Nowadays, establishing a welfare state is one of the most important administr-ative policies of government, Particularily problems of the urban poor are quite critical issues. In anapproach to the problems of the poor in the low-income urban community, the function of community welfare cneter is very useful in tackling these problems. As financial capacity of government especially in a developing country is limited, the strategy of the community welfare center operation should be de-signed to integrate with the people's voluntary self-help activities. Therefore this paper attempts to build up a practical strategy to conduct and operate resident's organization in urban poor community. This is written in a basis of several written literatures preparatory comments of several experts. For discussion, the concepts of community development and participation are defined. In addition, the purpose, benefits, and promoting methods of participatio-n are described. In these respects, an enabling agency should probice the residents with the opportunities to experience self-conceit, recognize the necessity, utilize appropriate incentives, develop and train leaderships, and find out and exploit existing organizing ability in the community. In the case of the community, Bong-chun 5 th Dong, existing inner resources are too short to meet their various problems and needs. The Chung Ang university community welfare center has been involved in helping residents organize themselv-es and make voluntary self-help efforts in an series of efforts to the integrated services collaborating with the community welfare center programs. Here, we can suggest a series of process to modify and activate those efforts. The main tasks in the process are identifying common needs. developing and traing community leaderships, making them recognize their common needs, organizing, promotion. In conclusion, there are suggested such several roles of the welfare center as enabler, advisor, supporter, promoter, encourager, co-evaluator. etc. Associate Prof. of Chung Ang University President, Korean Council of Community Welfare Centers.
