환경문제와 민주주의 담론은 경험적ㆍ실천적으로는 따로 또 같이 발전하여 왔으며 그 접점을 형성하려는 시도는 지속되어 왔다. 이것이 오늘날에는 생태민주주의라는 담론으로 모아지고 있다. 본 연구에서는 생태와 민주주의의 관계를 ‘우연적 접합론’이라는 관점에서 고찰하였다. 환경문제 중에서는 가장 반생태적인 핵폐기장 건설을 둘러싸고 벌어졌던 갈등을 중심으로 이 연결고리를 모색하였다. 특히 지난해 방폐장 부지선정과정에는 주민투표제도가 처음으로 도입되어 방폐장이 경주시로 결정되었다. 그러나 성찰과 심의과정이 생략된 주민투표는 심의민주주의로 전환되지 못한 채 여러 가지 한계를 드러내며 ‘갈등 이후의 갈등’을 남겨놓게 되었다. 그 이유를 자원과 권력, 책임을 공유할 수 있는 제도적 기반미비와 과학에 대한 민주적 통제 부족, 환경담론의 재생산 구조 취약 그리고 마지막으로 현행 주민투표제도가 안고 있는 문제점으로 제시하였다. 그 연결고리에는 참여 및 대의 민주주의의 대안으로 논의되는 심의민주주의가 관계하고 있다. 환경문제와 민주주의의 담론은 성찰과 심의를 주요 내용으로 하는 숙의민주주의를 바탕으로 할 때, 그 관계맺기는 보다 선택적 친화성을 형성할 수 있을 것으로 제안한다. This study is about the relationship between ecology and democracy, focusing on 'occasional connection' of point of view. We consider the connection ring concentrating on the conflict surrounded with the nuclear waste construction which is the most anti-ecological issue among environmental problems. Especially citizen - poll system was induced for th first time, the space of radation waste treatment facility was decided into Kyungju city in 2005. But citizen - poll omitting introspection and consideration couldn't be transferred to the deliberative democracy, so we get to leave the 'conflict after conflict' exposing the some limitations. I suggest the reasons leaving the limitations is a lack of system sharing the source, power, responsibility and democratic control shortage about science, a vulnerable system of environment discussion reproduction, the problem of current citizen - poll system. That connection ring is related to deliberative democracy alternative representative and participatory democracy. At that time the discussion of environment and democracy is related to the deliberative democracy as a alternative democracy, it is much easier to get the selective affinity between democracy and ecology. I would like to emphasize the deliberative democracy as a alternative democracy with self-reflection and consideration to approach the ecological democracy.
