본 연구는 국내 정유시장의 가격선도 존재유무와 가격선도자가 존재한다면 가격선도자가 국제제품가격을 기준으로 가격을 책정하고 있는가를 공적분 분석과 벡터오차수정모형(VECM)을 통해 분석하였다. 약 외생성 검정 결과 SI(국제제품가격)는 국내 상표별 주유소 휘발유가격을 선도하는 역할을 하고 있음을 확인 하였다. 그랜저 인과관계 결과 SK와 GS가 국내 주유소 휘발유 가격에 주요한 영향을 미치고 있는 것으로 분석되었고, SI는 국내 휘발유 가격과 인과관계가 존재하지 않는 것으로 나타났다. 예측오차분산분해 분석 결과는 자기 자신이 분산의 대부분 설명하고 있는 SI를 제외하고 SK, GS, HD, SOIL의 5기간 분산분해의 경우는 대부분을 SK와 GS에 의해 설명되고 있어 그랜저 인과관계의 결과와 일치하고 있다. 따라서 단기에는 국내 정유시장이 SK와 GS에 의해 선도되고 있음을 명확하게 나타내주고 있다. 여기서 또 하나 주목할 점은 기간이 늘어날수록 SI의 영향력이 점점 커지고 있다는 것이다. 이는 장기 약 외생성 검정 결과와 마찬가지로 장기에 SI에 의해 국내 휘발유 가격이 선도되고 있다는 것을 나타내주고 있다. These study exams existing of price-leadership in domestic oil markets. And price-lead company appropriately set up market price based on the standard international oil price using by cointergration analysis and vector error correction model (VECM). Results of weak exogeneity show that the standard international oil price (SI) leads domestic oil price. Granger-Causality results also show SK and GS energy mainly clearly have big impacts into domestic oil price markets. But, the standard international oil price (SI) has more big impacts on the domestic market in a long term view. In other words, the standard international oil price (SI) has a long-run price leadership supported by all estimation results.

상용드론 확보 및 국방 분야 운영 활성화를 위한 정책 제언

정부의 드론산업 발전 노력에 발맞추어 우리군도 상용드론 도입 확대를 위한 다양한 노력을 기울여 왔다. 이에 본 논문은 상용드론 관련 제도를 살펴보고, 기 도입된 상용드론에 대한 실태조사와 효용성 평가를 통해 상용드론 확보 및 운영 활성화 방안을 제안하고자 작성되었다. 상용드론에 대한 개조작업의 불가피성을 감안하여 다음의 사항을 논의하였다. 먼저, 획득과 관련하여 정부투자 업체주관 복수연구개발 절차를 제안하였다. 사업규모를 축소하더라도 도입 활성화를 위한 다수의 프로그 램 운영을 통해 경쟁을 촉진할 것을 제안하였다. 이때에는 간소화된 시험평가가 신속 획득의 열쇠가 될 것이다. 운영과 관련 하여서는 임무에 따라 차등적으로 적용 가능한 드론 단체보험 도입 필요성을 논의하였다. 아울러 기술진부화가 빠른 4차산업 품목적 특성을 감안하여 교체주기를 고려한 모듈단위의 주요 구성품 교체 및 정비개념도 제안하였다. In line with the government's plans to improve the drone industry, the ROK Ministry of National Defense has made efforts to expand the use of c ivil/commerc ial drones in the military. The polic y implic ations for the acquisition and management of civil/commercial drones are proposed through a survey and utility assessment of operators. Given the redesign process, the followings are discussed. Regarding acquisition, we propose an R&D process in which the government invests, while contractors are appointed based on the results of the competition at each stage. We also propose a way to implement multiple programs in a way that the scale is reduced so that an expedited test and evaluation process can be applied. Regarding management, the drone insurance policy is discussed. The concept of group insurance is considered by reference to the classification of the insurance subscription. In addition, a policy direction for the after service is suggested along with the modularized replacement concept. As a substitute for conventional logistics support, commercial-off-the-shelf modules (products and parts) released on the market can be considered according to the replacement cycle.

Mid-term Defense Program should be established in effective manner in order to flexibly respond to changes in defense environment. This study conducts the job analysis and the survey to derive the development plan for Mid-term Defense Program in Force Operation. The results identified such resolutions, firstly, the Ministry of National Defense(MOD) should strengthen resource allocation system to ensure its control-tower function and should provide fiscal guidance which includes expenditure limits. Divisions regarding Mid-term Defense Program could also be separated from MOD's Programming and Budgeting Bureau in terms of reorganization. Secondly, MOD's program divisions should develop middle and long term plan by field and should organize discussion system to reinforce its own function such as programming and policy. Lastly, this study suggests implementing the system of identifying, selecting, amnaging targeted program which nedds analysis conducted by external specialists in order to reinforce the function of Analysis and Evaluation. 국방환경의 변화에 유연하게 대응하기 위해서는 국방정책을 고려한 재원배분 계획 등 실효성 있는 국방중기계획의 수립이 필요하다. 본 연구는 전력운영 분야의 국방중기계획의 발전 방안을 도출하고자 국방부 및 각 군 관련부서에 대한 직무분석, 설문조사를 수행하였다. 이런 과정을 통해 첫째, 국방부의 컨트롤 타워 기능을 강화하기 위해 가용재원의 합리적 배분 판단체계를 강화하고, 지출한도를 포함한 재정지침 제공을 제안하였다. 그리고 조직 재편 차원에서 국방부 계획예산관실 내 중기계획 조직을 분리하는 방안을 제시하였다. 둘째, 국방중기계획의 계획 및 정책 기능을 강화하기 위해 국방부 사업국에서 분야별로 중장기 계획서를 발전시키고 협의 체제를 구축하고 내실화할 것을 강조하였다. 셋째, 국방중기계획의 분석평가 기능을 강화하기 위해 분석평가 대상사업의 식별, 선정, 관리 체계를 구축하고 외부 전문 분석평가 수행체계 구축을 제안하였다.
