본 연구는 개도국의 정부혁신 현황과 수요를 분석하고, 그 결과를 바탕으로 향후 정부혁신을 매개로 한 개도국 간 상호 협력의 기본방향을 제시하는 것을 목적으로 한다. 그간 우리나라의 행정학 연구에서는 선진국의 정책사례를 우리나라에 소개하려는 연구가 주를 이루었던 반면, 우리나라의 사례를 바탕으로 다른 나라의 수준을 진단하거나 상호 협력체계를 구성하려는 시도는 거의 없었던 것이 사실이다. 이는 상대적인 비교우위나 독창성이 있는 우리의 정책사례가 많지 않았고, 발전행정론적인 관심이 외국의 이론과 사례흡수에 치중해 왔기 때문인 것으로 보인다. 본 연구에서는 참여정부 들어 역점사업으로 추진해 온 정부혁신이 UN에 의해서 우수사례로 인정받는 등 국제적인 적용가능성이 큰 정책사례라고 보고, 우리나라 정부혁신의 차원과 어젠다를 중심으로 남미의 개도국인 칠레와의 협력방안을 모색해 보고자 한다. 이를 위해 본 연구에서는 포커스 그룹을 대상으로 다차원적 분석틀을 중심으로 한 인터뷰를 통해 칠레의 정부혁신 수준을 정성적으로 진단해 보고, 우리나라 정부혁신의 주요 어젠다였던 행정개혁, 인사개혁, 재정세제, 전자정부, 기록물관리, 지방분권의 6대 분야별로 협력대상 분야를 파악하였다. 이어 정부혁신 수준진단과 분야파악을 바탕으로 상호 간의 협력방안을 단계별로 제시하였다. 본 연구는 첫째, 기존의 발전행정 연구가 주로 선진국과 후진국 간의 수직적 발전관계에 관한 연구들이었던 것에 비해 개도국간의 협력가능성과 방안을 제시하였고, 둘째, 남미에 대한 관심을 과거 종속이론이나 관료적 권위주의에서 탈피하여 정부혁신으로까지 확대한 점에서 이론적 의의와 실천적 유용성을 가진다고 본다. This study aims to evaluate governmental innovation level and identify governmental innovation demand of Chile as a case study, in order to develop cooperative relationship in the government innovation area among Korea and other developing countries based on Korean Government Innovation Schemes. Until now, in terms of Development Administration in Korea, most of the existing studies have given their interests only to the way of how to import advanced countries' experiences to Korea without considering how to diffuse Korean experiences to the other countries. However, as Korean Government Innovation Schmes won worldwide reputation as one of successful best practices, it is time to find a way to diffuse our experiences and to mutually cooperative initiated by Korean government. Chile is chosen for case study area since it has similar historical experiences with Korea, such as colonial period, military government, monetary crisis and now is the leading country among Latin American countries in the area of governmental efficiency. For this purpose, this study conceptualizes indexes of governmental innovation level and demand based upon the Korean case, and a newly developed conceptual framework of analysis is applied to evaluation of the level and demand of Chilean governmental innovation. This study is expected to contribute to diffusing Korean experience on governmental innovation to Chile and other countries in the future, and to making a chance to mutually cooperate among developing countries. Also it has significance in both theoretical and empirical aspects of the Development Administration area, which has paid relatively less attention to administrative cooperation between developing countries. A more specific follow-up study is needed later to develop detailed strategies for diffusion and cooperation between two countries and among other countries in the government innovation area.

국내 포털사이트 지도 서비스의 사용성 평가 : 네이버지도와 다음지도 비교를 중심으로

본 연구는 국내 지도 서비스의 양대 산맥이라고 할 수 있는 네이버지도와 다음지도의 사용성을 평가하여 국내 포털사이트 지도 서비스의 사용자 경험 개선을 위해 필요한 사항을 도출해 내고 이를 제안 하는데 그 목적이 있다. 이러한 연구 목적을 달성하기 위해 1차로 문헌연구를 통해 이론적인 토대를 구축하고 2차로 실험집단을 구성한 뒤 지도 서비스의 사용성을 평가하기 위해 다섯 가지 태스크를 설정하고 수행과정을 시간 기반 태스크 매트릭스(time-on-task metrics)와 에러 매트릭스(errorsmetrics)를 이용하여 연구를 진행하였다. 이와 더불어'Tobii사'의 시선 추적 장치(eye-tracker)를 이용하여 효율성을 측정하고 선호도 조사와 씽크 얼라우드(think-aloud)를 병행하였다. 이 같은 복합적인 사용성 평가 및 분석을 통해 지도서비스의 사용자 경험 개선에 필요한 사항들을 제언하였다. 그것은 첫째 제공되는 콘텐츠에 따라 사용자들의 적극적인 참여를 유도하고 사용성을 높여줄 수 있는 사용자 친화적인 유저인터페이스 개발에 노력해야 한다. 둘째 접근의 효율성을 높일 수 있는 최적화 된 정보구조(IA: information architecture)의 설계와 더불어 서비스와 사용자 사이의 쉬운 커뮤니케이션을 위한 직관적인 인터페이스 디자인이 필요하다. 셋째 다양한 분석과 검색엔진의 개발을 통해 검색편의성을 향상시키고 정보검색 결과에 있어서 중요한 세부메뉴의 접근성을 높일 필요가 있다. 넷째 사용자의 니즈를 반영한 차별화된 콘텐츠 개발이 필요하다. The purpose of this study is to evaluate the usability of the two prominent web sites Naver map and Daum map known for their Local Portal Site Map Services and then make suggestions to enhance their user experience(UX). To achieve the purpose of this study first we established the theoretical foundation. And after gathering the focus group we set up 5 different tasks to examine the usability of map service. We proceeded with the process of the implementing tasks by using time-on-task metrics and errors metrics. Also we measured the effectiveness of interface then we did preference research and think-aloud at the same time. We are suggested requirements for user experience improvements from the complicated usability analysis and evaluation. First it is necessary to inducing the positive participation of users on the contents provided and develop a user-friendly UI to boost usability. Second to increase efficiency there will be an optimization of information architecture(IA) and there will be a need for intuitive interface design for easy communication between the user and the service. Third through variety of analysis and development of search engine the search convenience will be improved. And significant details of the menus are necessary to increase the accessibility on the search results. Fourth it is necessary to develop differentiated contents reflecting the user's needs.
