        지역섬유산업의 현황과「밀라노 프로젝트」의 추진방안

        Recently the textile Industry has undergone dramatic changes as a result of technology developments. For successful propulsion of Milan Project as a new paradigm, all of the parties concerned including textile firms, local goverment in Taegu city, research institutions, and universities, must be in harmony with the goals and, strategies of the Milan Project. Firstly, It is necessary for all interested parties to establish the explicit goals of the Milan Project. We should strength textile industry in the Taegu area one of the main industries. Then, we should extend this into the manufacturing of fashion related products. Secondly, we must decide that who will have the responsibility for the Milan Project effectively. We consider the merits and demerits of government authorities in Taegu city, a single corporation and business consortium as a co-ordinator of the Milan Project. We can consider several possibilities. If a corporation takes control of Milan Project, it is easy to cooperate with foreign companies and reflect consumer needs. On the other hand, we can expect several kinds of difficulties like the condition of locations and funds. If a consortium leads the Project, it can get a variety of support and establish networks, as well as secure independence and neutrality. However, when constituting a consortium, it can trigger problems like an balancing the interests of various partners and lack of consortium know-how. However, a business consortium is the best co-ordinator for the Milan Project. Thirdly, regional textile industries must cope a changing environment and be able to set up new strategies. Fourthly, we must research and analyze how can we apply the model of Dong-dae moon market, which is the best fashion and clothing market in Korea. Fifthly, we should prepare the Special Act related to the textile industry, and raise funds. The Milan Project will put into operation from 1999 to 2003. We cannot change the structure of the regional textile industry in 5 years through investments alone. Textile companies must take part in raising funds positively and actively. Finally, the Milan Project is an incomplete project. This unfinished Project should be carried out by all interested parties for a successful strategy, and cooperate with universities, industry and research institutes and the authorities concerned voluntarily. This Project depends on how much the interested parties cooperate. At this time the Milan Project is led by the government, so future Project which will change our textile industry into a new paradigm and a knowledge intensive industry should be led by textile industries. So we prepare for the new paradigm of industry environment, that is knowledge intensive management, for the 21st century.
