지적학과 위기현상의 영향요인에 관한 연구

본 연구의 목적은 지적과의 위기현상에 영향을 미치는 요인을 실중ㆍ분석함으로서, 향후 지적과의 위기현상을 극복하는 방안을 제시(모색)하는데 있다. 연구의 목적을 달성하기 위하여 분석은 사회ㆍ경제적 측면, 정책적 측면, 교육환경적 측면을 평가요인으로 포힘하여 실시하였다. 분석 결과, 정책적 측면의 요인이 가장 큰 영향을 미치 있는 것으로 분석되었으며, 다음으로는 교육환경적 측면의 요인, 그리고 사회ㆍ경제적 측면의 요인은 가장 낮은 영향력을 갖는 것으로 분석되었다. 각 대학별로 응답경향에는 다소 차이가 있었으나, 표본전체의 평균을 고려해 세부 요인별 영향력 지수를 중심으로 정리하면 '지적과 졸업생 우대제도 미흡', '지적교육에 대한 정책 미흡', '취업진로방향의 한정성' 등이 가장 큰 영향력을 갖는 요인으로 분석되었다. The main Purpose of this study is to analyze the impact factors on a crisis of cadastral department. In order to achievo the objective uf this study, the analysis of this research includes a aspect of social economy, cadastral policy, educational environment as an evaluation factor. The analysis showed that impact factors of crisis of an cadastral department was high in order aspect of policy, educational environment, social economy. When analyzing the rank of importance effect, is insufficient of preferential treatment a graduate from a college of cadastre, a policy of cadastral education, and the limitative of employment.

부동산중개업에서의 서비스품질요인이 서비스품질성과에 미치는 영향에 관한 연구

분석 결과, 부동산중개서비스 품질을 구성하는 하위범주의 중요도는 대응성, 보증성 등의 순서로 분석되었다. 부동산중개서비스품질과 고객만족의 인과성을 분석한 결과, 부동산중개서비스 품질은 고객만족에 정(+)의 방향으로 유의한 영향을 미치는 것으로 분석되었다. 고객만족과 성과(재이용의사, 타인추천의사)의 인과성 분석 결과, 고객만족은 재이용의사 및 타인추천의사에 각각 정(+)의 방향으로 유의한 영향을 미치는 것으로 분석되었다. The analysis showed that importance of subcategories constituting the quality of real estate brokerage service was high in order of responsiveness, assurance. As a result of analyzing the correlation between quality of real estate brokerage service and customer satisfaction, it was found that the quality of real estate brokerage service showed positive correlation significantly on the customer satisfaction. As a result of examining the correlation between customer satisfaction and intention of reuse or recommendation to others, it was analyzed that the customer satisfaction showed positive correlation significantly on both intention of reuse and intention of recommendation to others.

지적계의 경쟁력 강화 방안

본 연구에서는 지적계의 경쟁력을 정의하고 지적계의 주체라 할 수 있는 산ㆍ관ㆍ학의 차원에서 경쟁력 강화를 위한 몇 가지 제언을 하였다. 각 주체별로 규정지을 수 있는 위기를 정리하면, 산업체의 경우, 대한지적공사의 감독기관인 소관청과의 업무관계에서 비롯된 대내외적인 갈등과 대국민과의 관계에서 이미지마케팅의 인식부족을 지적하였다. ‘관’의 경우 한정된 직급 및 담당업무에서 비롯된 조직원들의 갈등문제, 그리고 지적업무의 특수성 등에 대한 유관기관 및 공직사회에서의 시각에 대한 대처문제 등을 지적하였다. 그리고 학계 차원에서는 지적학의 학문적 기틀을 마련치 못함에서 비롯된 지적학의 학문적 위기를 지적하였다. 이상의 각 위기를 극복하고 경쟁력을 갖추기 위한 방편으로 다음과 같은 제언을 하였다. 첫째, 산ㆍ관ㆍ학의 차원에서 공통적으로 지적학의 본질을 규명함으로서 학문적인 기틀을 마련하여야 한다. 둘째, 지적계 각 주체상호간의 갈등관리가 이루어져야 한다. 셋째, 발전적 환경조성을 위해 노력하여야 한다. 대한지적공사의 경우 ‘조직성격 진단’과 지적측량서비스품질 관리에 역점을 두어야 한다. 지적행정조직의 경우, 시민들과의 파트너-쉽을 형성함으로서 공생산자 입장에서의 행정기반을 마련할 수 있어야 한다. 그리고 학계의 측면에서는 지적분야의 학문적 성장을 위해 ‘개념분석’에 관심을 가져야 하고, 지적관련자료의 학문적 근거를 수집, 정리함으로서 학문의 기틀마련에 일조하여야 할 것이다. This study is designed to define the competitiveness of the cadastral area and to discuss the competitiveness of the cadastral area in the aspect of industry, administration and schools. The conflict between the competent authorities, between the members of organizations and the lack of conception of the external image marketing were pointed out as the problems of industry. In the aspect of administration. the problems from the limit of engineering areas and the viewpoint of the authorities concerned and public society were pointed out as the problems of the external circumstances. In the aspect of schools, the lack of the academic characteristic and paradigm of cadastre and the problems in classifying the sub-category of cadastre were pointed out. By solving these problems. the plans to enhance the competitiveness of cadastral area were suggested. First, the common basis in the industry, administration and schools must be able to be firmed by examining the nature of cadastral science. Second. the effort to manage the conflict among the industry, administration and schools or in each performer in the cadastral area must be accompanied. Third. in the aspect of industry, to create the developmental circumstances, the characteristic of the organization must be examined and the best effort for the quality control of cadastral survey service must be made. In the aspect of cadastral administration. the effort for the revaluation of the cadastral administration and partnership among citizens must be made. In the aspect of schools. the analysis of the conception of the cadastral area must be interested in and the establishment of academic foundation in the cadastral data and the enhancement of capacity by the academic society of cadastre were suggested in this study.

지적민원행정의 봉사성 제고 방안

우리나라는 70년대 이후 고도 경제성장과 활발한 국토개발추진에 따른 토지이용의 극대화와 다양화로 토지의 소유와 이용을 둘러싼 지적민원행정의 업무량이 큰 폭으로 증가되고 있다. 그러나 현행 지적민원행정서비스는 지적이 안고 있는 여러 가지 문제점들로 인하여 국민의 욕구를 제대로 충족시키지 못하고 있다. 따라서 본 논문은 체계적인 분석을 통해 현재의 지적민원행정이 안고 있는 불합리하고 비능률적인 문제점들을 찾아내 봉사성 측면에서 장래의 지적민원수요에 양질의 서비스를 제공할 수 있는 방안을 제시하고자 한다. The cadastral civil affairs administration service related to the possession and use of land has been increased because of the maximization and variety of use of land through the rapid economic growth and the national land development since 1970s. The current cadastral civil affairs administration service has not satisfied the needs of the nation because of many problems in cadastre. Therefore, the aims of this study are to find many unreasonable and inefficient problems in the current cadastral civil affairs administration service through the systematic analysis and then to show the ways to offer the service of good quality promptly and precisely in the future cadastral civil affairs administration service.

지적민원행정의 능률성 제고에 관한 연구

본 논문은 현행 지적민원행정의 문제점 해결을 위한 기초자료를 제시할 목적으로 우리나라 지적민원행정의 운영 실태를 능률성 측면에서 분석ㆍ평가하여 문제점들을 도출한 다음에 미래지향적인 지적민원행정체계의 구축을 위한 개선방안을 제시하였다. 능률성 측면에서 제시된 대안으로는 지적정보를 총 관리할 수 있는 CIO 직제의 도입과 함께 도면전산화를 서둘러야 하고, 지적민원양의 폭주에 따른 행정서비스 기능의 질적 저하를 방지하기 위한 전문인력의 확보와 함께 기존 지적직 공무원과 지적공사 민원담당 직원에 대한 재교육과 훈련을 제도적으로 개선할 것을 제안하였다. In this paper, the conditions of operation in the cadastral civil affairs administration in our country were analyzed and evaluated in the view of efficiency to show the basic data for solution of these problems and then the methods for improving the construction of cadastral civil affairs administration system for the future were suggested. The suggested methods in the view of efficiency included the introduction of CIO system which can manage all the cadastral information and the prompt computerization of blue prints. Also it was suggested that hiring more experts in cadastre should be taken to prevent the deterioration of administration service caused by the increase of cadastral civil affairs and that reeducation and training for cadastral civil servants and staffs in charge of civil affairs in the Korea cadastral Survey corporation should be improved systematically.

지적전공자의 의식구조 분석에 관한 연구

본 연구는 지적학 전공 대학생들의 전문성에 대한 의식구조를 분석해보고자 하는데 있다. 이러한 연구목적을 달성하기위하여 이론적 토대가 되는 전문성의 개념과 지적기술자의 전문성에 관하여 검토하였고, 이론적 고찰을 통해 구조화된 설문지를 구성하게 될 4가지의 지적기술자의 전문성 요인(지식과 경험, 문제해결 능력, 자기혁신, 자긍심과 윤리의식 실천성을 선정하였다. 선정된 4가지 요인을 중심으로 작성된 설문지를 활용하여 총 113개의 설문지를 회수하여 실증분석을 실시하였다. In this paper, we study the general thinking structure of the collegians majoring in the cadastral course students on the professionalism. For this goal, this article discusses the theoretical background of professionals in the field of cadastral, in relation to four components of professionalism were knowledge and experience, capability of a matter settlements, seif-innovation, pride and practice of ethics consciousness. and the questionnaire was professionality diagnosis the consciousness of the students. For this study, the questionnaires were given to 113 collegians majoring in the cadastral course students (cheong ju university, dong kang college, cheong yang provincial college)

전문대학 지적학과 교육의 문제점과 발전방향

본 연구는 선행연구를 검토해본 결과, 지적교육의 정체성 확립을 통한 차별화된 경쟁력 확보가 요구되어짐을 확인할 수 있었다. 따라서 연구목적과 선행연구 검토를 통한 시사점을 토대로 본 연구에서는 지적과 교육과정을 대학별로 비교 검토하였다. 그리고 다음과 같은 발전방향과 과제를 제시할 수 있었다. 첫째 교수님들 중심의 교과과정 구성이 아닌, 사회적 수요와 관련 직업군에 대한 충분한 사전분석(예를 들면, 직무분석, 기관의 요구사항 등)을 통해 적절한 구성이 이루어져야 한다. 둘째, 전공교수님들의 공동교재개발과 수준의 조정이 요구된다. 셋째, 현장교육(현장실습, 프로젝트 수업)의 확대와 최신의 실험실습 장비의 지원이 이루어져야 한다. 넷째, 학제간 연계 교육 강화 및 내실 있는 운영, 그리고 실업계고교-전문대학-4년제대학간의 연계강화 등이 이루어져야 한다. As a result of analyzing the prior survey for this study, it was confirmed that the security of discriminated competition must be required through the establishment of identity in cadastre education. Therefore, on the basis of the current issues through the review of the aim and the prior survey, cadastre courses in colleges were compared and examined in this study. Then the following developments and projects were suggested. First, the proper curriculum, not for the professors, must be constituted through the social demands and the sufficient prior survey on the related job groups/for example: job analyzing, requirements from authorities concerned). Secondly, writing textbooks together by professors and the adjustments of their levels must be performed. Thirdly, the extension of field education must be performed. Also the training and laboratory equipments must be supported. Lastly, 'school-industry' ties, its stable operation and vocational high school- college - university ties must be reinforced.

새주소사업의 위기관리 방안에 관한 연구

새주소사업 및 도로명중심의 새주소체계에 대한 국민들의 인식전환, 안정적인 정착을 유도할 수 있는 정책대안을 모색하기 위하여 공공문제 관리의 영역 중 하나인 위기관리 측면에서 접근하였으며, 광주ㆍ전남지역을 중심으로 연구를 진행하였다. 연구의 목적을 달성하기 위해 새주소사업에 대한 개괄적인 검토와 새주소사업의 위기를 정의하였다. 그리고 광주ㆍ전남지역의 위기관리실태를 살펴보기 위해, 지역언론을 활용한 내용분석을 실시하였으며, 광주광역시와 전라남도의 홍보실태 및 전략 등을 살펴보았다. 이상의 논의와 검토를 통해 새주소사업 및 새주소체계의 인지도 향상 및 긍정적인 여론의 형성을 위해서는 첫째, 관리사항을 명확히 파악함으로써 전략적 대응을 하여야 하고, 둘째, 홍보내용의 신뢰성을 확보할 것, 셋째, 체계적인 홍보프로그램을 마련하고 실천할 것 등을 제시하였다. This study, which centers around the Chonnam Province and the city of Kwang-Ju has been conducted from a crisis management perspective in order to find ways to change the citizens' perception of the New Address Grant Project and to grope for an alternative policy that will yield to a sound settlement of the project. In order to fulfil the purpose of this study, general aspects of the New Address Grant Project were examined and the possible crisis were defined. In addition, a content analysis through the local media, an investigation on the current state of public relations, and review of the region's strategy were conducted in order to determine the current crisis management ability of the Chonnam Province and the city of Kwang-Ju. The following points are presented by this study in order to increase the support ratio of the New Address Grant Project and to mold a positive press coverage. First, the management points need to be cleary determined in order for a strategic response to be executed. Next, the credibility of the PR contents must be secured. Lastly, a systematic PR-program must be formulated and executed.

도로명주소사업 평가에 근거한 지적정책품질관리 방향에 관한 연구

본 연구는 지적정책의 품질관리를 통한 성공적인 지적정책을 유도하기 위한 목적하에, 지적정책으로서 도로명주소사업에 대한 정책단계별 평가를 실시하여 그 시사점을 도출하였다. 그리고 시사점을 참조하여 향후, 지적정책의 성공적 수행을 위한 지적정책품질관리 방향을 모색해보고자 하였다. 연구 결과, 지적정책의 성공적 수행을 위해서는 정책형성단계에서의 지적정책의 질과 품격을 고려한 정책이 수립되어야 할 필요성이 있다. 그리고 지적정책품질 관리를 위한 매뉴얼 혹은 관리카드의 작성이 요구되어진다. 또한 정책체계의 특성상 시민이라는 환경과의 접촉 즉, 시민들의 적극적인 참여관리가 요구되어짐을 제시하였다. This study aims to induce the successful New Address Grant Policy through Cadastral Quality Management and it brought out a current question by conducting the evaluation of the policy stages on the New Address Grant Policy as a cadastral policy. After referring to the current question, this study tries to explore the Direction of Cadastral Policy Quality Management to perform the successful cadastral policy in the future. According to the result of the study, it is necessary that the policy which considers the quality of the cadastral management in the policy making stages should be established to perform the successful cadastral policy. And it is required to make out a manual or a management card for Cadastral Policy Quality Management. And also, this study suggested that the contact with people or the management of people's positive participation should be required.

국토개발 및 부동산분야의 소셜벤처 창출 모형 연구

본 연구는 중앙정부와 지방자치단체, 지역민(단체) 등이 상호협력하여 지역사회의 문제를 해결하고 자 하는 정책기조, 공ㆍ사부문을 막론하고 기업에 요구되는 사회적책임활동의 강조, 그리고 이를 통한 취업기회 확대 가능성으로부터 출발하였다. 특히, 국토개발 및 부동산분야에서의 소셜벤처 창출모형의 일환으로서 소셜벤처의 성공을 유도하기 위한 핵심적 주체로 인식되고 있는 기업가 교육의 필요성을 인지하고, 동강대학 토지정보관리과의 교육과정에 반영을 위해 시도되었다고 할 수 있다. 이러한 연구 목적을 달성하기 위해 국토개발 및 부동산분야의 소셜벤처 및 소셜벤처 기업가에 대하여 이론적인 검토를 하였다. 그리고 국토개발 및 부동산분야 소셜벤처 기업가의 직무에 따른 중요작업을 도출하기 위해 DACUM에 의한 직무분석을 실시하고, 그 결과를 토대로 교육과정에의 반영을 검토하였다. In the context of current political trends, social responsibility is paramount not only in the business sector but also in government and civil organizations. This study reports findings from a survey of social entrepreneurship focusing in national land and real estate development. It consisted of an occupational analysis of social entrepreneurs using the DACUM(developing a curriculum) process. It was also planned as a pilot study for providing a framework for building a social enterprise program in the department of land information management at Dongkang College University. Investigators considered an integrated approach to social enterprise-related teaching, research and activities. The conclusion includes questions that arose during the study and further direction for this and similar projects.
