        해양공간계획(MSP)제도 도입의 필요성에 관한 연구

        최근 육상부존자원의 한계봉착과 신물질개발 및 국제 물류 이동의 증가 등으로 인하여 해양개발수요가 증가하고 있다. 해양에서의 개발행위는 해양생물과 그 서식지에 외부불경제를 유발한다. 이러한 보호와 개발간의 대립을 극복하고 지속가능한 해양이용을 추구하기 위해 고안된 제도가 해양공간계획이다. 본 논문은 해양공간 계획제도가 가지는 효과를 경제적, 생태적, 정책적 측면으로 구분하여 분석하였으며, 우리나라에서 해양공간계획제도의 도입이 필요한 이유를 설명하고 해양공간계획 제도의 성공을 위한 전제조건을 제시하였다. Recently demands for marine development are increasing due to limitation of land-based resources, occurrence of the demands for the new materials and the increase of marine transportation among nations. Development activities in marine area give rise to external dis-economic effects to marine species and their habitats. Marine Spatial Planning(MSP) is a system devised to seek sustainable use of marine ecosystem, and to overcome conflicts between conservation and development This paper 1) analysed the effects of MSP in three aspects: economic, ecological and political effects, 2) explained reasons why MSP is necessary in the Korean marine policy and 3) suggested the prerequisites for successful adaptation of MSP in Korea.

        Key Recommendations for MPA Management in Korea

        The purpose of this paper is to overview Korean MPA, to figure out the problems of current system and to give policy suggestions for effective management for Korean MPAs. Results show that different types of MPAs are established based on different legislations but there is no effective control system for integrated management. In addition, Korean government can not use the function of MPAs due to the insufficient regulation for harmful activities within MPAs. Finally, this paper recommends four policy suggestions for effective management of Korean MPAs; legal requirements of MPA designation, establishment of national authority for MPA management, application of no-take MPAs for fisheries management and establishment of MPA network. 본 연구의 목적은 우리나라의 해양보호구역 제도를 개관하고 제도의 문제점을 도출한 후 해양보호구역의 효과적인 관리를 위한 대안을 제시하는 것이다. 연구결과, 우리나라에는 다양한 법률에 기인해 여러 형태의 해양보호구역이 존재하고 있으나 이를 통합적으로 관리할 수 있는 제도는 마련되지 못한 실정이며 보호구역내 유해행위의 규제에 대한 규정이 미흡하며 해양보호구역의 기능을 제대로 활용하지 못하는 것으로 나타났다. 이들 문제점을 해결하기 위한 방법으로 해양보호구역 지정 및 관리를 총괄하는 단일법률의 제정, 국가차원의 전담 관리기구 조직, 어업금지 해양보호구역 설정 및 해양보호구역 네트워크 구축 등 네 가지의 정책이 제안되었다.

        어업자원 관리수단으로서의 해양보호구역제도에 관한 연구

        Marine protected Areas(MPAs) are specially designated zones of the sea that are designed to secure operation of ecosystem function and to restore marine ecosystem to the original state by excluding all detrimental human activities. MPAs have been proposed in many countries as means of realizing sustainable fisheries and recently MPAs are newly receiving attention as precautionary measure for global warming and climate change. The purpose of this paper is to examine the possibility of MPAs as fisheries management tools through a wide range of Literature analysis and to suggest necessity of fisheries purpose of MPAs in Korea. Establishment of marine protected area can accompany various economic benefits such as restoration of marine environment, preservation of habitats, promotion of marine tourism and so on. Especially, a Lot of case studies suggested that MPAs may bring out benefits to the fishing industry as a result of enhanced stocks. Fisheries benefits of MPAs on targeted species include increased abundance, increased mean individual size and age, increased reproductive output, enhanced recruitment inside and outside refuge, maintenance of genetic diversity of stocks, and enhanced fishery yields in adjacent fishing grounds, so called spill-over. MPAs for ecosystem conservation and protection of coastal wetland have been applied appropriately and effectively, however, the Korean MPAs system is still detective due to absence of fisheries purpose MPAs. Finally, suggestions for Korean MPAs can be summarized as following four recommendations; to establish number of small-scale MPAs rather than few large MPAs, to designate island and its surrounding areas as reserve, to consider MPA design with stock enhancement program, and to undertake co-management with Eochon-Gye, the traditional coastal community in Korea.

        지속가능한 해양관광을 위한 해양보호구역제도 적용 방안

        The growing interest in marine nature is clearly evident among people visiting coastal and marine areas, and marine tourism is being recognised as one of the most important factors of the marine economy. The aim of this study is to discuss how we can develop marine tourism as a practical alternative for our falling coastal economy. The main controversial points examined include the importance of sustainability in marine tourism, whether MPAs can be a measurement of promoting marine tourism and how MPAs can be applied to enhance island tourism in Korea. The study shows that firstly, environmental conditions and security on sea are vital for the sustainment of marine tourism. Secondly, marine protected areas play a key role in improving marine tourism through invigorating self recovery functions of the marine ecosystem. Thirdly, the National Marine Park system should be modified and make it available to cover underwater habitats. Finally, the policy program which encourage various leisure-experience activities around islands should be specially designed to support the island village.

        해양자원의 웰니스 산업적 이용가능성과 해외치유관광 개발 전략

        Ever since the beginning of human history, civilization and technology have been continuously evolving and the quality of our life is improving constantly. Two things that distinguish the current generation of people from their parents are a big increase in leisure time and a higher expectation of health and longevity. The word ‘wellness ’is a neologism to describe human behavior in pursuit of physical health and higher mental satisfaction, and the size of the ‘wellness industry’, which refers to all forms of activities that provide wellness, is growing every year. Those people who pursue wellness generally prefer to spend leisure time in a secluded, clean environment rather than a complex, polluted urban area. The marine environment is a natural space which contains various elements related with physical and mental healing : generally, the quality of air on the coast is high and rich in oxygen; beautiful coastal landscapes provide the effects of aesthetic satisfaction and emotional stability. If the ocean can be used as a venue for the pursuit of wellness, it will have the effect of revitalizing coastal villages and creating new industries. This study examined the possibility of using marine resources in Korea as a wellness industry and suggested strategies for development of marine healing tourism suitable for coastal villages and marine conditions in Korea.

        크루즈관광의 지역경제 기여효과 제고를 위한 기항지 관광프로그램의 전략적 개발 필요성

        Globally, cruise tourism is the fastest-growing tourism industry, with an average annual growth rate of 5.4% over the past ten years. Expected the number of Chinese tourists entering Korea will increase as the Northeast Asian region is included in the navigation routes of significant cruise ships due to the demand of Chinese tourists after 2010. However, due to the diplomatic conflict between Korea and China and the COVID-19 pandemic, the number of Chinese tourists has drastically decreased, so it was considered that it is necessary to seek alternatives to attract new cruise tourists. As the value of the amount spent by cruise tourists and crew members at the port of call proved to contribute to the local economy, the purpose of this study is to discuss the necessity to develop a more competitive and strategic tourism programs at the port-of-call and nearby area. Accordingly, by examining the cases of port-of-call excursions in southern France, which have similar natural and socio-economic conditions to the Busan region of Korea, the economic potential and possibility of cruise tourism are identified, and policy implications are derived accordingly.
