Abstract What were the earliest humans like? Mine, yours, was a world of undistinguished coexistence. There was an invisible responsibility to preserve and manage together for all mankind. The world created by God was a world of ungreedy where all kinds of animals, bugs, and humans coexist, and a state of non-casting where greed did not invade. Even so, the world was the land of God, the Creator. This developed from hunting and collecting life to agricultural life, and from this time on, it followed the footsteps of taking away the land of its neighbors. Thus, although not intact, it develops into a state stage following the tribal union, a state-type federation. At this point, or long before, it leads to human exploitation by betraying the will of the Creator. Therefore, the people who are defeated by this will resist. Also, a meaningful reformist leader appears. It is the farmland reform of the ancient Greek and Roman periods. Thinkers such as Henry George and Thomas More who ignited the resistance of the Roman Fathers in the 4th century, the Charter of the Forest in England at the end of the 11th century, and the conceptualization of the land public began to appear. In modern and contemporary times, policies emphasizing the public nature of land are implemented to correct the harmful effects caused by real estate speculation. In Korea, it is also a land disclosure concept policy by the Ree Syung-man administration under the Constitution and the Roh Tae-woo administration under the current Constitution. This series of reforms and policies is due to the fact that they were initially non-casting, predating the interests of the powerful and policy-makers over the public interests. However, furthermore, the term “land disclosure concept” is solidified academically and generally, and it is not necessary to specify it, and it is premised that at least the land policy of the Roh Tae-woo government is necessary under the current constitution. 국문초록 태초의 인간은 어땠을까? 내 것, 네 것이 구분 없는 공존의 세상이었다. 전 인류를 위해 함께 보존하고 관리하는 보이지 않는 책임이 있었다. 신이 창조한 세상은 온갖 짐승과 벌레와 인간이 공존하는 무탐욕(無貪慾, ungreedy)의 세계이자, 탐욕이 침범하지 아니하는 무주물(無主物, Res nullius)의 상태였다. 그렇게도 세상은 창조주 하나님의 땅이었다. 이러한 게 수렵·채취 생활에서 농경생활로 발전하게 되었고, 이때부터 이웃의 땅을 빼앗는 전철을 밟게 된다. 따라서 온전하지는 않지만, 국가 형태의 연맹체인 부족연합에 이어 국가의 단계로 발전한다. 이쯤에서, 아니 훨씬 이전부터 창조주의 뜻을 배반하면서 인간 간의 착취로 이어진다. 따라서 이에 못이긴 민중은 저항하게 된다. 또한 뜻있는 개혁적인 리더(指導者, Leader)가 나타나기도 한다. 고대 그리스와 로마 시대의 농지개혁이다. 4세기 로마 교부들의 저항, 11세기 말 영국에서의 삼림헌장, 토지공개념화에 불을 지핀 헨리 조지와 토마스 모어를 비롯한 사상가들이 나타나기 시작한다. 근·현대에 와서는 부동산투기에 의한 폐해를 시정하고자 토지의 공공성을 강조하는 정책이 펼쳐진다. 우리나라도 제헌헌법하의 이승만정부와 현행헌법 하에서의 노태우정부의 토지공개념 정책이다. 이러한 일련의 개혁과 정책은 태초에 무주물이었던 것이, 힘센 자들과 정책입안자들의 공익보다 사익에 앞선 데에서 기인한다. 따라서 토지의 역사성의 토대 위에서 공공성이 어느 때보다 대두되기에, 이에 관하여 고찰하고자 한다. 단, 더 나아가서는 ‘토지공개념’이란 용어는 학제적으로나 일반적인 국민 감정적으로도 굳어졌다는 사실과 헌법 개정으로, 이를 명시할 필요도 없이 현행헌법 하에서도 이념논리를 벗어나 최소한 노태우정부의 토지정책 정도는 필요함을 전제로 한다.

본 연구는 우리나라 대기업 2개사를 선별하여 분석한 사례연구로서, 최근 사회적 문제로 대두되고 있는 분식회계에 대하여 논하였다. 우선 각 기업별로 분식이 어떻게 실시되었는가를 살펴본 결과, 이론적으로 설명되고 있는 분식회계의 유령을 그대로 답습하고 있음을 알 수 있었다. 또한 경제발전에 커다란 장애가 되고 있는 기업 환경의 불투명성을 극복하고, 유용한 회계정보의 제공을 위해서는, 분식회계가 근절되어야 하는바 이에 대한 대처 방안을 함께 제시하였다.

거문도 바다숲 조성해역의 해수유동 특성을 파악하기 위하여 현장조사 및 수치실험을 통하여 바다숲 조성해역의 조석류에 의한 해수 흐름을 분석하였다. 수치실험에 사용된 수치모형은 EFDC(Environmental Fluid Dynamics Code)를 사용하여 연직방향으로 총 5개 층을 나누어 실험을 수행하였다. 수치모형의 검증은 조위 및 조류 각 2개 정점의 조화분석을 통한 조화상수 비교를 통하여 수치실험결과와 관측결과가 잘 일치하고 조시별 유동장을 잘 재현하고 있음을 확인하였다. 수치실험결과, 바다숲 조성해역의 해수흐름패턴은 대상해역 바깥쪽의 주류에 비해 방파제의 역할을 하는 밖노루섬으로 인해 흐름이 약해지고, 잔차류는 주로 북서방향의 흐름이 형성되나 크기는 미약하게 나타나 포자나 유배 등이 만내에 체류할 가능성을 확인할 수 있었다. 이러한 결과를 토대로 바다숲 조성시설물을 효율적으로 배치할 수 있을 것으로 판단된다. To arrange effectively artificial reefs for marine afforestation, tidal currents were analyzed by numerical experiments. The numerical experiments were carried out by EFDC(Environmental Fluid Dynamics Code), and water column was vertically divided 5 layers. Tidal current patterns showed to be affected by main current at outside of study area, and circle currents of two were observed from analysis of residual currents. The calculated harmonic constants of tide and tidal current agreed well with those of observations at two stations for tide and two stations for tidal current. The model successfully reproduced the tidal current around the Geomoondo marine afforestation. It suggest that artificial reefs for marine afforestation should be installed belt zone at study area.
