초저출산 대응에 있어 아동과 부모 세대의 삶의 질 향상이 중요하며, 이를 위해 지역의 육아지원환경 개선이 필요하다는 사회적 목소리가 높다. 이에 본 연구는 우리나라의 아동과 부모 세대가 도시에 집중 거주하고 많은 도시는 스마트시티를 지향한다는 점에 착안하여, 육아친화적 스마트시티라는 새로운 도시상과 이의 실현수단으로서 리빙랩 운영모델을 제시하였다. 육아친화도시, 스마트시티, 리빙랩, 육아친화 정책사례, 스마트시티 리빙랩사례 등에 관한 문헌을 검토하여 육아친화적 스마트시티의 개념을 정립하고, 6단계로 구성된 리빙랩 운영모델을 도출하였으며, 실제 스마트시티 추진지역인 경기도 시흥시 배곧지구를 대상으로 일부 시범운영하였다. 더불어, 중앙 및 지방정부 차원에서 육아친화적 스마트시티의 실현과 관련 리빙랩 운영을 지원하기 위한 다양한 정책방안도 제시하였다. Childcare-friendly neighborhoods are increasingly needed as the quality of life of children and their parents is considered important to address the ultra low-birth problem of Korea. Focusing on the fact that children and their parents live mostly in urban areas and many cities pursue to become a smart city, this study proposes a new concept called “childcare-friendly smart city” and a living lab model for its realization. The study reviews the literature of childcare-friendly city, smart city, childcare-friendly policies, and living lab projects for smart cities in order to develop the concept of childcare-friendly smart city and a six-stage operation model for childcare-friendly living labs. It then discusses the experiences and lessons of applying some parts of the living lab model to the Baegod district of Siheung-si, Gyeonggi-do. Various policy suggestions are also proposed to promote the adoption of the childcarefriendly smart city concept and facilitate related living lab projects.
