정부가 추진하고 있는 체육진흥시설정책은 지역민을 위한 체육 및 스포츠시설이라는 총론적인 방향에서는 긍정적인 평가가 이루어질 수 있다. 그러나 스포츠의 기반시설 관점에서 정부가 추진하는 운동장 및 체육관 구축의 체육진흥시설정책에 대한 논의가 필요하다. 정부는 공공체육시설사업으로 2016년까지 국민체육센터 220개(기금 6천870억원, 지자체 1조7천60억원), 개방형다목적체육관 194개(기금 1천103억원, 지자체 2천750억 원), 운동장지원사업 1,870개교에 1조3천90억원 등 총 3조7천20억원을 지원하였다. 이러한 지원에도 불구하고 학교운동장의 인조잔디와 우레탄 트랙의 위해성 문제와 개방형다목적체육관의 이용성 문제로 예산낭비의 국고손실을 초래하였다. 정부는 학교운동장이 특정 종목과 특정 팀이 운동장을 사용하면 다른 활동을 수행할 수 없는 협소한 공간이 아닌 기반시설로서 제 기능을 발휘할 수 있도록 학생 및 지역주민의 인구를 고려한 공간 확보라는 거시적 과제에 주력해야 한다. 또한 체육관(체육센터, 개방형다목적체육관 등) 조성 시 두 학급 또는 두 종목이 동시에 프로그램이 진행될 수 있도록 기반시설로서의 실내 바닥공간을 넓혀 실효성을 제고해야 한다. 이를 위해 정부는 체육 및 스포츠시설에서의 기반시설에 대한 충분한 이해와 지식에 근거하여 기준안을 제시해야 하며, 지역주민을 위한 체육 및 스포츠 진흥시설 구축 시 정부의 지나친 규제와 간섭이 아닌 시설주체인 지역의 자율성을 보장하는 방향으로 정책이 추진되어야 한다. The purpose of this study was to review the government"s policy on the enhancement of sports facilities for community residents regarding the lack of knowledge surrounding the infrastructure of sports facilities. The government has invested approximately 2.4 trillion won to establish 220 community sports centers, 385 billion won for 194 multi-purpose indoor centers, and 1.3 trillion won for rebuilding 1,870 school outdoor fields. On the other hand, there are problems with the link between the crumb rubber infill on sports fields and cancer, a lack of availability of indoor sports centers, and an increased federal budget deficit. It is the responsibility of government to plan and construct outdoor fields that are large enough to accommodate all people and allow them to play activities. In addition, the guidelines should ensure that the indoor space required for physical activities at each teaching station is large enough to accommodate all students in the class and handle two classes. The government should suggest the federal government guidelines based on a good understanding of the concept of infrastructure in sports facilities. The government also should make efforts to reduce the regulatory powers and provide the community with an autonomous right to plan and construct sports facilities.
