Urban environment characteristics experienced in cities are affected according to properties of urban environments centering on roads, blocks, lots, and buildings and these appear as respectively different aspects following urban planning systems. This study observed urban environmental characteristics that appear in small and medium-sized cities of Gangwon Province and conducted analysis focusing on urban forms and characteristics of city organizations that affect urban environments. The 18 small and medium-sized cities of the Gangwon area have developed based on backgrounds with diverse historical and environmental characteristics but city organizations of respective cities did not show large differences. Verifications were made of the common characteristics of physical environments based on gridded systems in the urban forms of cities focusing on many newly formed city country areas and verifications were also made of discriminative features according to geographical and locational characteristics in some small and medium-sized cities. Physical environment characteristics that compose urban forms such as this have significance in the morphological characteristic analysis of small and medium-sized cities in the Gangwon area and ultimately, they have great implications for differentiated city formations of the future.

This study surveyed and analyzed the characteristics of urban form by studying eighteen cities and counties of the Gangwon area that can be categorized as small and medium-sized cities, particularly focusing on urbanized areas. In particular, to conduct this study, numerical map analysis of relevant areas, Figure & Ground work, and analysis using the Arc-Gis program were implemented and field surveys were also carried out. The deduced conclusions are as follows. First, physical characteristics that follow the generative processes of urbanized areas of cities and counties could be verified. With the organization of urbanized areas after liberation, most urbanized areas showed characteristics categorized by fixed norms and the differentiated environmental characteristics of some areas have become fixed as spatial environmental characteristics of entire regions. Second, city unit administrative districts have relatively high concentrations of function centered on urbanized areas and while the density of facilities that show urbanism are being maintained, spatial ranges of urbanized areas are limited in cases of county unit administrative regions and the functions and densities of central streets and facilities appear limitedly. Third, city unit administrative regions and county unit administrative regions showed respectively high urbanized area density but analysis showed that there were great differences of mutual degrees. Such characteristics are grounded upon perspectives that observe cities in periods of high growth and verification was also made of the need for urban management that is essential in periods of low growth.

Gas station vapour is one of the most prominent sources of the volatile organic compounds in air of urban areas. This paper studied the currentmanagement statues of vapour recovery systems of stageⅡ at gas stations and suggested the improvement plans through analysis of case studies. Some 97.3%gas stations of target stations,which have to install the vapor recovery unit of stageⅡ, was completed by end of 2012. But approximately 18.5% of them did not pass the regular inspection caused improper operations and equipment obsolescence. There is a need for government`s technical support, regular training and management manual for gas station workers in order to be operating normaly of the vapor recovery unit of stageⅡ. Furthermore, it is necessary to expand the mandatory installation area for the vapor recovery unit of stageⅡ. For this, an expansion scenario analysis performed. The results showed that the expansion must be preferentially replied in 10 citiesmore than population of 500,000 when it was economicwith a cost-benefit ratiowas 1.43.
