지역사회복지서비스 활성화를 위한 네트워크 연구

성공적인 지역사회복지 네트워크체제의 구축은 궁극적으로는 수혜자들의 삶의 질을 확대시킬 수 있다는 믿음이 본 연구의 초점이다. 그러므로 네트워크를 어떻게 형성해서 통합적인 지역사회복지서비스를 제공할 것인지를 살펴보는 것은 중요하다. 본 연구는 지역사회복지 네트워크를 분석의 단위로 그들이 어떻게 구조화되어 기능하는지를 실증자료를 통해 분석함으로써 우리사회에 걸 맞는 지역복지네트워크체제의 모형을 개념화하여 복지수혜자들의 삶의 질 향상에 필요한 지역사회복지 네트워크 활성화 방안으로 사회복지재정의 정책적 개선, 지역사회복지 정보체계구축, 전문 인력에 대한 교육 및 환경 조성, 지역사회복지 협의체 및 주민참여 유도 등을 제시했다. 지역복지서비스 네트워크의 활성화는 다양한 문제와 욕구에 대처하기 위한 신속하고 통합적인 하나의 방안으로서 지역사회 주민의 복지향상을 위한 하나의 시급한 과제라 할 수 있을 것이다. This study is founded on the belief that a successful establishment of a community welfare network would ultimately improve the beneficiaries' quality of life. Hence, it is important to examine what would be the most effective way of setting up a network to provide a comprehensive community welfare service. By analyzing the empirical evidence to find out how a community welfare network is structured and functions, this study aims to conceptualize the community welfare network system that suits our society. For this purpose, this study proposes the following policies as a means to revitalize the community welfare network so as to improve the beneficiaries' quality of life: improvement of social welfare fund policy; establishment of local welfare information network; preparing an environment and education for professional workers; inducing active participation of local community welfare committee and its residents. One could argue that revitalizing a community welfare network is one prompt and comprehensive measure that addresses a variety of issues and needs, and that setting up such measure is an urgent task if we are to improve community welfare for its residents.

서울시 사회복지 예산지출의 계량적 효과 분석

사회복지관련 예산의 급격한 증가가 함께 사회복지관련 사업도 다양한 분야로 확대되고 있다. 이러한 시점에서 사회복지정책을 수행하는 지자체인 서울시에 의한 지원과 보조사업 추진의 당위성 및 논거를 명확히 할 필요가 있다고 판단되며, 본 연구는 후생경제학 입장에서 사회복지관련 예산 지출이 서울지역 및 타 지역에 미치는 경제적 효과를 계량적으로 살펴보았다. 사회복지정책의 달성을 위한 예산 지출은 기업 및 개인의 소비행위를 연속적 및 직 간접적으로 파생시키게 되며, 본 연구에서는 서울지역 산업연관표를 재 작성하여 사회복지 예산 지출의 경제적 효과로써 생산, 부가가치, 고용, 취업 등에 얼마나 기여하는가를 계량적으로 산정하여 제시하였다. 지자체인 서울시의 사회복지관련 예산지출에 의해 연간 10조 2백억원의 생산을 유발시키며, 6조 4,936억원의 직간접 부가가치를 파급시키는 것으로 분석되었다. 또한 132,992.3명의 고용 및 203,430.3명의 취업을 창출시키는 것으로 산정되었다. 본 연구 결과는 사회복지 예산 지출을 소비지출로 인식하는 사회분위기 속에서 사회적 논란 야기 및 재정압박 요인으로 작용하는 현 시점에서 복지 분야에 대한 정부 및 서울시의 사회복지정책에 의한 개입 지원 보조의 당위성 논의의 타당성은 결국 실증적인 분석을 통하여 뒷받침될 수 있느냐에 달려 있다고 판단되며, 본 연구는 이를 위한 기초적 연구로서의 기초자료를 제시함에 그 의의가 있다. 또한 복지예산은 소멸성 지출이 아니며 우리나라 사회 경제에 다양한 영향을 파생시키는 중요한 산업임을 본 연구에서 확인할 수 있었으며, 지속적 연구를 통해 정책적 지원 및 사회적 합의가 필요하다. 노인의 여가문화와 삶의 질의 방향성에 관한 연구

본 연구는 노인이 삶의 질과 여가문화의 개선방향을 제시함으로써 급증하는 노인인구를 여가문화 활동에 참여하도록 정책적〮제도적 방안을 마련함으로써 고령사회의 문제를 해결해 나가는 하나의 방법이고 성공적 노년기를 보내는 열쇠가 될 수 있기에 노인의 여가문화 활동이 삶의 질에 미치는 영향에 대해 알아보고자 한다. 노인들이 건강하게 여가문화 활동에 참여하여 자신들의 자원과 경험을 활용하여 사회에 이바지하고 스스로 삶의 질을 높일 수 있도록 돕는 일은 노인 자신을 위한 것이기도 하지만 그들과 함께 살아가는 다른 세대에 대한 배려이기도 하다. 본 연구를 통하여 노년기에 자신의 역할에 대한 자신감으로서의 자아존중감을 높이고 개인의 기대와 충족에서 오는 생활에 대한 행복감과 만족감으로서의 바람직한 노년기의 여가문화 활동은 노인들의 중요한 활동자원이 될 것이다. 노인들이 건강하게 여가문화 참여를 할 수 있는 여건을 조성하고 이를 위한 적극적인 지원책을 마련하는 것은 우리 모두의 책무라 하겠다.

노인복지시설의 경영가치 추정 분석

사회복지관련 예산의 급격한 증가가 함께 사회복지관련 사업도 다양한 분야로 확대되고 있다. 이러한 시점에서 사회복지정책을 수행하는 정부 및 지자체에 의한 지원과 보조사업 추진의 당위성 및 논거를 명확히 할 필요가 있다고 사료되며, 본 연구는 후생경제학 입장에서 노인복지시설 운영지출에 의해 이용노인들이 얻게 되는 효과인 사회적 편익, 즉 경영가치를 분석하고자 하였다. 노인복지정책의 달성을 위해 제공되는 복지서비스를 통해 지역 노인들은 가족들의 경제활동 참여기회 제공, 질환 예방 및 건강증진 기회제공, 삶의 만족감 제고 등의 다양한 영향을 발생시키게 되며, 본 연구에서는 노인복지시설 이용시 노인들이 얻게 되는 편익을 AHP분석기법을 적용하여 운영가치를 산출하였다. 수도권지역 P노인복지관의 사례를 적용한 결과 노인복지관 운영에 의한 이용가치는 248.4억원으로 추정되었으며, 이 중에서 비용요소에 의해 발생하는 기여효과는 전체의 23.1%인 57.3억원으로 분석되었으며, 자립요소 57.6억원(23.2%), 치료요소 133.4억원(53.7%)의 순으로 분석되었다. 본 연구 결과는 노인복지예산 및 서비스를 소비지출 및 소모성 혜택 정도로 인식하는 사회분위기 속에서 사회적 논란 야기 및 재정압박요인으로 작용하는 현 시점에서 노인복지정책에 대한 개입 지원 보조의 당위성 논의의 타당성은 결국 실증적인 분석을 통하여 뒷받침될 수 있느냐에 달려 있다고 사료되며, 본 연구는 이를 위한 기초적 연구로서의 역할이 기대된다. 또한 복지예산은 소멸성 지출이 아니며 우리나라 사회 경제에 다양한 영향을 파생시키는 중요한 산업임을 본 연구에서 확인할 수 있었으며, 지속적 연구를 통해 정책적 지원 및 사회적 합의가 필요하다. The social welfare service is expanding to different field as the social welfare budget is increasing. By this opportunity, it needs to make clear of the basis of argument that the necessity of development of korean government's support and aid by social policy should be worked. Welfare economics perspective, this study used by the operating expenditure in welfare facilities for the elderly old people to effect social benefits to be gained, in other words, business value analysis. Local elderly people, provide opportunities to participate in the economic activities of the family welfare services offered to attainment of the elderly welfare policy, and provide disease prevention and health promotion opportunities, to enhance the satisfaction of life, including a wide range of impact will cause. In this study, elderly people use the welfare facilities for the elderly when they get the benefits by applying the AHP analysis techniques operating value was calculated. Elderly Welfare Center operated by the result of applying P senior welfare center Case of the metropolitan area value was estimated 248.4 billion won. Contribute to the effects caused by the cost factor of the analysis was 23.1% of the total 57.3 billion won. Independence elements 57.6 billion (23.2%), the analysis of the therapeutic elements 133.4 billion (53.7%) of the net was. The result of the study anticipates the role of basic research material for the necessity of intervention, support, and aid by the Welfare facilities for the elderly field at this point in time where the welfare budget policy in terms of universal social service is reinforced, rather than the trend, until recently, of realizing the Elderly welfare budget and service as Consumption expenditure and consumable benefits and the function of performing the effect and evaluation in tentative action of social conflict.

고령사회에 대비한 노인의 부양실태와 부양의식 및 이중부양에 관한 연구

연구는 초고령사회에 대비하여 부양의무자의 연령대에 따라 노인의 부양실태와 부양의식 및 이중부양의식의 차이를 규명하기 위하여 설문지 320부를 SPSS WIN 22.0으로 분석한 결과는 다음과 같다. 첫째, 노인부양자의 부양실태는 부모님 건강상태, 부모님 경제 문제해결, 부모님 부양이유, 부모님 대화상대에서 차이는 연령대에 따라 유의하게 나타났다. 둘째, 노인부양자의 부양의식은 부양이유 의견, 부모님 부양자 의견. 부모님 부양 시 경제권 의견, 부모님 부양 시 식생활 의견에서 차이는 연령대에 따라 유의하게 나타났다. 셋째, 노인과 자녀의 이중부양은 이중부양 의견, 조건적 이중부양 의견, 신체 부양의 책임 주체 의견, 도구 부양의 책임주체 의견에서 차이는 연령대에 따라 유의하게 나타났다. This study is a study to find out what differences exist in the elderly s Support Status, supporting consciousness, and double care consciousness according to the age-specific factors of the elderly in preparation for the Super-Aged Society. 320 copies of questionnaires were analyzed using the SPSS WIN 22.0 program. The results of the study were as follows: First, looking at the status of the elderly care according to the age-specific factors of the elderly the elderly, the difference in parents health status, the difference in solving the parents economic problem, the difference in the reasons for supporting the parents, and the difference in the parents conversation partner showed significance. Second, looking at differences in the elderly s supporting consciousness according to age-specific factors of elderly, differences in opinions of reasons for support of parents, differences of opinions of parents supporters, differences in opinions of the economic sphere when supporting parents, and differences in opinions on dietary life when raising parents were shown significance. Third, looking at the double care of the elderly and children according to the age-specific factors of the elderly and their children, differences in opinions of double care, differences in opinions of conditional double care, differences in opinions of the persons responsible for physical support, opinions of the persons responsible for tool support. the difference in them showed significance.

노인요양시설 종사자의 감염관리의 인지도와 수행도에 관한 연구 - 인천광역시 노인요양시설 중심으로 -

이 연구는 노인요양시설 종사자들의 감염관리에 대한 인지도와 수행도를 연구하기 위하여, 인천광역시 소재 노인요양시설 종사자 247명을 대상으로 분석한 결과는 첫째, 노인요양시설은 감염관리 전담직원배치에 대한 인지 53.3% 감염관리지침서 내용인지는 43.2%, 감염관리 교육 필요 95.9%로 나타났다. 둘째, 노인요양시설의 감염관리에 의료기관의 감염관리 척도가 적합한 것으로 검증되었다. 셋째, 감염관리의 인지도 평균은 3.745점, 수행도 평균 3.639점으로 수행도보다 인지도가 유의하게 높게 나타났으며, 인지도와 수행도(r=.524)는 관련성이 있는 것으로 나타났다. 넷째, 노인요양시설의 종사자의 감염관리의 특성에 따라 감염관리수행에 차이는 전담요원배치 인지, 감염관리지침 인지, 교육의 필요성, 교육경험에서 유의하게 나타났다. 이를 토대로 노인요양시설의 감염관리 수행을 높이기 위한 감염관리지침서의 체계화와 감염관리 교육체계 마련을 위한 제도적 기반이 요구된다. The purpose of this study is to describe the perception and performance of infection control among the elderly care workers. A structured questionnaire in a self-reported form was used for 300 workers working in the elderly care facilities in Incheon. The preliminary survey was conducted for five days from August 26, 2019, and the main survey was conducted for 17 days from September 16, 2019. Analysis was performed using SPSS WIN 19.0. The analysis results are as follows: Recognition of infection control was 3.73 out of 4 points, and performance of infection control was 3.63 out of 4 points. The drug management area showed the highest score and the protective equipment wearing area showed the lowest score. The more regular workers, the more familiar with the guidelines, the better they knew how to deal with infectious diseases, and the more experienced and trained in infection control, the higher their recognition and performance. Also, in all areas, the higher the recognition, the higher the performance. The results of this study showed that raising recognition could increase performance. To this end, institutional basis for systematization of infection control guidelines and education system for infection control of elderly care facilities is required.

부모 방임이 청소년의 학교생활적응에 미치는 영향 - 자아존중감과 생활만족도를 매개효과로 -

본 연구는 한국정책연구원의 아동·청소년패널 2015년 제6차년도 패널 자료 2,351명중 2,012명을 대상으로 부모 방임이 청소년들의 학교생활적응에 미치는 영향으로 자아존중감과 생활만족도의 매개효과를 분석하여 청소년이 학교생활 적응을 원만하게 잘하도록 하는데 그 목적을 두고 있다. 이 연구 결과를 통하여 부모방임의 심각성 인식 개선교육과 지역사회와 학교의 네트워크로 인한 방임 근절과 청소년의 학교생활 적응을 높일 수 있도록 청소년 지원 사업이나 연계 프로그램개발 등의 필요성이 제시 되었다.
