세계는 지금 해양환경에 대한 개념이 변화되고 있으며 21세기는 우리 인류에게 생명이 숨쉬는 깨끗한 해양을 열어가도록 요구하고 있다. 해양오염에 대하여 국제적인 추세를 보면 1970년대에 이미 런던해양투기협약(LDC)과 선박으로부터의 해양오염방지협약(MARPOL73/78) 등 국제협약을 발효시켜 문제의식을 고취시켰으며 1980년대에 접어들면서 국제기구와 주요선진국에서는 해양오염 발생원을 중심으로 한 실태조사 및 해양생태계에 미치는 연구를 통하여 대응방안을 마련하였다. 우리나라도 이러한 세계적인 흐름 속에 국민들의 해양환경에 대한 인식이 새로워지고 있으며 국민의 소득수준 향상과 주 5일 근무제 등 여가시간의 증가로 인한 해양레저ㆍ스포츠의 활성화로 해양의 이용도가 날로 증가하고 있다. 하지만 ‘95년도에 일어난 씨프린스호 사고에서 볼 수 있듯이 우리나라도 대형해양오염사고의 위험에 상시 직면해 있는 것을 잘 보여주고 있다. 이 연구에서는 씨 프린스 사고 당시와 그 이후의 방제체제를 비교 분석함으로서 향후 우리나라 방제정책의 방향을 제안하고자 한다. It is being asked to provide clean marine environment to the public as the concept for marine environment is changed in recent years. According to international trend related to marine pollution, international conventions such as London Dumping Convention(LDC) and MARPOL 73/78 in the early of 1970s kept the public's attention on the issues of marine environment. Additional efforts to find out the response strategies were also attempted by several international organizations and advanced countries by conducting on site investigation and marine ecosystem. An acknowledgement on marine environment in Korea is also in the middle of changing by the improvement of income and enough time to make the public spend on maritime leisure and/or sports. However, it is no doubt that we always face the possibility of accident as shown in the Sea Prince occurred in 1995. This study provides the direction for response system in Korea advised to pursue by comparing the systems set up at the time the Sea Prince accident occurred and the one after.
