Direct intervention strategy from the central government to resolve local issues in Western Developed Countries have long been considered an inefficient execution of policy that exacerbated dispute amongst local governments. Therefore, in a rigorous self-examination the central government turned to remain in a indirect guide post role to only support local government’s autonomic development. In doing so the system of devising and utilizing a development index for the central government to evaluate and aid local government has been established. In the domestic government, 1991 launch of local government law has evoked the needs to establish central-local government relationships, permitting the local government to self direct its own decision making process. However, in the flurry of newly developed indexes that self claim they are best fit to understand and assess local issues, most of them were for single use project or lacking in producing policy outcomes that they have become an object of stark criticism. Poor performance of evaluation index despite the urgent needs for the central government has led this research to examine the necessity and further possibility to develop Gyeonggi specified index that would appropriately examine and reflect its local agendas. First, in order to confirm instrument applicability of local government development index this research examine the history of local government index that first began in Western country, namely UK’s multiple deprivation indices that comprehensively considered viable policy areas that would largely be encompassing social integration, citizenship, and social exclusion. Then based on history of development, aims of development, and development outcomes, we collected cases of domestic index development to classify them into broadly four types accordingly. In chapter 4, after we have theoretically examined, and collected current progress in index we development strategy and procedure for Gyeonggi province’s development indices. Following the UK’s deprivation indices case we propose that Gyeonggi’s domestic association for regional development should be established and thereby it would lead in collect statistical data for administrative purposes, guaranteeing the continuity of information thereby in the long run merge as a big data. Lastly, this research suggest that Gyeonggi province to set up deprivation index under three phase of development.
