지식은 보다 나은 생활환경여건과 발전의 원동력으로 중요하게 인식되고 있기 때문에 누구나 지식을 얻기 위해 노력하고 있으며, 더 나은 지식을 교육받기를 원하고 있다. 이러한 요구는 학습자들에게 보다 쉽고, 보다 많은 지식과 정보를 전달하기 위한 여러 가지 방법들을 모색하게 하였다. 최근 들어 정보통신기술의 발전으로 거리와 시간, 그리고 장소에 구애없이 누구나 언제나 어디서나 교육받을 수 있는 가상대학이라는 새로운 개념의 교육방법으로 변화하고 있다. 본 논문은 가상대학의 올바른 개념 정립과 현재 국내·외에서 시범운영 및 설립운영 중에 있는 가상대학의 사례를 알아본다. '98년 교육부로부터 가상대학 시범운영 대학으로 지정받아 운영 중인 울산대학교 가상대학이 제대로 활성화되고 있지 못하고 있는 이유 등을 알아보고, 효율적으로 운영될 수 있도록 방안을 모색해 보고자 한다. 우리 대학 구성원들 모두가 새로운 교육여건의 변화를 보다 능동적으로 수용하고, 새로운 교육환경 변화에 적극 대처하고자 하는 기대에서 시작한다. Since knowledge is considered a dynamic(driving) force in the improvement of living conditions and the qualities of human life, we are constantly trying to obtain more information and quality education. To satisfy people's desire to learn, we have paid much attention to the development of various methods of conveying knowledge and information to learners. Recently, the development of information and communications technologies have made it possible to establish a new type of educational institution, a Cyber University, in which anyone can receive education regardless of time, distance, and place. In this thesis, we have established a proper definition of a Cyber University and examined several local and international Cyber Universities presently in operation or under construction. In particular, we investigated a case of a Cyber University run by the University of Ulsan, which earned permission from the Ministry of Education to open it in 1998. We examined why the Cyber University at UOU has not been vitalized and suggested possible methods to run it more effectively. This thesis has started in the hopes that all university members in Ulsan will accept the changes in educational conditions and be able to cope with a different educational environment.
