The biohealthcare industry uses biotechnology to treat humans and create new products and services. The biohealth industry is divided into the biopharmaceutical industry, innovative medical devices, regenerative medicine and digital healthcare. The domestic and overseas biohealth care industry is growing rapidly, contributing to the creation of jobs by fusing new technologies to create new drugs and medical devices. In order to foster new biohealth convergence industries, we should make an efforts to balance regulations for universities, companies, and hospitals to enable the initial market formation. 바이오 헬스케어 산업은 바이오기술을 사용하여 인간을 치료하는 분야로 기존에 없던 새로운 제품과 서비스를 만들어내는 것이다. 바이오 헬스 산업은 크게 바이오제약 산업, 혁신 의료기기, 재생의료, 디지털 헬스케어로 나누어 진다. 국내외 바이오헬스케어 산업은 빠르게 성장하고 있으며, 새로운 기술을 융합하여 신약과 의료기기 등을 만들어 일자리 창출에 크게 기여하고 있다. 또한 바이오헬스케어 산업은 다른 산업보다 높은 성장률을 보이고 있어 경제에 긍정적인 영향을 줄 것으로 기대된다. 바이오ㆍ헬스 융합 신산업 육성을 위해서는 디지털 헬스케어, 정밀의료 등 융합 신산업의 주체인 대학, 기업, 병원 등이 초기시장 형성이 가능도록 네거티브 규제 및 보완 장치를 균형있게 만드는 노력이 필요하다.

본 연구는 직장가입자 건강보험료 연말정산제도를 합리적으로 운용하는 방안을 도출하고 방안별 행정적, 사회적 비용․편익을 비교 분석하였다. 해마다 반복되는 연말정산과정에서 발생하는 사업장 및 국민건강보험공단의 업무 부담과 행정비용으로 인해 직장가입자 건강보험료 연말정산제도의 개선 필요성이 제기되는 상황이다. 이에 따라 본 연구는 건강보험 재정의 경제적 손실은 최소화하면서 사업장과 가입자, 국민건강보험공단 모두의 편익이 증가하는 방안을 찾기 위해 제도 개선 방안들을 제시하고 각 방안들에 대한 사회적 비용․편익 분석을 수행하였다. 그 결과 건강보험료를 근로소득과 연계하여 부과하는 방안이 행정 편의, 재정 영향, 수용성 관점, 사회적 비용․편익 그리고 형평성 측면에서 최적의 대안이었으며, 도입을 통한 사회적 편익은 현재가치로 환산 시 1.9~3.2조 원이 증가하는 것으로 나타났다. There is an urgent need to improve the year-end settlement system for employment-based health insurance because of business burden and administrative expenses at the workplace and the National Health Insurance Service(NHIS). Thus, this study suggested ways to improve this system and performed cost-benefit analysis for each method to find ways to increase the benefits of workplace, subscribers, and NHIS while minimizing the economic loss of the health insurance finance. This study found that the way to charge health insurance premiums based on earned income was the best alternative. The social benefit through this alternative was found to increase from 1.9 to 3.2 trillion won.
