Recently, urban policies experience the paradigmatical change toward the sustainable development for green city and put emphasize on the growth management rather than land development. Similarly the main focus of transportation part in urban planning is required to be transferred from the supply of facilities to the demand control, so it is more important to link it with land use plan. This study aims to identify the problems caused by the loose relationship between land use planning and transportation planning, and explore how to improve institutional measures for the facilitation of the linkage between the two planning fields. Firstly, as a result of review on foreign cases, we have to define the goals and principles in the two planning fields and consider measures which can link the two vertically and horizontally. Secondly, while it should be considered for the transportation plan to be reflected in the land use plan by the laws and ordinances related to urban planning, the linkage with the land use plan is just mentioned by the laws and ordinances related to transportation planning. Thirdly, in the master planning process, population index is different from each other planning fields and the formal acceptance of opinions between the fields is insufficient so that the linkage is not assured. Fourthly, it is necessary to identify the components of linkage, develop the measures of linkage, to relate the planning index from the two field, reinforce the communication process among the related agencies, arrange the function of coordination and integration and establish the common goals between the two fields, in order to ensure the link between the two planning field.
