고용허가제 귀환근로자의 귀국 후 삶에 대한 질적연구: 필리핀 귀환 근로자를 중심으로

본 연구 목적은 ”대한민국 산업현장에서 3년 이상 근로 한 후 필리핀으로 귀환한 근로자를 대상으로 귀환 후 활동은 어떠한가?“에 대하여 심층 인터뷰를 하였다. 이를 통하여 근로자의 내면의 세계를 파악하고 이를 기반으로 향후 본국으로 귀환한 근로자의 안정적인 정착 방안을 도출하는 데 있다. 이 연구를 위하여 2022년 5월 18일부터 6. 11. (토)까지 총 3회에 걸쳐 필리핀의 세부, 바기오, 팜팡가 등 3대 도시에 방문하여 총 28명의 귀환 근로자를 대상으로 질적 연구를 하였다. 연구결과는 다음과 같다. 필리핀 외국인근로자는 자국에 귀환 후에 현재의 직업은 개인사업 운영이 가장 많고, 코로나19 팬더믹으로 경제적 어려움을 겪고 있다. 귀환 후 안정적인 정착 환경을 위하여 필리핀 정부에서 거시적으로는 필리핀 경제 발전, 미시적으로는 가족에 대한 지원, 해외취업 활성화 정책이 필요하다. 대한민국 정부에게 바라는 점은 필리핀에 진출한 한국 기업에 취업 알선, 용접 등 직업훈련 기회 제공, 창업을 위한 대출, 대한민국 재입국 기회 제공이다. 대한민국에 다시 일하고 싶은 이유는 필리핀 국가보다 임금수준과 근로 환경이 우수하기 때문이다. For this study, the essential process of entering Korea was statistically analyzed using the SPSS 21.0 program, focusing on 511 test takers who participated in the Test of Korean (EPSTOPIK). Subsequently, a qualitative research questionnaire was developed, and interviews were conducted with workers who returned to Cebu, Baguio, and Pampanga. Upon returning to the Philippines, individuals engaged in various occupations, such as running their own businesses, obtaining employment, being unemployed, or preparing for re-entry to the Republic of Korea. The most difficult things after returning to the Philippines are economic difficulties, finding a job, and meeting re-entry conditions to the Republic of Korea. Economic hardships varied depending on the presence or absence of savings. The environment for stable settlement is support for family members, economic development in the Philippines, and activation of overseas employment. The support that the Korean government wants for a stable settlement after returning home is to find a job at a Korean company overseas, to provide vocational training opportunities, to provide loans for start-ups, and to provide an opportunity to re-enter Korea.
