산업연관분석을 이용한 과기출연연 경제적 기여효과에 대한 연구 : 한국생산기술연구원 사례를 중심으로

본 논문에서는 한국생산기술연구원(이하 생기원)의 지난 24년간 연구활동으로 인한 수혜기업의 경제적 성과를 산업연관표를 이용하여 분석하였다. 지원분야가 다양하고, 산업간 연관관계가 복접하게 얽혀 있기 때문에 산업연관표를 이용하여 분석하고 그 결과를 고찰하였다. 분석 결과 생기원은 지난 24년 간 연구개발로 인해 전 산업에 걸쳐 총 10조 1천억 원의 생산을 유발하고 임금, 이윤과 같은 부가가치는 총 3조 8천억 원을 창출하였으며, 이로 인해 23,418명의 고용을 창출한 것으로 나타났다. 생산유발효과만 감안하여 비용편익분석(cost benefit analysis) 효과로 해석하면 2.52에 달한다. 선행연구와 차이점은 산업연관표가 없는 년도에는 RAS 방식으로 투입구조를 추정하고 24년간 장기간의 성과를 분석한 것이다. 2018년부터 기관별로 역할을 새로이 정립한 R&R(Roles & Responsibilities)의 효과성에 대해 이러한 방법론을 적용하여 일정 주기로 R&R의 유효성을 평가·점검하는 방식의 적용 가능성도 함께 검토하였으며, 향후 ‘과기출연연의 R&R’을 실효성 있게 시행하기 위해 경제적인 측면의 성과평가 방법으로 적용할 수도 있을 것으로 기대된다. In this study, the economic performance of beneficiary enterprises from research activities of KITECH over the past 24 years was analyzed by using an inter-industry relation table. Since the support areas are diverse and inter-industry associations are closely intertwined, the results of the analysis have been reviewed using the industry association table. The analyzed results showed that R&D activities has generated 10.1 trillion won in production across the industry, and added value such as wages and profits has generated 3.8 trillion won, and this created 23,418 jobs over the past 24 years. The cost benefit analysis effect amounts to 2.52 only by an effect of production inducement. The difference from the previous studies is the analysis of long-term performance over a total of 24 years by introducing an RAS method of estimating input structure in the years when the inter-industry relation table does not exist. In addition, the possibility of applying this methodology to assess and check the validity of R&R (Roles & Responsibilities) which was newly established by each institute 2018 was considered. It is expected that such a method could be applied as an economic performance evaluation method in order to effectively implement "R&R" in the future.
