2009 개정 고등학교 국어 선택 교육과정의 현황과 과제

The purpose of this study is to investigate on the background and the main contents of the 2009 Revised High School Korean Language Curriculum and to suggest the further study for developing a new curriculum. The Korean Language Curriculum has showed a exceed unbalance in the view of the optional ratio between the Korean Language optional subject, and it has been pointed out the problem of Korean Language education system. Due to promote for the balanced learning with the normalization and substantiality, the 2009 High School Korean Language Curriculum is revised based on suggestions of Presidential Advisory Council on Education, Science & Technology. The 2009 High School Korean Language Curriculum was reorganized. the 2007년 Korean Language Curriculum by the shortest time. With investigation for the applied state of 2009 Revised Korean Language Curriculum in high school, it is required to find the problem of the revised curriculum and to prepare for further study to seek the essence of Korean language education with in-depth basic research.

일반논문 : 초등 교원의 인식 분석에 기초한 교육과정 자율화 지원 방향 탐색

이 연구에서는 학교 교육과정 자율화 정책에 대해 우리나라 초등 교사들이 어떠한 어려움을 경험하고 있으며 그 지원 방향에 대한 인식은 어떠한지를 실증적으로 조사하고 시사점을 논의하고자 하였다. 연구 목적 달성을 위해 7명의 초등학교 부장교사 대상 심층면담을 실시하였고 우리나라 초등학교 전체의 5%를 표집하여 293개 학교 교사를 대상으로 설문조사를 실시하였다. 면담 결과, 초등학교 현장에서는 교과군별 기준 시수와 관련하여 혼란을 겪고 있으며 교육청에서 실시하는 학교 교육과정 컨설팅의 유용성에 대해 비판적 인식을 갖고 있는 것으로 나타났다. 설문 조사 결과, 우리나라 초등 교사들은 시·도교육청 및 교육지원청에서 ‘학교 교육과정의 특성화 지원을 위한 전문 인력 확보 및 수시 자문 체제구축’을 통해 교육과정 자율화를 지원해야 함을 매우 중요하게 인식하고 있는 것으로 나타났음을 주목할 때, 교사들은 현재의 학교 교육과정 컨설팅에는 많은 한계가 있지만 앞으로 자율화의 본질적 취지를 살린 교육과정을 편성·운영하기 위해서는 질 높은 컨설팅이 필요하다는 인식을 갖고 있음을 알 수 있다. 또한 초등 교사들은 학교 교육과정 자율화 정책의 취지를 구현하기 위해 교장·교감 및 교사들이 ‘자율화의 취지를 살린 학교 교육과정 편성·운영 모형’에 대해 심층적 연수를 받을 수 있도록 지원해야 한다는 의견을 갖고 있는 것으로 나타났다. 이러한 조사 연구 결과에 근거하여 초등 교사들이 중요한 지원 과제로 인식하고 있는 학교 교육과정 컨설팅이 현장에서 의미 있는 변화를 일으킬 수 있도록 우수한 컨설턴트를 확보하고 그 저변을 확대하기 위한 행·재정적 지원이 강화되어야 한다는 점, 컨설팅 과정에서 교사 주도성이 강화되어야 한다는 점, 교육과정 컨설턴트 활동에 대한 보상 체계가 확립되어야 한다는 점 등을 제언하였다. 또 2009 개정 교육과정에서 교육과정 자율화와 직접적으로 관련되는 사항인 학년 군 및 교과 군 설정, 교과 수업 시수 증감 운영, 창의적 체험활동 등과 관련하여 초등학교 현장에서 주도적으로 교육과정 자율화를 시도하는 것을 지원하는 연수가 강화되어야 함을 제언하였다. The purpose of this study is to explore the perceptions of elementary school teachers about curriculum autonomy policy and to identify the actual needs of supports for the settlement of that policy at school field. The in-depth interview with 7head teachers at elementary schools and a large-scale survey was performed to 293 schools which was 5 percentile of the whole numbers of elementary schools in Korea. Opinions of 856 teachers which was 73 percentile of the sampling were analyzed thoroughly. According to the results of in-depth interview, elementary school teachers are confused about the standard of instructional times in the clusters of subject-matters in 2009 revised national curriculum and they have some critical perceptions about the utility of curriculum consulting from the Metro and the Local Education Offices. Elementary school teachers in Korea perceive that the supports from the Metro & the Local Education Offices is very important and necessary for the distinctive organization and implementation of school curriculum by the insurance of professional consultants and the advisory system which can be utilized at any time regarding the results of survey. Also teachers need strengthening of the performance assessment more than 50 percentile of whole ratio of assessment. The importance of mutual cooperation and positive communication between school members and consultants in the process of curriculum consulting, teacher training reflected the practical concerns of elementary school teachers about the autonomy of school curriculum, reduction of administrative works of teachers to make school conditions to concentrate to their educational activities.
