녹색성장이란 용어는 유엔 아시아 태평양경제사회이사회 주관으로 서울에서 열렸던 제 5차 환경과 개발에 관한 아시아 태평양 환경개발장관회에서 처음 사용되었다. 녹색성장은 환경(Green)과 경제가 상충된다는 고정관념에서 탈피하여, 환경과 경제의 새로운 조합을 통해 양자의 시너지를 극대화하는 패러다임으로 녹색성장의 핵심적인 개념은 경제 성장과 환경 관리의 조화를 바탕으로 한 선순환적 상생 구조이다. 그러나 누구도 이러한 새로운 시스템 도입에 관한 방재시스템을 언급하지 않고 있다. 그러므로 본 고에서는 Green IT, 친환경 교통수단, 통합지휘체계등을 포함한 에코방재정책을 제안하게 되었다. 그 제안은 첫 번째는 기후변화에 따른 방재기준 정비이며, 두 번째는 첨단 녹색 방재기술 개발의 연구개발 투자확대 세 번째는 에너지 위기에 따른 친환경 교통수단 방재 도구 개발 네 번째는 Green IT를 활용한 방재기술의 개발이다. 이는 경제활동으로 인해 자연으로부터 인간사회에 가해지는 위험요인을 자연을 거스르지 않는 범위 내에서 재해저감 또는 차단하기 위한 모든 활동을 말한며, 즉 기후변화에 따른 재난과 성장 위주의 개발로 인해 증가하는 재난의 발생빈도, 규모, 취약성을 최소화하며 복구가 아닌 예방, 대비, 대응 중심의 환경과의 공존을 추구하는 것이다. The term "Green Growth" was first used at The Fifth Ministerial Conference on Environment and Development in Asia and Pacific which was held in Seoul by UN Economic and Social Commission for Asia and Pacific, ESCAP. The Green Growth which breaks down the stereotype that green was not compatible with growth is paradigm to create a incredible synergy effect by the combination between green and growth. The most important concept of Green Growth is win-win structure based of harmony between economic growth and environment management. But, nobody tell a defence system about new growth system, i.e green disaster prevention system for new generation. That's why we are going to declare that green disaster prevention policy focus will be on government rules, green IT, eco transportation system, overall control tower. The detail are as follows. At first, we reorganize the disaster prevention rules for climate change. second, research fund should be increased for high tech green disaster prevention techniques. Third we should prepare new eco transportation system against energy crisis. Forth, we have to develop the green Information technique(IT) tools for disaster prevention techniques. It should be realized in the range that risk factors caused by economic activity do not go against nature. It makes people coexist with environment.
