네트워크 사회운동과 SNS: Save Jeju Island (SJI) 운동 사례

2010년 `아랍의 봄` 시기 연쇄적으로 발생한 북아프리카 전역의 민주화운동은 SNS가 사회운동을 조직화하는 데 있어서의 가능성과 역할에 대한 다양한 논의를 촉발시켰다. 실제 모바일과 SNS 기술은 첫째, 온/오프 운동을 활성화 시키고, 둘째, 새로운 형태의 운동 양식을 만들면서 셋째, 집단 정체성의 권능화 (Empowerment)를 촉진하고, 넷째 지구적 차원의 사회적 정의를 실천하려는 운동을 조직화 하는데 효과적인 미디어 플랫폼을 제공한다. 그러나 또 한편으로는 이러한 가상공간에서의 사회운동 조직은 지속성과 헌신성을 담보하기 어렵다는 한계로 인해 조직적인 변화를 유발하지 못한다는 비판도 존재한다. 더군다나 온라인 사회운동은 디지털 기술을 보유하거나 이용하는 사람과 그렇지 못하는 사람들간의 간극을 더욱 심화시킬 뿐이며 이로 인해 사회 전반적 운동을 조직화하는데 오히려 부정적인 영향을 준다고 주장한다. 이 연구는 이러한 디지털 사회운동에 대한 상반된 논의와 이론들을 바탕으로 SNS에 기반한 사회운동의 가능성과 한계에 대해 `제주도 살리기 (Save the Jeju Island: 이하 SJI)` 운동을 사례로 분석하고자 한다. 특히 이 연구는 SJI라는 영문 Facebook 계정을 통해 제주도라는 지역적 운동을 지구적 차원으로 확대하여 글로벌한 연대를 추구한다는 점에서 SNS가 사회운동을 지역을 넘어 지구적 차원으로 확산하는 데 있어서의 가능성과 한계를 논의하기에 적절한 사례를 제공해 준다. 또한 SJI 사례는 모바일과 인터넷 보급과 이용 환경에서 세계적으로 앞서 있는 한국이라는 지역에서 조직된 운동이라는 점에서도 뉴미디어를 통한 사회적 운동에 대한 논의를 연구하는 데 도움을 줄 것으로 판단한다. 이러한 연구목적을 가지고 이 연구는 SJI 운동이 가장 활발하던 2012년 1월에서 7월까지 7개월 동안 SJI 영문 페이스북의 내용분석을 통해 SJI 운동의 SNS에서 소통되는 메세지와 이용자의 특성을 이해하고자 한다. Since the Arab spring in 2010, SNS prompted discussions about the roles to organize collective actions. First of all, mobile media and SNS help to mobilize both on and offline social movement, second, to create new forms of collective actions, third, to organize social movement organizations across the world, fourth, to empower movement participants to develop new collective identities. On the other hand, the same technologies also hinder social movements from developing continuity and dedication. In addition, the problems of digital divide might aggravate the divisive process to organize collective actions across the world. This research is built on these ongoing arguments about the potentials and limitations of new media technologies. In particular, this research tries to move beyond the confrontational approaches to the media through the case study of Save The Jeju Island social movements on Facebook. The movement SNS on Facebook aims to provide as well as organize international SMOs and activists that might help deeper understandings on the potentials and limitations of online communication strategies for global social movements.

이 연구는 국내 언론의 외신 인용 보도 현황을 분석하여 외신 인용 저널리즘의 특징과 관행이 어떠한지를 탐색했다. 먼저, 2013년 1월부터 2021년 4월까지 국내 언론의 외신 인용 보도를 분석한 결과는 다음과 같다. 첫째, 국내 언론은 정치·경제 강대국(미국, 일본, 중국)과 특정 권역 혹은 지역(서부유럽, 북한)에서 발생한 사건에 특히 주목한다. 둘째, 외신을 기사의 토대 정보를 보강하거나 설명하는 취재원으로 활용한다. 셋째, 주요 서방국가의 매체와 통신사 보도 내용을 단순 사실로 간주하여 보도하는 경향이 있다. 넷째, 국가 간 관계를 다룰 때 주요 강대국 취재원의 관점에서 묘사하고 해석하여 사안을 객관적이고 공정하게 다루지 못한다. 다섯째, 동북아시아 관련 사안을 보도할 때 기존에 생산된 뉴스의 논조와 일관성을 보이는 외신 보도에만 선택적으로 주목한다. 인터뷰에 참가한 전문가들의 의견들은 내용분석 연구결과를 재차 확인시켜준다. 전문가들은 비서방국 사안에도 주목하고 그들의 매체를 인용하는 비중을 늘리는 등 서구 선진국 언론에 대한 의존도를 줄여야 한다고 주장한다. 연구자들은 연구 결과를 토대로 국내 언론이 서구 강대국 몇몇 언론이 만들어낸 기존의 이미지를 끊임 없이 재생산함으로써 수용자의 편견과 고정관념을 더욱 강화시킬 가능성이 높다고 지적하고, 외신 인용 저널리즘의 질적 수준을 제고하려면 언론사(충분한 인적·물적 자원 투자), 언론인(전문성 구비), 뉴스 유통 업체(포털의 국제뉴스 배열), 시민(국제뉴스 리터러시 역량)의 공동 협조 및 참여가 필요하다고 제안한다. This study analyzed characteristics and practices of South Korean newspapers and TV broadcasting news from January 2013 to April 2021 that quote foreign media coverage. The results are as follows. First, South Korean news media pays particular attention to events that occur in political and economic powers (e.g., the United States, Japan, and China) and specific regions (e.g., Western Europe and North Korea). Second, foreign media is used as sources to reinforce or explain the foundational information of articles. Third, South Korean news media tends to report the news coverage of media and news agency in major Western countries as simple facts. Fourth, when dealing with relations between countries, issues cannot be dealt with objectively and fairly when described and interpreted from the perspective of reports from major powers. Fifth, when reporting issues related to Northeast Asia, South Korean news media selectively pays attention to foreign media reports that are consistent with the tone of the previously produced news. Experts who participated in the interview reconfirm the results of the content analysis and argue that the South Korean news media should reduce its dependence on the media from advanced Western countries by paying attention to non-Western issues and increasingly quoting their own media. Researchers point out that the South Korean news media could potentially strengthen the prejudices and stereotypes of specific nations or regions by constantly reproducing existing images created by several Western media. We also suggest that media (sufficient human and material resource investment), journalists (better understanding and solid knowledge of international news reporting), news aggregators (arrangement of international news on the portal), and citizens (news literacy on international agendas) should participate and cooperate with one another.
