affected multi-homeowners and how they have brought about changes in housing prices. Using the time of application of real estate measures, this study analyzes apartment complexes and low apartment complexes estimated to have a high proportion of multi-homeowners among apartment complexes with more than 1,000 households based on monthly rent transactions between 17 and 2018. As a research method, the double difference method using STATA was used. As a result of the analysis, housing prices fell in complexes estimated to have a high proportion of multi-homeowners. In particular, since the first quarter of 2019, changes in apartment sales prices have been evident due to measures. In other words, the government's real estate measures showed the effect of suppressing the rise in sales prices of apartment complexes with a high proportion of multi-homeowners during the first and second quarters of 2019, but they were temporary.

This study aims to analysis and appreciate the administrative system of street furniture in Korea and to propose the method to improve the system. Street furniture is an important component of street environment, thus to improve the quality of street furniture is essential to improve the overall situation of urban street. The present state of street furniture in Korea shows some problems related to design, function, and so on. These problems are not treated in itself, but treated in relation with its administrative system because the problems are the results of the system. Firstly, there are no integrated organization which can coordinate the overall system dealt with establishment, operation and supervision of street furniture. Second of all, they have no specific guidelines for handling the street furniture. Lastly, there are some differences between public and private facilities and between region which have profitability and one which does not have. Recently, there are some endeavors to improve street furniture including establishment of laws and codes and organization of committee and bureau; however these attempts are nothing but initiative steps. The coordinated street furniture system of Boston and Toronto is a good example. To improve the administrative system of street furniture, first of all, the integrated organization to control overall system should be established, and the specific guideline to make, operate and supervise the street furniture should be prepared. Additionally, it is necessary to have a flexible system to response the diverse urban situation.
