국민의 안전에 대한 섬세하고 다양한 욕구를 충족시키기 위해서는 경찰과 민간경비간의 상호 협력이 절실하게 요청되고 있다. 이 연구는 경찰공무원들과 민간경비원들이 보다 긴밀한 상호협력 시스템을 구축하여 경찰의 대국민 치안서비스의 질을 향상시키고, 건전한 민간경비 산업을 육성하는 방안을 모색하는데 필요한 경찰공무원 및 민간경비원들의 인식을 조사ㆍ분석하는데 목적이 있다. 이러한 연구의 목적을 달성하기 위하여 이 연구에서는 실증적인 연구방법으로서 K도에 근무하는 경찰공무원 및 민간경비원들을 대상으로 설문조사를 실시하였다. 이 연구에서 경찰공무원과 민간경비원을 대상으로 설문조사 방법을 활용한 이유는 범죄예방 분야에서 이 두 주체가 업무 현장에서 경험하게 되는 상호협력에 대한 인식이 매우 중요하기 때문이며, 설문 대상을 선택할 때도 경찰은 지구대 소속 경찰공무원들을 주로 선정하였으며, 마찬가지로 민간경비원들에 대해서도 주로 실제 업무 현장에서 순찰 활동을 하는 일선 경비원들을 대상으로 하였다. 이 설문조사의 기간은 2006년 10월 4일부터 10월 24일에 걸쳐 약 20일간 실시하였으며, 경찰공무원들에게는 129부, 민간경비원들에게는 111부를 회수하였다. 또 한, 본 연구에 사용한 질문지는 응답자가 직접 응답을 기입하는 자기-기입식 설문지 조사법을 활용하였으며, 빈도분석(frequency analysis)을 주로 사용하였다. 이 연구에서는 경찰과 민간경비의 상호협력 방안으로서 크게 운영적인 측면과 상호의식적인 측면을 중심으로 다음과 같은 상호협력 방안을 제시하였다. 먼저 양자간의 운영적인 측면으로서, 양조직간에 범죄에 관한 정보를 공유하여야 한다. 이와 같은 정보공유를 바탕으로 합동 방범심방, 연계 순찰 등으로 범죄에 대한 불안감을 감소시키고, 민간경비와 경찰의 합동근무의 시행으로 범죄억제효과를 높이며, 신속한 현장출동으로 현장검거 시스템의 확립이 필요하다. 또한, 상호 의식적인 측면에서는 우선 민간경비원과 경찰의 인식변화가 필요하다. 이는 민간경비원 자신이 범죄예방의 주체라는 인식을 갖는 것 뿐만 아니라, 민간경비 업무가 공공성을 갖는다는 업무에 대한 자긍심이 무엇보다 중요한 것이다. 또한 경찰의 민간경비에 대한 인식의 변화도 함께 요구된다. 이를 위하여 양조직의 신임교육부터 상호 협력에 대한 교육과 현장체험 등을 통하여 상대의 입장을 이해하는 계기를 마련하여야 하며, 주기적인 합동근무로 상호 협력의 필요성을 몸소 체험할 수 있도록 하여야 할 것이다. The purpose of this study is to establish closer mutual cooperation system between the police and private security companies with a view to satisfying various security needs of the people, enhance the quality of the police's public security service for the people, and promote healthy private security industry to cope with actively and efficiently the increasing demand for public security. This study is methodologically based on the literature review, and the survey research(using data from 129 policemen and 111 security employees in K province). As statistical analysis, mainly simple frequency analysis were conducted by using SPSS package. This study is split into four chapters. Chapter Ⅰ is the introduction part. Chapter Ⅱ introduces the reader to mutual cooperation system between the police and private security, and Chapter Ⅲ analyzes the conceptions of mutual cooperation system between the police and private security with the case of K province in Korea. Chapter Ⅳ is a conclusion. Based on the research results, the following methods are presented for establishing mutual cooperation between the police and private security system. First of all, looking at the operational side, both organizations should share crime information. To do this, they need to conduct joint and connected patrol for crime prevention and hold regular meetings among the agencies concerned. The change in the understanding of private security guards and policemen is needed. It is important that security guards have an understanding that they are the main body of crime prevention, as well as they take pride in themselves in that the business of private security has the public good. Lastly, to upgrade the quality of private security guards, a qualification system for professional guards should be instituted, and every effort to inspire their morale should be made. To ensure excellent security guards, it is necessary to strengthen education and training. For effective education and training, practical educational programs such as field-oriented training and specialized education in each field should be prepared.
