지역단위 GNSS 이동기준국을 활용한 조사측량 개선방안에 관한 연구

현재 국내 측량기준은 GRS80 타원체에 준거한 세계측지계 채택에 따라 GPS를 활용한 정지 측량, RTK-GPS측량이 사용되고 있고 국가차원의 신뢰도 보장을 위해 Network-RTK를 통한 가상기준점 서비스를 국토지리정보원에서 제공하고 있다. 이 방식은 전국 대부분 지역에서 정확도 있는 절대적위치 측량을 할 수 있다는 장점으로 최근 그 수요가 급증하고 있으나, 양방향으로 이루어지는 VRS측량 방식은 다중접속 과부하로 인한 신호의 단절현상과 산악지역 같은 통신음영지역으로 인해 원활한 조사측량이 이루어지지 않고 있다. 본 연구는 이동통신 사용이 불가능한 산악 및 도서지역의 GPS측량 개선방안과 VRS수요분산을 위한 지역단위 GPS이동기준국을 활용한 조사측량 개선방안을 제시하였다. 특히 VRS서비스 불가능 지역에 대한 개선방안으로 국토해양부에서 전국 서비스중인 DGPS보정정보를 활용한 이동기준국 제작과 실시간 가상기준점 정밀측지 운용프로그램을 개발하였으며 가상기준점 획득실험은 두시텍 고정기준점에서 이동기준국의 좌표정밀도를 통해 기준점을 산출하였고 기준좌표에 의한 조사측량용 Local base Station 운용이 현지에서 즉시 가능함을 확인하였다. 이로서 통신음영지역에서 단시간 내정밀기준점 획득과 RTK-GPS Local서비스가 가능한 지역단위 이동기준국 시스템 이용으로 지적측량, 산림, GIS, 해양 등 국내환경에 적합한 각종 조사측량 분야에 효율적인 개선방안으로 제시될 수 있다.

2004년 지적측량시장이 개방되어 수치측량과 확정측량에서 대한지적공사와 민간 지적 측량업자의 경쟁제도가 운영되고 있으나 민간업체에서는 도면전산화사업의 완료 및 디지털측량방식의 도입 등 측량환경이 개선되었기 때문에 도해측량을 민간에 개방해야 한다고 지속적으로 요구하고 있다. 그러나 개방시장의 운영 실태를 파악한 결과 안정화 되지 않은 체제 등의 문제로 고객에게 손실과 비용이 발생하고 있다. 도면전산화사업은 도해지적의 근원적 문제를 그대로 내포한 채 완료되었으며, 디지털측량이 실무에 도입되었으나 측량 원리가 동일하여 현장과 도면의 불일치 사례는 해소되지 않고 있다. 본 연구에서는 제도적 측면에서 안정적인 손해배상책임, 지적제도 연구 및 교육기관의 운영, 지적 측량 수수료의 공공성 확립, 경제적 측면에서 도해측량 시장규모의 한계성, 검사측량 소요비용 발생 억제, 사회적 측면에서 경계분쟁 예방 및 억제, 전담에 따른 국민 후생의 증대 등으로 도해측량의 전담 당위성을 제시하였다. In Korea, the cadastral surveying market has been a competitive between Korea Cadastral Survey Corporation(KCSC) and many private companies in the areas where the land parcels are registered with boundary coordinates since 2004. However, private companies have continuously called for the opening the market where the land parcels are surveyed on the basis of graphical method due to the completion of the digitization project of cadastral maps and introduction of digital surveying environment. In this context, the research on the actual condition of the private companies has been done. The results shows that the unbalanced profit basis and small-scale business in private companies are triggering losses and damages for customers. The digitization project of cadastral maps was completed by remaining original defaults of the maps and the introduction of the digital surveying environment does not make a fundamental effect to the surveying results in that the disparity between the surveying fields and cadastral maps are existed. This paper presented the justifiability of the cadastral surveying with the whole responsibility in graphically defined areas in terms of some aspects. Firstly, the secured third party liability of surveying errors, the sustainable operation of research of cadastral system and the training institute, and the appropriate pricing of the surveying fees are proposed from an institutional perspective. Secondly, the limited surveying market shares in graphically defined areas and the control of the inspection survey expenses are identified as the justifiability in terms of the economical aspect. Finally, from a social perspective, the prevention or restraints of the land disputes and the contribution to citizen's convenient shall be a role as the justifiability
