        탈경계적 위기대응 실패와 개선과제

        현대사회는 다양한 위기를 경험하고 있을 뿐만 아니라, 과거와는 달리 위기속성의 변화로 인한 영향이나 결과에 대한 대응역량이나 취약성이 심각한 문제로 등장하고 있다. 특히, 위기사안의 지리적ㆍ기능적ㆍ시간적 탈경계성은 위기관리의 어려움을 증대시키고 있다. 구제역은 국제적으로도 방역체계가 구축되어 있는 잘 알려진 위기유형이다. 그러나 2010년 일본 미야자키현에서 발생한 구제역 발생은 심각한 피해를 초래했다. 10년 전의 경험 및 인접국가의 발생정보 전파에도 불구하고 중앙정부ㆍ지자체ㆍ축산농가 등의 탈경계적 위기의식이 결여되어 있었다. 만연상태로 인한 대규모 살처분 조치 및 백신접종, 축산농가 배상조치에 관한 제도적 기반이 결여되어 있었다. 중앙ㆍ지자체, 관련기관ㆍ단체, 축산농가ㆍ업체, 주민 등 각각의 관련 주체가 상호연계 및 조정이 효과적으로 기능하지 못함으로써 새로운 해결과제가 제기되었다.

      • 고급 사고력 향상을 위한 초등 사회과 교수·학습 방안

        Today, many people think that teachers should spend time teaching thinking skills directly. Some critis, however, argue that time spent teaching thinking skills diverts time from instruction that could be better spent on more purely academic subject matter. In response, some authorities claim that pupils learn academic subject content better when they also receive instruction focusing specitically on thinking skills development. Metacognition refers to the process people use to monitor their own thinking as they confront problems or dilemas. Several instructional approaches seek to help pupils more carefully monitor their thinking processes. The "thinking aloud" technique, based on the principle of modeling, requires the teachers to verbalize the steps followed in approaching a task similar to the one pupils will be assigned to do. The "visualizing thinking" technique encourages pupils to develop diagrams they can use to take notes that are clearly relevant to an assigned learning task. Inquiry approaches utilize inductive learning processes. They began by introducing pupils to isolated pieces of informations. Pupils proceed through a series of steps that culminate in their development of an explanatory generalization. General steps in an inquiry lesson are (1) describing essential features of a problem or dilemma (2) Suggesting possible solutions or explanations (3) gathering evidence to test these solutions or explanations (4) evaluating solutions or explanations in light of this evidence, and (5) develop conclusion based on the best evidence. Data charts can be used to develop pupils ability to compare, contrast and generalize. They typically feature information displayed in matrix. Pupils use individual cells as they look for patterns, identify similarities and differences, and draw general learners to consider perplexing problems in novel ways. The product of good creative thinking must be both new and useful. Brain storming in one technique teachers use to develop pupil creative-thinking skills. Critical thinking requires that judgements be made in light of defensible creteria. Problem-solving techniques are used when issues have "correct", "right" or "most appropriate" answers. A typical problem-solving lesson includes four steps : (1) identify the problem (2) consider possible approaches to its solution (3) select and apply approaches and (4) reach a defensible solution. Some problems have several possible solution. The specific decision a person reaches results from considering evidence and values. Decision making lessons can be used in a varity of circumstances in elementary social studies program.

        候鳥에서의 日本腦炎 바이러스에 對한 中和抗體證明

        Birds were found to be rescrvoir of Japanese encephalitis virus (JEV) by isolation of the virus from birds by studies of Buescher and Scherer et al. It has been thought that birds might have relationship with overwintering mechanisms of JEV and Reeves et al succeeded in inducing artificial latent infection of Western equine encephalitis virus in hirds by inoculation of the virus, There is another hypothesis to explain the every-summer endemicity of Japanese encephalitis in the endemic area of temperate zone, that migrating birds of tropical areas carry the virus to the endemic area every spring or early summer but it was not proved. This experiment was carried out to isolate Japanese encephalitis virus and also to examine the frequencies of JE virus infection in migratory birds. It was found that about 7% of migratory birds collected in springs of Korea contained neutralizing antibodies to JEV but virus isolation was unsuccessful.

        한국형 (韓國型) 출혈열 (出血熱) - II . 병원체 (病原體) 분리 (分離)

        Epidemic hemorrhagic fever was recognized for the first time in Korea in 1951 and since that time it has been known as Korean hemorrhagic fever (KHF). Similar diseases to KHF have been known in Manchuria, the Soviet Union, Scandinavia, Eurasia and Japan. Many attempts bave been made to isolate the causative agent of KHF and clinically similar diseases but failed. In 1976 Lee and Lee succeeded in demonstrating an antigen in the lungs of the striped field mouse, Apodemus agrarius, which gave immunofluorescent reactions with sera of patients convalescent from KHF for the first time and named it as Korea antigen. Seventy-three strains of the etiologic agent of KHF which reacted specifically only with the convalescent sera of KHF patients were isolated from lung tissues of Apodemus agrarus coreae rodents and also same agents were isolated from acute sera of two patients in adult Apodemus. The agent was successfully propagated in Apodemus through 13 passages. Experimentally inoculated mice developed sp cific fluorescent antigen in lungs, kidneys, liver, parotid glands, bladder. The agent was neutralized with convalescent serum of KHF, chloroform sensitive, passed through 0.1p millipore filter and not sensitive to antibiotics. The results indicate that the agent is the causative agent of KHF and a small virus.

        In considering the goals of social studies, the most effective teaching-learning, model is inquiry-model. According to sixth curriculum reform, the goals of social studies are to acquire the principles and concepts of social phenomenon and to solve new problems every day happenings. To solve these problems, this approach maybe most effective model. But because teachers and students are not accustomed to this process, they are teaching and learning traditional method as usual. To solve these problems, I want to point out some reasons. Firstly, teachers are not perfectly comprehend inquiry process, to accomplish this lesson smoothly, teacher's role are to give impetus the children to learn his lesson and to solve his problems in orderly fashion. But because most teachers are not accustomed to the technique of this approach and method of these all process, they can't accomplish their role for this lesson. Secondly there are short of the support of authority. It is necessary many mediums and materials for learning in inquiry process, but in classroom there are lack of materials and supportings for this process. Thirdly, it is urgent to develop learning medium for inquiry model. Although present curriculum is mainly framed for inquiry-process, teachers can't easily acquire teaching materials. Present teaching materials are not suitable for not-trained teachers. Inquiring lesson is considered to be difficult for teachers and children for early stage, but it is not impossible. When we are conceived of this method of approach, the students in the classroom are active and vivid.
