소방용 비상전원은 상용전원의 공급이 중단되었을 때 자동으로 대체 공급하는 전원으로서 화재 진압 시설 및 장비 운용을 위한 필수 설비이다. 건축물 또는 시설물에서 비상전원 공급이 요구되는 부하는 화재시의 소방부하와 화재 또는 비화재 정전 시에 사용되는 비상부하로 구성되는데, 일반적으로 이 두 가지 부하를 겸용으로 이용하는 자가발전설비를 설치하고 있다. 이 경우 대다수의 현장에서 소방부하와 비상부하 중 더 큰 한쪽만을 충족하는 단일 부하 기준으로 발전기 출력용량을 선정하는 사례가 많아 화재 발생의 긴급 상황에서는 자가발전설비의 과부하 발생으로 사용불능 조건이 되고 있다. 이로 인해 화재 발생시 초래되는 반복적인 피해의 예방을 위해 화재 상황에서는 소방시설에 전원공급이 유지되는 조건이 확보되도록 국가화재안전기준 (NFSC 103) 개정이 이루어졌다. 본 연구에서는 이번 개정에서 비상전원의 용량 등이 규정되고 소방전원 보존형 발전기를 도입된 배경 및 특징 등에 대해 제시하고자 한다.

본 논문에서는 소방용 비상전원 안전성 확보에 관한 것으로서, 과부하 조건 회피를 위한 인터록 시스템 및 기타 방법의 한계점을 분석하여 최근 제도적으로 도입된 소방전원보존형 발전기의 필요성과 타당성을 확인하고 나아갈 방향을 제시하는데 있다. 소방부하 및 비상부하 겸용의 자가발전설비에서 어느 한쪽의 용량으로만 택일하여 설치할 경우 정전 및 화재 발생 시 발전기 용량 초과로 비상전원 공급 중단과 소화설비의 미작동의 위험이 초래된다. 소방시설에 비상전원의 안전한 공급을 목적으로 하는 소방전원보존형 발전기는 과부하에 도달되면 소방전원보존용 컨트롤러에서 신호를 발신하여 소방부하는 남겨두고 비상부하의 일부 또는 전부를 차단하고, 소방부하에 비상전원이 연속적으로 공급하고 그 작동 상태가 표시되는 표시장치를 특징을 가진 시스템이다. 소방 안전을 확보하는 제도는 안전을 위한 행정적인 절차와 기준을 지킴으로써 기술적인 안전성이 보장되도록 하는 방식으로 운용되고 있다. 이에는 확인 절차가 필수적으로 요구되는 것이다. 임의의 구두 진술로나 이와 다름없는 임의적인 서류로만 인정할 수는 없는 것이며, 그럴 경우 제도에 의한 소방 안전 확보의 보장성이 무너지기 때문이다.

An emergency power system for reserved firefighting power(EPS-F) is an firefighting and standby power generator. Since its rated output capacity is calculated based on the fire load, it has an advantage that its capacity is significantly reduced compared to a generator for the combined use for load and firefighting(combined load and firefighting generator). The feature of this type of generator is the control system consisting of a measuring device, control device and display. During a power outage, emergency power is supplied to the firefighting load and standby load simultaneously. However, when the system is overloaded, the standby load is cut off partially or entirely. This type of generator is applied based on the patented independent generator for reserved firefighting power. It is required that this system be applied safely and legally by comparing and analyzing a patent related to this generator.
건축물의 비상전원 적용실태 및 자가발전설비의 안전 운전 모델에 관한 연구

The purpose of this paper is to present a model for operating an emergency power system(EPS) that can secure a sufficient power supply used in case of a fire by analyzing the status of power supplies for emergency and firefighting operations. Investigations on the one of the causes of the operational failure of firefighting systems show evidence of EPS. Generally, when power to a building is interrupted, EPS supplies the emergency load(excepted firefighting load) first. When a power outage and a fire occur simultaneously, the EPS must be able to supply both the emergency load and the firefighting load, especially the firefighting load to the end. However, in order to save construction costs, emergency power generators in apartment, commercial, and business buildings can satisfy only one of the required loads. In cases like this, when a power outage and a fire occur simultaneously, there is a danger of firefighting equipment not operating due to insufficient power supply from the emergency generator. Therefore, an EPS must have a reserved firefighting power that can supply both the firefighting and the emergency load. Such EPS, when faced with a danger of an overload, will shut down the supply to all or part of the emergency load, thus securing a continuous power supply to the firefighting equipment. The generator power system with reserved firefighting power (RFP) will also have an indicator to show that the selective control is being used. General power generation systems for emergency load and firefighting load were found to have a demand factor of 50-60% with a lump. However, when installing an EPS, the builders must choose the higher demand factor suggested according to the official approval demand factor of the building
