본 연구는 외규장각 의궤 반환 사례를 중심으로 프랑스 정부 부처 간의 갈등을 해결하는 과정에서 시민단체의 담론 변화가 미친 역할을 분석한 것이다. 전반적인 반환 협상 시기 중 ‘문화 국제주의적 관점’과 ‘등가등량의 교환 법칙’을 고수하던 프랑스국립도서관 및 문화부의 입장과는 반대로 외교 협력을 강조하는 외교부 간에 팽팽하게 맞섰던 3기에 초점을 맞추어 2010년 새롭게 발족된 ‘외규장각 의궤 반환 지지협회’의 활동과 프레이밍의 변화를 살펴보았다. 시민단체가 프레이밍(framing)의 변화를 통해 특정 의제의 정책화에 영향을 줄 수 있다는 논의를 바탕으로 ‘외규장각 의궤 반환 지지협회’의 활동을 살펴본 결과, 이 단체는 다음과 같은 변화를 이끌었다. 먼저 문화 강대국이라는 입지를 바탕으로 프랑스가 선각자적인 관대함을 베풀어야 한다는 논리와 더불어 역사적인 접근을 통해 외규장각 의궤는 ‘약탈 문화재’이기 때문에 프랑스에게 부끄러운 역사의 한 부분이라는 것을 강조했다. 마지막으로는 외규장각 의궤 반환을 문화적인 거래로 바라볼 것이 아니라 반환을 통해 프랑스의 영향력이 한국 내에서 강화되도록 만들어야 한다고 주장했다. 이러한 담론의 변화는 문화부와 프랑스국립도서관이 주장하던 이전의 논리들에서 벗어난 새로운 관점을 제시함과 동시에 정부 부처 간의 갈등에 있어서 시민단체가 소송이나 시위와 같은 방식이 아닌 담론의 변화를 통해서도 의제를 정책화할 수 있다는 점을 보여주었다. This article analyzes a role of framing change of civil society and shows how it resolves the conflicts among the French Government Ministries regarding the restitution of Oegyujanggak Uigwe. It focuses on the activities of newly established Association pour la réunification en Corée du sud des manuscrits coréens (Association supporting restitution of Oegyujanggak Uigwe) in 2010 and discourse change of the 3rd period of negotiation among the whole, where conflicts between Foreign Ministry which emphasizes cooperation and French National Library(Bibliothèque nationale de France, BNF)―Ministry of Culture which sticks to ‘Cultural property internationalism’ and ‘the exchange of the equivalent value of the objects’ were intense. Association pour la réunification en Corée du sud des manuscrits coréens brought some changes in the discourse from Benford and Snow’s discussion that framing change of Civil Society Organizations can affect specific policy agenda. These can be summarized as follows. First, the logic that France should show leniency as a cultural superpower state and then the historical approach to the issue has made changes in discourse that Oegyujanggak Uigwe is disgraceful in the history of France as it is stolen cultural property. Finally, They insisted that France has to strengthen its influence in Korea through the return of Oegyujanggak Uigwe, not perspective of cultural property trade. This change of discourse suggests a new perspective that deviate from ‘Cultural property internationalism’ and ‘the exchange of the equivalent value of the objects’, which are the logics of the Ministry of culture and French National Library and shows that framing change enables Civil Society Organization to change policy agenda setting, not through lawsuit or protest.
