우리나라 지방의회의 의사결정구조에서 상임위원회의 전문성이야말로 지방의회의 활동수준을 결정짓는 핵심 이라 할 수 있다. 이러한 관점에서 본 연구는 상임위원회의 전문성이 지방의회의 기능에 미치는 영향을 파악 하고, 이에 근거하여 지방의회의 기능 활성화방안을 제시해보고자 한다. 지방의회 상임위원회의 전문성은 각 위원회의 위원장, 위원 및 전문위원이 지닌 개인적 특성과 분야별 역량으 로 개념화.조작화하고, 지방의회의 기능은 주민대표기능, 입법기능, 견제감시기능, 정책기능으로 구분하였다. 이들 간의 관계를 구조방정식모형으로 정립하고, 대구광역시의 전.현직 의원 및 공무원을 대상으로 한 설문자 료를 활용하였다. 분석결과를 보면, 지방의회 상임위원회의 전문성은 지방의회의 각 기능에 통계적으로유의미한 정(+)의 영향 을 주며, 그 영향 정도는 각 기능에 따라 약간씩 차이가 있다. 상임위원회 전문성의 영향력 수준은 정책기능(1.108), 견제감시기능(1.084), 입법기능(1.016),주민대표기능(0.931) 등의 순을 보이고 있다. 지방의 원과 지방공무원을 두 집단으로 분리하여 분석한 결과에서도 상임위원회의 전문성이 지방의회의 기능에 통계 적으로 유의미한정(+)의 영향을 미치는 것으로 나타났다. 영향력 크기를 보면, 의원 집단은 입법기능(1.422), 견제감시기능(1.332), 정책기능(1.297), 주민대표기능(0.981)의 순이며, 공무원 집단은 견제감시기능(0,906), 정책기능(0.838), 주민대표기능(0.789), 입법기능(0.758)의 순을 보이고 있다. 이처럼 상임위원회 전문성이 지방의회의 기능에 미치는 영향은 긍정적이며, 각 기능별로 그 정도에 있어서 차 이가 있다. 이는 지방의회의 각 기능이 지닌 활동의 내용과 특성에 기인하는 바가 크기 때문이며, 따라서 각 기능별로 상임위원회가 추구하는 전문성도달라질 수밖에 없다. Committees are created to enable the larger Congress/Assembly and local councilsto manage their policy-making duties more efficiently and effectively. In this sense,the functional activities of local councils may depend upon the expertise of committeemembers. The objective of this study is to examine the effects of committees’ expertise on thefunctional activities of local councils. The survey data were collected from the 67former/current councilors and 78 government employees in Daegu Metropolitan CityCouncil. The major findings show that the relationships between the expertise of committees’members and the traditional functions of local councils are significantly positive. Theanalytical results are expected to contribute to the development of future policies andprograms on the improvement of committees’ expertise in local councils.

A Traffic Control Scheme of the Base Station Controller in CDMA Mobile Systems

This paper presents a traffic(a new call and handoff call) control scheme of the base station controller(BSC) in a CDMA Mobile System(CMS). The BSC interfaces with a base station transceiver systems (BTSs) and a mobile switching center. Therefore, the BSC must have the capability of handling a huge amount of messages related to traffic, mobility (e.g., handoff), authentication, data service and so on. Such many functions as a new call control, handoff call control, power control, and operation and maintenance have been defined in BSC. We here propose a new call and handoff call control scheme of BSC including handoff threshold level decision, target cell search, handoff call control and neighboring cell configuration management.

The purpose of this study was to investigate the relationship between attract to arena and Spectator' s Statisfaction for professional Sports. Data were abtained from 659 Spectator' s professional soccer in 4 arena and professional baseball in 4 arena. Data were analysied by the multiple regression analysis and one-way ANOVA and frequency analysis. Result are as follows ; First, there were difference in gender and frequency of attendance; no difference was found in age, Result were discussed. Second, competitive only nave an affect on the satisfaction of spectators. It is noted that facility, status of club, and service do not influencr on the satisfation spectators.

Through research considering actural conditions of causes of injuries symptoms, injured tegions, injury preventions which occur in the middle of training of man/woman ball game players, the conclusion is as the following; 1) The mosr important cause of sports injury is weariness, man(13.33%), woman(20.67%), for this reason injury frequency is the high test. 2) Symptoms up till now is blister, Man(9.5%), woman(9.0%). In general order is blister, muscular bruise(7.7%), abrasion(7.3%), muscular convulsion(6.8%), wrench(5.8%), disarticulation(5.8%). 3) injured region is leg joint region, man(8.3%), woman(9.5%). In general order is leg joint region, femoral muscle(8.6%), low femoral muscle(7.5%), feet region(6.8%). 4) Medical care method after injury, both man(22.3%) and woman(20.67%), receive treatment from or thopedic surgery. 5) injury occuring period, in case of man(221.67%), in the middle of game, woman(31.67%), in the middle of doing practice. 6) injury occuring time, both man(24.67%) and woman(24.67%) happen to afternoon training. 7) Injury occuring place, in case of man(21.33%), is formaral place groung, woman (19.0%), gmnasium, 8) Injury occuring season, both man(18%) and woman(26.67%) are winter.

The purpose of this study is to know if there are any differences between satisfactions about professional basketball league facilities and circumstances, and to analyze influences which facilities and circumstances make on a revisit intention. Examples of this study are spectators who purchased Korean men's professional basketball regular league tickets in 2003. Examples are 600 people and they are collected from Nov. 22, 2003 to Dec. 3, 2003 and first examples were 630 but incongruities were excepted. A One-Way ANOVA was conducted to know spectators' satisfaction differences followed by social demographic features and we got following results through the Multiple Regression Analysis to know effects which the satisfaction influences upon the revisit rate. First, there were differences on professional basketball pans' satisfactions about facilities and circumstances. In all factors but a 'stadium outline' factor. there appeared differences between other types of pans. One type of pans which supports a basketball team strongly showed higher satisfactions about facilities and circumstances than the other type of pans. Second, in professional basketball pans' satisfaction factors about facilities and circumstances, it was showed that the access to the stadium and event factors in the stadium influence affirmatively upon the revisit intention.
