본 연구는 수사경과제 시행 4년이 경과한 오늘날 수사경과제에 대한 수사경찰과 지구대경찰관의 인식을 분석하여 문제점을 파악하고 다음과 같은 정책대안을 도출하였다. 첫째, 조직원의 원활한 의사소통 방안이다. 일정 비율의 수사요원과 지구대요원의 정기적인 교환근무제의 시행, 직장교육 및 특별근무의 합동, 다양한 형사활동 지원프로그램 개발로 수사업무를 체험하고 이해하는 기회를 제공하여 상호 의사소통의 원활을 기하여야 할 것이다. 둘째, 수사요원의 사기관리측면으로, 별도의 예산과 인력을 책정하여 수사부서 지원, 강력사건 발생시 형사민원처리를 지원하고, 수사팀별 사무실 겸 조사실을 배정하여 집무환경을 개선하며, 수사경과내의 승진 비율을 재조정하여 각 수사요원의 특성에 맞는 승진제도를 선택할 수 있도록 하는 등 수사요원의 사기진작 대책이 필요하다. 셋째, 업무의 효율성 확보 방안으로, 현행 단기 전문교육과정을 강화하여 실질적인 전문수사관을 양성하고, 전문수사관 자격인증시험 응시자격을 개방하여 능력 있는 모든 경찰관이 그 인증을 받을 수 있도록 하고, 수사경과 해제요건에 업무실적 하위자를 포함하여 업무태만자의 배제가 제도화 되어야 한다. 마지막으로, 업무분장의 합리성 확보이다. 팀장의 직접처리사건 가이드라인을 설정하여 팀장의 역할에 충실할 수 있도록 하며, 수사업무량 측정의 객관적인 기준을 설정하고, 단순ㆍ경미한 사건에 한하여 죄종별 전담제도와 별도의 전담팀 활용, 숙달된 수사관에게는 난이도가 높은 사건을 배당하여 업무분장의 합리성을 확보하여야 할 것이다. This study set out to analyze the perceptions of investigative police officers and division police officers regarding Police Investigation Specialization, which had been in effect for four years, identify the problems, and search for alternative policies. The results led to the following alternative policies; first, the communication among the members should be facilitated by trading the jobs between investigative policemen and division members in certain percentage regularly, integrating job education and special work, and developing diverse support programs for detective activities to provide them with opportunities to experience and understand investigation. The second suggestion concerns the investigation members' morale. There should be a range of measures to boost their moral such as allocating separate budget and personnel to support the investigation department and the treatment of major criminal and civil cases, giving each investigation team an office and investigation room to improve their working environment, readjusting the promotion ratio of Police Investigation Specialization to introduce a promotion system proper for each investigation's characteristics. The third suggestion is to secure job efficiency. It's required to reinforce the current short-term specialized education program to bring up practical and professional investigators, open the certification exam of professional investigators to all members so that every policeman can have their abilities recognized and approved as long as they have the demanded capabilities, and create a system of shedding off the members idle at work by reflecting low performance records when evaluating the members to decide who to dismiss from Police Investigation Specialization. And finally, it's important to divide duties rationally. The rationality of duties division can be guaranteed by setting the guidelines for direct handling for the team leader to help him devote himself to his duties, defining objective criteria of measuring investigation workload, and creating devoted systems and teams for simple and small accidents so that experienced investigators can deal with high-profile cases.

본 연구는 범죄로 인한 사망의 원인을 수사하는 최일선 국가기관인 수사경찰관의 사법부검에 대한 인식을 분석하여 문제점을 파악하고, 정책적 함의를 제시하였다. 본 연구에서는 다음과 같은 정책대안을 도출하였다. 첫째, 유족의 부검동의를 이끌어 내기 위하여 검안의사와 수사경찰이 합동으로 수사 상황과 검안의 결과를 유족의 대표 등에게 설명하는 합동설명의 기회와 사전 유족의 의견수렴의 절차가 필요하다. 둘째, 부검 참관인을 최소화하고, 여성변사자에 대한 특별한 배려가 있어야 할 것이다. 부검의 견학은 반드시 유족의 동의를 얻도록 하고, 외부인의 부검실 출입을 금지하여야 한다. 셋째, 부검절차의 신속을 기하기 위하여 일정한 범위내의 변사체의 경우 사후 영장이 가능한 가이드 라인을 설정하는 것이 필요하다. 또한 유족이 적극적으로 부검을 원하는 경우 가칭 '부검요청서' 등으로 부검이 가능토록 하여야 할 것이다. 끝으로, 부검 시행여부에 대하여 현장에서 변사사건을 직접 수사한 경찰과 검찰의 의견이 다른 경우 검사와 수사경찰이 합동으로 현장 수사 후 부검을 결정하는 절차가 필요하며, 부검은 유족의 의사를 가능한 존중하여 필요한 경우에 한하여 실시해야 할 것이다. Based on the analysis of criminal investigators' recognition of judicial autopsy, this study presented policy alternatives as follows. First, a procedure is needed that optometrists and investigators jointly make previous explanations to bereaved families the status of investigation and the results of examination to their satisfaction and collect their opinions, for the purpose of obtaining an agreement to autopsy from them. Second, the dignity of the dead should be kept. To this end, particular consideration should be given to women bodies. Also. we need to minimize the number of autopsy witnesses and obtain agreement from bereaved families when there is an on-the-spot study. Third, we need to establish a guideline that investigators could request a warrant later in certain cases of dead bodies. Also, if a bereaved family positively asks for autopsy, it should be allowed through tentatively named 'Request for Autopsy.' Finally, To make a careful decision on whether an autopsy should be made or not, we can form a joint investigation team of public prosecutors and criminal investigators; however, an autopsy should be done only if it is deemed inevitable, considering the bereaved family's opinion.
