국가가 주인인 국유재산은 곧 국민의 재산으로 국가와 국민의 공공복리를 위하여 사용되어야 한다. 그러나 법에 안주한 소홀한 관리로 인하여 많은 국유재산이 시효취득의 대상이 되어, 권원 없이 무단점유한 사람들에게 소유권을 빼앗기고 무주부동산과 은닉부동산이 산재되어 그 색출과 권리확보에 시간과 예산이 낭비되었다. 이러한 문제를 획기적으로 개선하고 치유하기 위한 방안으로 제도나 조직이 아무리 완벽하게 정비되었다 해도 그 제도와 조직을 움직이는 기관장의 관심과 담당공무원의 책임의식의 전환 없이는 올바른 국유재산 관리는 이루어질 수 없을 것이다. 그러므로 모든 국유재산 담당공무원이 창의적이고 능동적인 자세로 국유재산 관리 운영에 적극 참여할 때 효율적인 국유재산 관리가 될 수 있을 것이다. State property is supposed to be utilized for the welfare of the state and the general public. The easy-going management gave rise to numerous illegal occupiers taking over state property touting the prescription as its title. thus ultimately resulting in wastes of time and budgetary fund through the process of assorting the terra nullius and concealed realties. To improve the above-mentioned problems, whatever the good-performing institutions and well-arranged organizations, the desirable management of state property cannot be accomplished without the eagerness and attention of C.E.O and public employees in charge. Therefore, the active attitude and creativity of all the state property managing personnel should not be stressed too much, to the betterment of efficiency-promotion of the state property management.

본 연구에서는 부동산 중개업의 현황과 문제점을 분석하고 그 개선점을 제시함으로써 향후 부동산중개업이 나아가야 할 방향을 제시하는데 그 목적을 두었다. 부동산 중개업은 부동산업의 근간을 이루는 주요 활동으로 그 역할이 중요한 위치를 차지한다. 이러한 부동산 중개업의 위치에도 불구하고 부동산중개업은 많은 문제점을 가지고 있다. 현행 부동산 중개업의 문제점은 법ㆍ제도의 불안정, 부동산중개업의 영세성에서 기인한다. 이러한 문제점을 해소하기 위해서는 법ㆍ제도를 현실에 맞게 정비하고 부동산중개업을 고도화시킴으로써 서비스의 질을 개선하고 국민들에게 신뢰감을 준다면 부동산 중개업의 발전을 기대할 수 있을 것으로 본다. A study on Problem and Improving measures of the Real Estate Brokerage This study analyzes the status of real estate brokerage with problems and represents the best way to get to the ideal brokerage. It is wellknown that real estate brokerage has widely affected our living. Although real estate brokerage is very important, existing real estate brokerage has many problems derived from unstableness and destitution of business. In oder to solve these problems, this study represented that if the service of real estate brokerage would make people possible to trust those laws and measures, we could look forward to breakthrough.
