<기획논문2 - 독일문학 속 독일과 독일인> 2009 독일 유럽의회 선거의 성격에 관한 연구

1979년 처음으로 유럽의회의 직접선거가 도입된 이후, 유럽의회는 민의를 수렴하고 정책에 반영하여 민주적 정당성을 확보할 수 있는 유럽연합의 대표기구로서 기능하리라는 기대를 모았다. 그러나 그러한 기대에 반하여 유럽의회 선거는 민주성 결핍에 대한 많은 우려를 자아내고 있으며, 이제까지의 유럽의회 선거는 유럽의회와는 상관없이 국내 정치경쟁의 장에서 치러지는 부차적 선거로 특징지어져 왔다. 이 글은 라이프(Karlheinz Reif)와 슈미트(Hermann Schmitt)가 정립한 부차적 선거모델(Second-order election model)에 기초하여 2009년 독일에서 실시된 유럽의회 선거의 성격을 규명하고자 하였다. 그리고 분석 결과, 2009년 독일 유럽의회 선거는 여전히 부차적 선거의 성격을 벗어나지 못한 것으로 확인되었다. 그 이유는 유럽의회 선거의 투표율은 여전히 낮은 수준에 머물러 있으며, 유럽의회 선거는 집권 여당에 대한 중간 평가적 성격을 가지고 있기 때문이다. 나아가 선거 캠페인에서도 역시 범유럽적 이슈보다는 국내정치적 이슈가 우세한 위치를 점하고 있었다. 따라서 부차적 선거모델은 2009년 독일 유럽의회 선거의 성격을 파악하는데 있어서 여전히 유용한 이론적 틀을 제공한다고 할 수 있다. After the introduction of direct election to the European Parliament in 1979, the European Parliament has been expected to fulfill the function as Union's main source of democratic legitimacy so that it would be able to reflect the views of European citizens and shape the policy accordingly. However, contrary to expectations the EU's democracy deficit is becoming an increasing concern to analysts and observers of the European Parliament elections. And indeed, European Parliament elections have been characterized as typically second-order national elections, which were not really about European Parliament. In this context, this study aims to answer the question of whether the 2009 European Parliament elections in Germany are still second-ordered national in character. The results of the study reveals that the elections to the European Parliament remain second-order elections at national level. One of the main indicators is lower turnout. And Voters treated the European Parliament elections as mid-term national contest, using them to either punish or reward the government. Additionally, European elections campaign were fought over national issues and not European issues. Therefore the second-order elections model provides a useful theoretical framework in helping to understand characteristics of the 2009 European Parliament elections in Germany.
