Residents’ Decisions to Report Neighborhood Crime to the Police

범죄는 피해자와 가족, 증인 또는 피해자를 알게 된 사람 등 다양한 사람에 의해 경찰에 신고될 수 있다. 그러나 모든 범죄가 경찰에 신고되는 것은 아닌데, 지금까지 경찰신고 관련 선행연구들은 누구에 의해 경찰에 신고되었는지에 대한 관심보다는 경찰신고 여부에 따른 차이에 집중하였다. 특히, 선행연구들은 피해자가 본인의 피해사건을 경찰에 신고하는 피해자의 결정과 그 영향요인에 크게 초점을 맞춘 경향이 있으며, 목격된 범죄나 인지 범죄를 신고하는 제 3자의 신고결정에는 크게 주목하지 않은 경향이 있다. 또한, 이전 연구에서 지역 주민이 자신의 지역사회를 보호하기 위해 경찰을 적극적으로 활용 혹은 동원하는 것의 중요성에 대해서는 크게 관심이 없었다. 이 연구에서는 피해자가 아닌 지역주민이 자신이 거주하는 지역에서 발생한 범죄사건을 경찰에 적극적으로 신고하는데 영향을 미치는 요인에 주목하였다. 피해자의 신고결정 요인으로 널리 활용되어온 비용편익분석과 규범적 관점, 그리고 경찰 정당성에 대한 논의들을 검토하여 범죄의 가피해 당사자가 아닌 제 3자인 지역주민이 본인이 거주하는 동네에서 발생하는 범죄사건 신고에 영향을 미치는 요인을 분석하였다. Crime can be reported to the police by victims, family members, witnesses, or others who become aware of a given crime or victimization. Not all crimes are reported, however, and previous studies have examined the differences between reported and non-reported crime. Previous studies have focused heavily on victims’ decisions to report their own victimization, but not much attention has been paid to third-party decisions to report a witnessed crime. In addition, the importance of neighborhood residents in protecting their own neighborhoods and mobilizing police has not been fully examined in previous studies. This study aimed to determine the factors that cause individuals to report neighborhood crimes of which they are not victims. Theoretical frameworks of victims’ reporting decisions using cost-benefit analysis, normative prescriptions, and the role of police legitimacy are tested to determine whether they influence individuals’ decisions to report neighborhood crime.
